6565 An Act relating to school employees; amending 70 O.S.
6666 2021, Section 509.11 , which relates to equal access

7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 70 O.S. 2021, Section 509.11, is
8181 amended to read as follows:
8282 Section 509.11. A. No school district, e mployee of a school
8383 district, or employee organization shall deny by any means,
8484 including a collective bargaining agreement, a statewide
8585 professional educators ’ association equal access to employees of the
8686 school district, to the same extent that access is granted to other
8787 educators’ associations. For purposes of this section, acces s shall

140140 1. Setting up informational tables at in -service or other
141141 similar teacher meetings;
142142 2. Speaking at in-service or other similar teacher meetings;
143143 3. Distributing information in school mail boxes or through the
144144 school e-mail system;
145145 4. Utilizing school district meeting rooms during nonworking
146146 hours;
147147 5. Representing employees in employment matters, when requested
148148 by the employee;
149149 6. Posting information on school di strict bulletin boards; and
150150 7. Utilizing school di strict printing services.
151151 B. Any association which utilizes school district facilities or
152152 services shall reimburse the district for any costs incurred by the
153153 district.
154154 C. A school district is prohibited from:
155155 1. Requiring or coercing school district employees to meet,
156156 communicate, listen to, or otherwise interact with an employee
157157 organization or statewide professional educators ’ association;
158158 2. Distributing communications or membership solicitations on
159159 behalf of an employee organization or statewide pro fessional
160160 educators’ association; and
161161 3. Permitting an employee organization or statewide
162162 professional educator s’ association access to or use of the school
163163 district’s meetings, events, facilities, communications systems,

219219 SECTION 2. This act shall become effective July 1, 2024.
220220 SECTION 3. It being immediately necessary for the preservation
221221 of the public peace, health , or safety, an emergency is hereby
222222 declared to exist, by reason whereof t his act shall take effect and
223223 be in full force from and after its passage and approval.
