71	71	and permitting access to or use of certain activities

79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 70 O.S. 2021, Section 509.11, is
81	81	amended to read as follows:
82	82	Section 509.11. A. No school district, e mployee of a school
83	83	district, or employee organization shall deny by any means,
84	84	including a collective bargaining agreement, a statewide
85	85	professional educators ’ association equal access to employees of the
86	86	school district, to the same extent that access is granted to other
87	87	educators’ associations. For purposes of this section, acces s shall

140	140	1. Setting up informational tables at in -service or other
141	141	similar teacher meetings;
142	142	2. Speaking at in-service or other similar teacher meetings;
143	143	3. Distributing information in school mail boxes or through the
144	144	school e-mail system;
145	145	4. Utilizing school district meeting rooms during nonworking
146	146	hours;
147	147	5. Representing employees in employment matters, when requested
148	148	by the employee;
149	149	6. Posting information on school di strict bulletin boards; and
150	150	7. Utilizing school di strict printing services.
151	151	B. Any association which utilizes school district facilities or
152	152	services shall reimburse the district for any costs incurred by the
153	153	district.
154	154	C. A school district is prohibited from:
155	155	1. Requiring or coercing school district employees to meet,
156	156	communicate, listen to, or otherwise interact with an employee
157	157	organization or statewide professional educators ’ association;
158	158	2. Distributing communications or membership solicitations on
159	159	behalf of an employee organization or statewide pro fessional
160	160	educators’ association; and
161	161	3. Permitting an employee organization or statewide
162	162	professional educator s’ association access to or use of the school
163	163	district’s meetings, events, facilities, communications systems,

219	219	SECTION 2. This act shall become effective July 1, 2024.
220	220	SECTION 3. It being immediately necessary for the preservation
221	221	of the public peace, health , or safety, an emergency is hereby
222	222	declared to exist, by reason whereof t his act shall take effect and
223	223	be in full force from and after its passage and approval.
