75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY 70 O.S. 2021, Section 1 -116, is
77	77	amended to read as follows:
78	78	Section 1-116. As used in this title:
79	79	1. “Teacher” means any person who is e mployed to serve as
80	80	district superintendent, principal, s upervisor, a counselor,
81	81	librarian, school nurse or a classroom teacher or in any other
82	82	instructional, supervisory or administrative capacity. T he person
83	83	shall not be deemed qualified unless the person who holds a valid
84	84	certificate issued by and in accordance wi th the rules of the State
85	85	Board of Education or the rules of the State Board of Ca reer and
86	86	Technology Education , to perform the particular services for which

139	139	2. “Superintendent” or “superintendent of schools ” means the
140	140	executive officer of the board of education and the administrative
141	141	head of the school system o f a district maintaining an accredited
142	142	school, provided the person holds an administrat or’s certificate
143	143	recognized by the State Board of Education;
144	144	3. “Principal” means any person other than a district
145	145	superintendent of schools having supervisory or admin istrative
146	146	authority over any school or school building having two or more
147	147	teachers. A teaching principal shall be a principal who devotes at
148	148	least one-half (1/2) the time school is in session to classroom
149	149	teaching. Teaching principals shall be required t o hold
150	150	administrative certificates;
151	151	4. “Teachers” means, for purposes of complying wit h the State
152	152	Aid Law and other statutes, but not any other provision of law,
153	153	which apportion money on the basis of teaching units or the number
154	154	of teachers employed or qu alified, all persons holding employed to
155	155	serve as classroom teachers who hold proper valid certificates and
156	156	connected in any capacity with the instruction of pupils issued by
157	157	and in accordance with the r ules of the of the State Board of
158	158	Education or the State Board of Career and Technology Education;
159	159	5. “Inductee” means any certified teacher who is employed in a
160	160	local school to serve as a classroom teacher under the guidance and
161	161	assistance of a mentor teacher or teachers;

213	213	6. “Student teacher” means any student who is enrolled in an
214	214	institution of higher le arning approved by the State Board o f
215	215	Education for teacher training and who is jointly assigned by the
216	216	institution of higher learning and a board of education of a school
217	217	district to perform practice teaching und er the direction of a
218	218	regularly employed an d certified teacher. A student teacher, while
219	219	serving an internship under the supervision of a certified teacher,
220	220	shall be accorded the sa me protection of the laws as that accorded
221	221	the certified teacher and shall be eligible to receive compensation
222	222	beginning on the first day of the intern ship for up to one full
223	223	school year; provided, however, that such compensation shall not be
224	224	considered compensation for purposes of teacher retirement or the
225	225	minimum salary schedu le;
226	226	7. “School nurse” means a person emplo yed full time by a board
227	227	of education who is a regi stered nurse licensed by the Oklahoma
228	228	State Board of Nurse Registration and Nursing Educ ation Board of
229	229	Nursing and is certified the same as a teacher by the State Board of
230	230	Education. Provided , that any person who is emplo yed as a full-time
231	231	school nurse in any school distr ict in Oklahoma who is not
232	232	registered on July 2, 1971, may continue to serve in the same
233	233	capacity; however, such person shall, under rules adopt ed by the
234	234	State Board of Educa tion, attend classes in nursing and prepare to
235	235	become registered.

287	287	A school nurse employed by a board of education shall be
288	288	accorded the same protection of laws and a ll other benefits accorded
289	289	a certified teacher; and
290	290	8. “Support employee” means an employee who provides those
291	291	services which are not perfo rmed by certified teac hers, principals,
292	292	superintendents, or administrators and which are necessary for the
293	293	efficient and satisfactory functioning of a school district.
294	294	SECTION 2. This act shall become effective July 1, 2024.
295	295	SECTION 3. It being immediately necessary for the preservation
296	296	of the public peace, health , or safety, an emergency is here by
297	297	declared to exist, by reason whereof thi s act shall take effect and
298	298	be in full force from and after its passage and approval.
