65	65	An Act relating to state government; prohibiting the
66	66	enaction of licensure fo r engaging in digital
67	67	financial asset business activity; defining term;
68	68	providing for codification; and providing an

75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. NEW LAW A new section of law to be codified
77	77	in the Oklahoma Statutes as Section 9300 of Title 74, unless there
78	78	is created a duplication in numbering, reads as fo llows:
79	79	A. The Legislature, a state entity, or a political subdivision
80	80	shall not enact any law, rule, or ordinance to require licensure
81	81	from anyone engaging in digital financial asset business activity in
82	82	this state.
83	83	B. As used in this section, “digital financial asset business
84	84	activity” means any of the following:
85	85	1. Exchanging, transferring, or storing a digital financial
86	86	asset or engaging in digital financial asset administr ation, whether

139	139	control services vendor ;
140	140	2. Holding electronic precious metals or electronic
141	141	certificates representing interests in precious metals on behalf of
142	142	another person or issuing share s or electronic certificates
143	143	representing interests in precious metals ; or
144	144	3. Exchanging one or more digital re presentations of value used
145	145	within one or more online games, game platforms, or family of games
146	146	for either of the following:
147	147	a. a digital financial asset offered by or on behalf of
148	148	the same publisher from which the original digital
149	149	representation of value was received , or
150	150	b. a legal tender or bank or credit union credit outside
151	151	the online game, game platform, or family of games
152	152	offered by or on behalf of the same publisher from
153	153	which the original digital representation of value was
154	154	received.
155	155	SECTION 2. This act shall become effective November 1, 2024.
