9393 BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
9494 SECTION 1. NEW LAW A new section of law to be codified
9595 in the Oklahoma Statutes as Section 12007 of Title 74, unless there

148148 This act shall be known and may be cited as the “Citizen’s Bill
149149 of Rights”.
150150 SECTION 2. NEW LAW A new section of law to be codified
151151 in the Oklahoma Statutes as Section 12007.1 of Title 74, unless
152152 there is created a duplication in numbering, reads as follows:
153153 As used in this act:
154154 1. “Citizen” and “citizenry” shall mean an individual who is a
155155 citizen of the United States of A merica and a resident of this
156156 state; and
157157 2. “Government” or “governmental” shall mean, unless otherwise
158158 noted, any level of government at the state or federal level or an
159159 entity representing such.
160160 SECTION 3. NEW LAW A new section of law to be codified
161161 in the Oklahoma Statutes as Section 12007.2 of Title 74, unless
162162 there is created a duplication in numbering, reads as foll ows:
163163 A. Government, business, or any agent representing such shall
164164 not:
165165 1. Force, either through direct or indirect coercion, any
166166 digital monetary system on the citizenry without providing equally
167167 viable and useful alternative options for the citizenry t o obtain
168168 goods and services;
169169 2. Either directly, or as a conse quence of, use a digital
170170 monetary system to monitor or control the habits of the citizenry or

222222 ability of the citizenry to engage in, or restrict the citizenry
223223 from, purchasing goods and service s;
224224 3. Deny legitimately earned funds or remove funds from per sonal
225225 or business accounts as a means to control the behavior of
226226 individual citizens or businesses; or
227227 4. Maintain a database of the purchases or goods and ser vices
228228 of individual citizens.
229229 B. As gold and silver are considered legal tender in the
230230 Constitution of the United States, citizens have a fundamental right
231231 to own and secure goods and se rvices using gold and silver in
232232 Oklahoma. Government, business, or any agent representing such
233233 shall not, either through force or coercion, require an accounting
234234 of, or take or attempt to take gold or silver from any citizen
235235 without his or her prior written consent. Citizens shall not be
236236 penalized in any way by government, business, or any agent
237237 representing such for adhering to any provision outlined within this
238238 section.
239239 C. Any financial institution, either governmental or
240240 commercial, that practices in this state or has residents of this
241241 state as clients, shall not:
242242 1. Deny, remove, res trict, or otherwise impede legitimately
243243 earned digital funds from being used for goods an d services based on
244244 race, ethnicity, sex, gender, age, political party, party
245245 affiliations, interests, or personal medical decisions;

298298 earned digital funds from being used to support a particular
299299 political party or activity; or
300300 3. Use digital funds to monitor or control the behavior of
301301 individual citizens.
302302 SECTION 4. NEW LAW A new section of law t o be codified
303303 in the Oklahoma Statutes as Secti on 12007.3 of Title 74, unless
304304 there is created a duplication in numbering, reads as follows:
305305 Government, business, or any agent representing such shall not
306306 use digital identification as a requirement to monitor or purchase
307307 goods and services, restrict travel or movement, or as a conditi on
308308 for employment.
309309 SECTION 5. NEW LAW A new section of l aw to be codified
310310 in the Oklahoma Statutes as Section 12007.4 of Title 74, unless
311311 there is created a du plication in numbering, reads as follows:
312312 Government, business, or any agent representing such shall not
313313 institute or maintain any type of personal social credit score on
314314 citizens that tracks and grades their habits, activities,
315315 affiliations, or positions on political, social, and environmental
316316 issues.
317317 SECTION 6. NEW LAW A new section of law to be codified
318318 in the Oklahoma Statutes a s Section 12007.5 of Title 74, unless
319319 there is created a duplication in numbering, reads as follows:

371371 Government, business, or any agent representing such shall
372372 neither force any citizen to take a medical procedure including a
373373 vaccine, nor penalize citizens or deny their unalienable rights, or
374374 otherwise restrict their employment, movement, and associations, if
375375 they decide not to have a particular medical procedure performed.
376376 SECTION 7. NEW LAW A new section of law to be codified
377377 in the Oklahoma Statutes a s Section 12007.6 of Title 74, unless
378378 there is created a duplication in numbering, reads as follows:
379379 A. Government, business, or any agent representing such shall
380380 not track carbon usage, or institute any type of carbon credit score
381381 or assign carbon credits on any business or the citizenry.
382382 B. Government, business, or any agent repres enting such shall
383383 not track, restrict, penalize, or deny the personal freedom of any
384384 citizen to use the type of energy he or she prefers. Types of
385385 energy include, but are not limited to, electricity, natural gas,
386386 propane, wind, solar, and geothermal.
387387 C. Government, business, or any agent representing such shall
388388 not track, restrict, or penalize any citizen for using any appliance
389389 that uses a particular form of energy; for example, propane or
390390 natural gas as a fuel source.
391391 SECTION 8. NEW LAW A new section of law to be codified
392392 in the Oklahoma Statutes as Section 12007.7 of Title 74, unless
393393 there is created a duplicati on in numbering, reads as follows:

