45	101		SECTION 1. AMENDATORY 47 O.S. 2021, Section 1 -159, is

51	104		roadway for the exclusive use of pedestrians and which is protected
52	105		or is so marked or indicated by adequate signs as to be plainly
53	106		visible at all times while set apart shall be known as a safety zone

56	108		SECTION 2. AMENDATORY 47 O.S. 2021, Section 11-203, is
57	109		amended to read as follows:

59	110		Section 11-203. Whenever special pedestrian-control signals
60	111		exhibiting the words “Walk” or “Wait” a flashing “Don’t Walk” or
61	112		“Don’t Walk” the WALKING PERSON or UPRAISED HAND symbols are in
62	113		place, such signals shall indicate as follows:

64	114		1. Walk. Pedestrians facing such signal ma y proceed across the
65	115		roadway in the direction of the signal and shall be given the right
66	116		of way right-of-way in the direction of the signal by the dr ivers of
67	117		all vehicles.;

69	118		2. Wait or Flashing Don’t Walk or flashing UPRAISED HAND . No
70	119		pedestrian shall sta rt to cross the roadway in the direction of such
71	120		signal, but any pedestrian who has partially completed his or her
72	121		crossing on the walk signal shall proceed to a sidewalk or safety
73	122		island pedestrian refuge while the wait steady Don’t Walk or
74	123		UPRAISED HAND signal is showing.; and

79	153		SECTION 3. AMENDATORY 47 O.S. 2021, Section 11 -308, is

82	155		Section 11-308. (a) A. The State Highway Transportation
83	156		Commission or local authorities, within their respective
84	157		jurisdictions, may designate a ny street or highway or any separate
85	158		roadway under their respective jurisdictions for one -way traffic and
86	159		shall erect appropriate signs giving notice thereof.

88	160		(b) B. Upon a roadway designated and signposted for one -way
89	161		traffic, a vehicle shall be driven o nly in the direction designated.

93	162		(c) C. A vehicle passing around a rotary traffic the central
94	163		island of a circular intersection shall be driven only to the right
95	164		of counterclockwise around such islands.

97	165		SECTION 4. AMENDATORY 47 O.S. 2021, Section 11-309, is
98	166		amended to read as follows:

100	167		Section 11-309. Whenever any roadway has been divid ed into two
101	168		or more clearly marked lanes for traffic, the following requirements
102	169		in addition to all others consistent herewith shall apply .:
103		-
104	170		1. A vehicle shall be driven as nearly as prac ticable entirely
105	171		within a single lane .;

107	172		2. A vehicle shall not be m oved from the lane until the driver
108	173		has first ascertained that the movement can be made with safety and

110	202		traveled by the vehicle, of his or her intention to change lanes .;

112	203		3. Upon a roadway which is divided into three lanes, a vehicle
113	204		shall not be driven in the center lane except when overtaking and
114	205		passing another vehicle where the roa dway is clearly visible and the
115	206		center lane is clear of traffic within a safe distance, or in
116	207		preparation for a left turn or where the center lane is at the time
117	208		allocated exclusively to traffic moving in the direction the vehicle
118	209		is proceeding and is sign posted to give notice of the allocation.

120	210		4. A two-way left-turn lane is a lane near the center of the
121	211		highway set aside for use by vehicles making left turns in both
122	212		directions from or into the roadway. Two -way left-turn lanes shall
123	213		be designated by dist inctive roadway markings consisting of parallel
124	214		double yellow lines, interior line dashed and exterior line solid,
125	215		on each side of the lane. A vehicle shall not be driven in a
126	216		designated two-way left-turn lane except when preparing for or
127	217		making a left turn from or into a roadway. Vehicles turning left
128	218		from the roadway shall not be driven in the two -way left-turn lane
129	219		for more than two hundred (200) feet while preparing for and making
130	220		the turn. A vehicle turning left onto the roadway may utilize the
131	221		two-way left-turn lane as a staging area by stopping and waiting for
132	222		traffic proceeding in the same direction t o clear before merging
133	223		into the adjacent lanes of travel. A left turn shall not be made
134	224		from any other lane where a two -way left-turn lane has been

137	252		designated. Provided, however, this section shall not prohibit
138	253		driving across a two -way left-turn lane when moving from a service
139	254		drive onto such marked roadway .;

141	255		5. 4. A vehicle shall not be driven in the left lane of a
142	256		roadway except when overtaking an d passing another vehicle;
143	257		provided, however, this paragraph shall not prohibit driving in the
144	258		left lane when traffic conditions, flow or road configuration, such
145	259		as the potential of merging traffic, require requires the use of the
146	260		left lane to maintain sa fe traffic conditions; provided further,
147	261		this paragraph shall not prohibit driving in the left lane of a
148	262		roadway within the city limits of a municipality or upon a county
149	263		road as long as such roadway is not part of the National System of
150	264		Interstate and Defense Highways or a turnpike .; and

152	265		6. 5. Official signs may be erected directing slow -moving
153	266		traffic to use a designated lane or designating those lanes to be
154	267		used by traffic moving in a particular direction regardless of the
155	268		center of the roadway, and dri vers of vehicles shall obey the
156	269		directions of every such sign.

