65	65	An Act relating to elections; amending 26 O.S. 2021,
66	66	Section 4-101, which relates to voter reg istration;
67	67	modifying conditions for voter eligibility; and

73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -101, is
75	75	amended to read as follows:
76	76	Section 4-101. Every person who is a qualified elector as
77	77	defined by Section 1 of Article III of the O klahoma Constitution
78	78	shall be entitled to become a registered voter in the precinct of
79	79	his or her residence, with the following conditions:
80	80	1. Persons convicted of a felony shall be eligib le to register
81	81	to vote when they have:
82	82	a. fully served their sentence of court-mandated calendar
83	83	days or their sentence has been discharged, including
84	84	any term of incarceration, parole or supervision, or
85	85	completed a period of probation ordered b y any court,

137	137	b. received a commutation that reduced the sentence t o
138	138	time served pursuant to federal or state law , or
139	139	c. been granted a pardon pursuant to federal or state
140	140	law; and
141	141	2. Any person who has bee n adjudged to be an incapacitated
142	142	person as such term is defi ned by Section 1-111 of Title 30 of the
143	143	Oklahoma Statutes shall be ineligible to regi ster to vote. When
144	144	such incapacitated person has been adjudged to be no longer
145	145	incapacitated such person shal l be eligible to become a registered
146	146	voter. The provisions o f this paragraph shall not prohibit any
147	147	person adjudged to be a partially incap acitated person as such term
148	148	is defined by Section 1-111 of Title 30 of the Oklahoma Statu tes
149	149	from being eligible to register to vote unless the order adjudging
150	150	the person to be partially incapacitated restricts such person from
151	151	being eligible to register to vot e.
152	152	SECTION 2. This act shall become effective November 1, 2024.