445445 A. Government, business, or any agent representing such shall
446446 not:
447447 1. Track, restrict, or penalize any citizen for having a
448448 personal garden to meet family needs;
449449 2. Determine or track how food grown, processed, or preserved
450450 for personal needs will be utilized; or
451451 3. Unless restricted by local ordinance, t rack, restrict, or
452452 penalize any citizen for maintaining a family animal farm to meet
453453 family needs.
454454 B. Government, business, or any agent representing such shall
455455 not deny or in any way restrict citizens from collecting and
456456 securing rainwater fo r personal use.
457457 SECTION 9. NEW LAW A new section of law to be codified
458458 in the Oklahoma Statutes as Section 12007.8 of Title 74, unless
459459 there is created a duplication in numbering, reads as follows:
460460 A. The Legislature finds that artificial intelligence (AI) has
461461 the potential to be of much benefit to the citizenry. Potential
462462 problems in the applicatio n of AI, however, do not stem around the
463463 concept of AI but rather the progra mming of any AI function,
464464 otherwise known as the human element.
465465 B. The Legislature finds that the figh t over the control and
466466 use of AI and its direction will affect every aspect of citizen
467467 interaction within society. It encapsulates more than just AI. It

521521 C. The Legislature finds that, in order to protect the
522522 unalienable rights of all citizens, so me restrictions must be
523523 identified to ensure that their freedoms, privacy, and liberty are
524524 fully protected.
525525 D. AI and other related biotechnology shall not be used to
526526 discriminate based on race, ethnicity, sex, gender, age, political
527527 party, party affiliations, or individual interests.
528528 E. Government, business, or any agent representing such shall
529529 not use AI and biotechnology applications to:
530530 1. Determine who sha ll live and who shall die in any life
531531 situation;
532532 2. Determine who shall or shall not receive medical care or the
533533 level of such care;
534534 3. Determine who shal l or shall not receive insurance coverage
535535 and the amount of such coverage;
536536 4. Replace a citizen worker unless a citizen worker of equal
537537 value is employed elsewhere within the state as an offset. Equal
538538 value shall be determined by calculating the worth of an employee ’s
539539 salary, full- or part-time status, and benefits . Any worker
540540 replaced by AI shall receive six (6) months’ pay and a benefits

593593 5. Monitor the habits of or d etermine any decisions in a court
594594 of law; and
595595 6. Determine outcomes in all forms of gambling within state
596596 boundaries.
597597 F. Government, business, financial institutions, or any agent
598598 representing such shall not use citizen tax dollars, savings, or
599599 pension funds to fund any AI or biotechnology application without
600600 prior individual written approval or a majority vote of the
601601 citizenry.
602602 G. Government, business, financial institutions, or any agent
603603 representing such shall notify the citizenry in writing w ithin
604604 ninety (90) days after the effective date of this act detailing if
605605 their tax dollars, savings, or pension funds are currently being
606606 used for any aspect of AI research or implementation.
607607 SECTION 10. NEW LAW A new section of law to be codified
608608 in the Oklahoma Statutes as Section 12007.9 of Title 74, unless
609609 there is created a duplication in numbering, reads as follows:
610610 Should government, business, financial institutions, or any
611611 agent representing such violate any of the provisions of this act,
612612 such entity or individual shall be held liable for such violation by
613613 a court of competent jurisdiction. Such entity or individual
614614 violating the provisions of this act must show im mediate just cause
615615 for such violation to a court of competent jurisdiction. Such
616616 entity or individual violating the provisions of this act shall pay

668668 for any legal fees for citizens affected by such violation, even
669669 prior to final judgment. Such entity or individual found guilty of
670670 violating the provisions of this act shall be responsible fo r the
671671 payment of restitution and any penalties as shall be determined by a
672672 court of competent jurisdiction.
673673 SECTION 11. It being immediately necessary for the pr eservation
674674 of the public peace, health or safety, an emergency is here by
675675 declared to exist, by reason whereof this act shall take effect and
676676 be in full force from and after its passage and approval .