158	270		Any person convicted of violating any provis ion of this section
159	271		shall be punished as provided for in Section 17 -101 of this title.

161	272		SECTION 5. AMENDATORY 47 O.S. 2021, Section 11-803, is
162	273		amended to read as fol lows:

164	274		Section 11-803. A. Whenever local authorities in their
165	275		respective jurisdictions determine on the basis of an engineering

166	303		and traffic investigation that the maximum speed permitted under
167	304		this article is greater or less than is reasonable and safe under
168	305		the conditions found to exist upon a highway or part of a highwa y,
169	306		the local authority may determine and declare a reasonable and safe
170	307		maximum limit thereon which:

172	308		1. Decreases the limit at intersections; or
173		-
174	309		2. Increases the limit within an urban dis trict, but not to
175	310		more than sixty-five (65) miles per hour; or
176		-
177	311		3. Decreases the limit outside an urban district, but not to
178	312		less than thirty (30) miles per hour.

182	313		B. Local authorities in their respective jurisdiction s shall
183	314		determine by an engineering and traffic investigation the proper
184	315		maximum speed for all arterial str eets and shall declare a
185	316		reasonable and safe maximum limit thereon which may be greater or
186	317		less than the maximum speed permitted under Section 1 -101 et seq. of
187	318		this title for an urban dist rict.

189	319		C. Any altered limit established as hereinabove authorized
190	320		shall be effective at all times or during hours of darkness or at
191	321		other times as may be determined when appropriate signs giving
192	322		notice thereof are ere cted upon such street or highway.

194	323		D. As to streets and highways within the corporate limits which
195	324		have been constructed or reconstructed with state or federal funds
196	325		are maintained by the Department of Transportation , local
197	326		authorities shall have joint aut hority with the Transportation

198	354		Commission to establish or alter speed limits; provided, however,
199	355		the speed limit on an interstate highway within such corporate
200	356		limits shall not be decreased to less than sixty (60) miles per
201	357		hour; and provided further, that no local authority shall impose
202	358		speed limits on any such street or highway substantially lower than
203	359		those justified by the highway design, capacity, and traffic volume
204	360		as determined by engineering studies.

206	361		E. Not more than six such alterations as hereina bove authorized
207	362		shall be made per mile along a street or highway except in the case
208	363		of reduced limits at in tersections, and the difference between
209	364		adjacent limits shall not be more than ten (10) miles per hour.

211	365		SECTION 6. AMENDATORY 69 O.S. 2021, Section 241, is
212	366		amended to read as follows:

214	367		Section 241. The portion of the roadway conti guous with the
215	368		traveled way for accommodation of stopped vehicles, for emergency
216	369		use, for travel under certain conditions, and for lateral support of
217	370		base and surface courses.

219	371		SECTION 7. AMENDATORY 69 O.S. 2021, Section 242, is
220	372		amended to read as follows:

224	373		Section 242. The system of state roads designated by the State
225	374		Highway Transportation Commission, including necessary urba n
226	375		extension, the responsibility for which is lodged in the Department
227	376		of Highways Transportation.

229	404		SECTION 8. AMENDATORY 69 O.S. 2021, Section 301, is
230	405		amended to read as follows:

232	406		Section 301. (a) A. There is hereby created a Depart ment of
233	407		Highways Transportation and a State Highway Transportation
234	408		Commission in and for the State of Oklahoma this state, pursuant to
235	409		the provisions of Section 1 , of Article 16, XVI of the Oklahoma
236	410		Constitution of the State of Oklahoma , and such departmen t shall be
237	411		governed by the State Highway Director of the Department of
238	412		Transportation, provided for by Sect ion 305 of this Code title,
239	413		under such reasonable rules, regulations and policies and road
240	414		improvement programs as may be prescribed by the Commissio n. Such
241	415		rules and regulations and amen dments thereto as adopted by the
242	416		Commission shall be filed and recor ded in the office Office of the
243	417		Secretary of State.

245	418		(b) B. The Department and the Commission created by the
246	419		preceding paragraph subsection A of this section and the State
247	420		Highway Director of the Department of Transportation provided for by
248	421		Section 305 of this Code title shall be the legal successors of, and
249	422		unless and except as otherwise provided by this Code title shall
250	423		also have the powers and dutie s vested by other laws in, and shall
251	424		take immediate charge of all equipment, supplies and property now in
252	425		the possession of, the Department, Commission and Director,
253	426		respectively, created and provided for by 69 O.S. 1961, Sections
