AS INTRODUCED 
 
An Act relating to health care; requiri ng licensed 
practitioner to inform patient of certain information 
prior to administration of vaccin e; requiring certain 
informed consent; providing penalties ; providing for 
codification; and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3171 of Title 63, unless there 
is created a duplication in numbering, reads as follows: 
A.  Prior to administration of any vaccine, a licensed 
practitioner shall inform the patient of : 
1.  All ingredients in the vaccine; and 
2.  Whether the vaccine manufacturer used fetal cell lines in 
the research or production of the vaccine. 
B.  The licensed practitioner shall obtain the informed consent 
of the patient prior to administration of the vaccine. 
C.  If the licensing board of a practitioner finds that the 
practitioner is in violation of thi s section, such board shall, in

accordance with the rule s of such board, immediately revok e the 
license of the practi tioner and fine the practitioner One Hundred 
Thousand Dollars ($100,000.00) per occurrence . 
SECTION 2.  This act shall become effective November 1, 202 4.
