7373 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7474 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -101, is
7575 amended to read as follows:
7676 Section 4-101. Every person who is a qualified elector as
7777 defined by Section 1 of Article III of the O klahoma Constitution
7878 shall be entitled to become a registered voter in the precinct of
7979 his or her residence, with the following conditions:
8080 1. Persons convicted of a felony shall be eligib le to register
8181 to vote when they have:
8282 a. fully served their sentence of court-mandated calendar
8383 days or their sentence has been discharged, including
8484 any term of incarceration, parole or supervision, or
8585 completed a period of probation ordered b y any court,

137137 b. received a commutation that reduced the sentence t o
138138 time served pursuant to federal or state law , or
139139 c. been granted a pardon pursuant to federal or state
140140 law; and
141141 2. Any person who has bee n adjudged to be an incapacitated
142142 person as such term is defi ned by Section 1-111 of Title 30 of the
143143 Oklahoma Statutes shall be ineligible to regi ster to vote. When
144144 such incapacitated person has been adjudged to be no longer
145145 incapacitated such person shal l be eligible to become a registered
146146 voter. The provisions o f this paragraph shall not prohibit any
147147 person adjudged to be a partially incap acitated person as such term
148148 is defined by Section 1-111 of Title 30 of the Oklahoma Statu tes
149149 from being eligible to register to vote unless the order adjudging
150150 the person to be partially incapacitated restricts such person from
151151 being eligible to register to vot e.
152152 SECTION 2. This act shall become effective November 1, 2024.
