8787 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8888 SECTION 1. AMENDATORY 70 O.S. 2021, Secti on 1210.508F,
8989 is amended to read as follows:
9090 Section 1210.508F. A. The State Board of Education Commission
9191 for Educational Quality and Accountabili ty shall ensure that the
9292 reading competencies for elementary teachers are included in the
9393 competencies for special education teachers.

145145 B. The State Board of Education and the Commission for
146146 Educational Quality and Accountability in collabo ration with the
147147 Oklahoma State Regents for Higher Education shall ensure that all
148148 teachers of early childhood education, el ementary education, and
149149 special education are provided quality training in intervention,
150150 instruction, and remediation strategies in order to meet the needs
151151 of students in kindergarten through third grade who are determined
152152 to be at risk of reading difficulties in the science of readi ng to
153153 provide explicit and systematic instruction in phonological
154154 awareness, decoding, fluency, vocabular y, and comprehension and
155155 implement reading strategies that research has shown to be
156156 successful in improving reading among s tudents with reading
157157 difficulties. In addition, quality education for prospective
158158 teachers shall be provided in research -based instructional
159159 strategies for instruction, assessment , and intervention for
160160 literacy development for all students , including advanced readers,
161161 typically developing readers , and struggling readers who are coping
162162 with a range of challenges , including, but not limi ted to, English
163163 learners and learners with handicapping conditions and learning
164164 disabilities (including dyslexia). Quality training shall include
165165 guidance from profess ional resources such as the Report of the
166166 National Reading Panel, Response to Intervention guidelines , and
167167 professional organizations such as the Council for Exceptional
168168 Children, International Dyslexia Association, International Literacy

222222 C. All institutions within The Oklahoma State System of Higher
223223 Education that offer elementary, early childhood education , or
224224 special education programs appr oved by the Commission for
225225 Educational Quality and Accountability shall incorporate into those
226226 programs the requirement that teacher candidates study the five
227227 elements of reading instruction which are phonemic phonological
228228 awareness, phonics decoding, reading fluency, vocabulary, and
229229 comprehension. Teacher candidates shall study strategies including,
230230 but not limited to, instruction that is explicitly taught,
231231 sequenced, multimodal (re ading, writing, speaking, listening, hands -
232232 on, etc.), multidisciplinary , and reflective to adapt for individual
233233 learners.
234234 D. Effective July 1, 2010 2025, teacher candidates enr olled in
235235 an institution within The Oklahoma State System of Higher Education
236236 in a special education , early childhood education, or elementary
237237 education program approved by the Commission for Educational Quality
238238 and Accountability shall pass, prior to gra duation, a comprehensive
239239 assessment to measure their teaching skills in the area of reading
240240 instruction. The assessment shall be developed and administered by
241241 the institutions that offer special educati on, early childhood
242242 education, and elementary education programs that lead to
243243 certification. The assessment shall measure the knowledge and

295295 understanding of the teacher candidate in the teaching of the five
296296 elements of reading instruction which are phonemic phonological
297297 awareness, phonics decoding, reading fluency, vocabulary, and
298298 comprehension. The results of the assessment shall be
299299 electronically reported annually by the institution to the
300300 Commission for Educational Quality and Acc ountability as a part of
301301 the required annual report for the institution. The Commission
302302 shall include the data in the annual report to the Oklahoma
303303 Legislature as required pursuant to Section 6 -186 of this title. It
304304 is the intent of the Legislature to ensure that teachers graduating
305305 from institutions within The Oklahoma State System of Higher
306306 Education have the knowledge and skills to effectively teach read ing
307307 to all children.
308308 SECTION 2. This act shall become effective July 1, 2024.
309309 SECTION 3. It being immediately necessary for the preservation
310310 of the public peace, healt h, or safety, an emergency is hereby
311311 declared to exist, by reason whereof this act shall take effect and
312312 be in full force from and after its passage and approval.
