25	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

27	56		SECTION 1. AMENDATORY 59 O.S. 2021, Section 15.2, as
28	57		amended by Section 2, Chapter 26, O.S.L. 2022 (59 O.S. Supp. 2022,
29	58		Section 15.2), is amended to read as follows:

31	59		Section 15.2. A. There is hereby re -created, to continue until
32	60		July 1, 2023 July 1, 2028, in accordance with the provisions of the
33	61		Oklahoma Sunset Law, the Oklahoma Accountancy Board. The Oklahoma
34	62		Accountancy Board shall have the responsibility for administering
35	63		and enforcing the Oklahoma Acc ountancy Act. The Oklahoma
36	64		Accountancy Board shall be c omposed of seven (7) members, who shall
37	65		have professional or practical experience in the use of accounting

38	93		services and financial matters, so as to be qualified to make
39	94		judgments about the qualificati ons and conduct of persons and firms
40	95		subject to regulation under the Oklahoma Accountancy Act to be
41	96		appointed by the Governor and confirme d by the Senate. The numbe r
42	97		of registrant members shall not be more than five, not including a
43	98		firm, who shall serve terms of five (5) years. No member who has
44	99		served two successive complete terms shall b e eligible for
45	100		reappointment, but an appointme nt to fill an unexpired ter m shall
46	101		not be considered a complete term for this purpose. One public

49	102		member shall serve cote rminously with the Governor appointing the
50	103		public member. The other public member shall serve a term of five
51	104		(5) years.

53	105		B. Five members shall be certified public accountants holding
54	106		certificates and four shall hold permits issued pursuant to the
55	107		provisions of the Oklahoma Accountancy Act, at least four of whom
56	108		shall have been engaged in the practice of public accounting as a
57	109		certified public accountant continuously for not less than five (5)
58	110		out of the last fifteen (15) years immediately preceding their
59	111		appointments. A list of qualified persons shall be compiled and
60	112		submitted to the Governor by the Oklahoma Society of Certified
61	113		Public Accountants from time to time as appointments of the
62	114		certified public accountant Board members are required. A list of
63	115		three names shall be submitted for each single appointment from
64	116		which the Governor may make the appointment.

66	144		C. Two members shall be public members who are not certified
67	145		public accountants. One public member shall be appoi nted by the
68	146		Governor to a term cot erminous with the Governor, to serve at his or
69	147		her pleasure. The other public member sh all serve a term of five
70	148		(5) years and have professional or practical experience in the use
71	149		of accounting services and financial matters. A list of qualified
72	150		persons shall be compiled and submitted to the Governor by the
73	151		Oklahoma Society of Public Account ants, Oklahoma Society of
74	152		Certified Public Accountants, or successor o rganizations from time
75	153		to time as appointment of the Board member is required. A list of
76	154		three (3) names shall be submitted for each single appointment f rom
77	155		which the Governor may ma ke the appointment.

79	156		D. Upon the expiration of the term of office, a member shall
80	157		continue to serve until a qualified successor has been app ointed.
81	158		Confirmation by the Senate is required during the next regular
82	159		session of the Senate for the member to continu e to serve.

84	160		SECTION 2. This act shall become effective July 1, 2023.

86	161		SECTION 3. It being immediately necessary for the preservation
87	162		of the public peace, health or safety, an emergency is her eby
88	163		declared to exist, by reason whereof this act shall take effect and
89	164		be in full force from and after its passage a nd approval.
