7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 25 O.S. 2021, Section 2101, is
8181 amended to read as follows:
8282 Section 2101. A. Every The state and any county, municipality,
8383 city, town, school or any other political subdivision is authorized
8484 to display, in its public buildings and on its grou nds, replicas of
8585 historical documents including, b ut not limited to, the Ten
8686 Commandments, Magna Carta, Mayflower Compact, Declar ation of
8787 Independence, United States Constitution, Bill of Rights, Oklahoma
8888 Constitution and other historically significant documents in the
8989 form of statues, monuments, memorial s, tablets or any other display

141141 that respects the dignity and sol emnity of such documents. Such
142142 documents shall be displayed in a manner consistent with the context
143143 of other documents contained in such dis play.
144144 B. A monument of the Ten Commandments shall be prominently
145145 displayed and protected on the inside and outside of the Oklaho ma
146146 State Capitol as a symbol of its historic significance for Oklahoman
147147 and American history . The Governor, the President Pro Tempore of
148148 the Senate, and the Speaker of the House of Representatives shall
149149 meet within one (1) year after the effective date of this act to
150150 determine the design, placement, security, construction, and funding
151151 of the monuments. Such officials may consult with third-party
152152 groups to assist in making such determinations and with the
153153 implementation of such determinations . Only donated funds may be
154154 used for the design, placement, security, and construction of the
155155 monuments. Monuments shall not be relocated once they are in place
156156 without approval by three-fourths (3/4) of both houses of the
157157 Legislature and approval of the Governor. Any person who knowingly
158158 causes damage or destruction to the monuments shall be , upon
159159 conviction, guilty of a felony.
160160 C. In the event that the legality or constitutionality of an y
161161 such display is challenged in a court of law, the Oklahoma Attorney
162162 General is authorized to prepare and present a legal defense of the

215215 SECTION 2. It being immediately necessary for the preservation
216216 of the public peace, health or safety, an emergency is hereby
217217 declared to exist, by reason whereof this act shall take effect and
218218 be in full force from and after its passage and approval.
