93	93	BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
94	94	SECTION 1. NEW LAW A new section of law to be codified
95	95	in the Oklahoma Statutes as Section 12007 of Title 74, unless there

148	148	This act shall be known and may be cited as the “Citizen’s Bill
149	149	of Rights”.
150	150	SECTION 2. NEW LAW A new section of law to be codified
151	151	in the Oklahoma Statutes as Section 12007.1 of Title 74, unless
152	152	there is created a duplication in numbering, reads as follows:
153	153	As used in this act:
154	154	1. “Citizen” and “citizenry” shall mean an individual who is a
155	155	citizen of the United States of A merica and a resident of this
156	156	state; and
157	157	2. “Government” or “governmental” shall mean, unless otherwise
158	158	noted, any level of government at the state or federal level or an
159	159	entity representing such.
160	160	SECTION 3. NEW LAW A new section of law to be codified
161	161	in the Oklahoma Statutes as Section 12007.2 of Title 74, unless
162	162	there is created a duplication in numbering, reads as foll ows:
163	163	A. Government, business, or any agent representing such shall
164	164	not:
165	165	1. Force, either through direct or indirect coercion, any
166	166	digital monetary system on the citizenry without providing equally
167	167	viable and useful alternative options for the citizenry t o obtain
168	168	goods and services;
169	169	2. Either directly, or as a conse quence of, use a digital
170	170	monetary system to monitor or control the habits of the citizenry or

222	222	ability of the citizenry to engage in, or restrict the citizenry
223	223	from, purchasing goods and service s;
224	224	3. Deny legitimately earned funds or remove funds from per sonal
225	225	or business accounts as a means to control the behavior of
226	226	individual citizens or businesses; or
227	227	4. Maintain a database of the purchases or goods and ser vices
228	228	of individual citizens.
229	229	B. As gold and silver are considered legal tender in the
230	230	Constitution of the United States, citizens have a fundamental right
231	231	to own and secure goods and se rvices using gold and silver in
232	232	Oklahoma. Government, business, or any agent representing such
233	233	shall not, either through force or coercion, require an accounting
234	234	of, or take or attempt to take gold or silver from any citizen
235	235	without his or her prior written consent. Citizens shall not be
236	236	penalized in any way by government, business, or any agent
237	237	representing such for adhering to any provision outlined within this
238	238	section.
239	239	C. Any financial institution, either governmental or
240	240	commercial, that practices in this state or has residents of this
241	241	state as clients, shall not:
242	242	1. Deny, remove, res trict, or otherwise impede legitimately
243	243	earned digital funds from being used for goods an d services based on
244	244	race, ethnicity, sex, gender, age, political party, party
245	245	affiliations, interests, or personal medical decisions;

303	303	in the Oklahoma Statutes as Secti on 12007.3 of Title 74, unless
304	304	there is created a duplication in numbering, reads as follows:
305	305	Government, business, or any agent representing such shall not
306	306	use digital identification as a requirement to monitor or purchase
307	307	goods and services, restrict travel or movement, or as a conditi on
308	308	for employment.
309	309	SECTION 5. NEW LAW A new section of l aw to be codified
310	310	in the Oklahoma Statutes as Section 12007.4 of Title 74, unless
311	311	there is created a du plication in numbering, reads as follows:
312	312	Government, business, or any agent representing such shall not
313	313	institute or maintain any type of personal social credit score on
314	314	citizens that tracks and grades their habits, activities,
315	315	affiliations, or positions on political, social, and environmental
316	316	issues.
317	317	SECTION 6. NEW LAW A new section of law to be codified
318	318	in the Oklahoma Statutes a s Section 12007.5 of Title 74, unless
319	319	there is created a duplication in numbering, reads as follows:

372	372	neither force any citizen to take a medical procedure including a
373	373	vaccine, nor penalize citizens or deny their unalienable rights, or
374	374	otherwise restrict their employment, movement, and associations, if
375	375	they decide not to have a particular medical procedure performed.
376	376	SECTION 7. NEW LAW A new section of law to be codified
377	377	in the Oklahoma Statutes a s Section 12007.6 of Title 74, unless
378	378	there is created a duplication in numbering, reads as follows:
379	379	A. Government, business, or any agent representing such shall
380	380	not track carbon usage, or institute any type of carbon credit score
381	381	or assign carbon credits on any business or the citizenry.
382	382	B. Government, business, or any agent repres enting such shall
383	383	not track, restrict, penalize, or deny the personal freedom of any
384	384	citizen to use the type of energy he or she prefers. Types of
385	385	energy include, but are not limited to, electricity, natural gas,
386	386	propane, wind, solar, and geothermal.
387	387	C. Government, business, or any agent representing such shall
388	388	not track, restrict, or penalize any citizen for using any appliance
389	389	that uses a particular form of energy; for example, propane or
390	390	natural gas as a fuel source.
391	391	SECTION 8. NEW LAW A new section of law to be codified
392	392	in the Oklahoma Statutes as Section 12007.7 of Title 74, unless

447	447	1. Track, restrict, or penalize any citizen for having a
448	448	personal garden to meet family needs;
449	449	2. Determine or track how food grown, processed, or preserved
450	450	for personal needs will be utilized; or
451	451	3. Unless restricted by local ordinance, t rack, restrict, or
452	452	penalize any citizen for maintaining a family animal farm to meet
453	453	family needs.
454	454	B. Government, business, or any agent representing such shall
455	455	not deny or in any way restrict citizens from collecting and
456	456	securing rainwater fo r personal use.
457	457	SECTION 9. NEW LAW A new section of law to be codified
458	458	in the Oklahoma Statutes as Section 12007.8 of Title 74, unless
459	459	there is created a duplication in numbering, reads as follows:
460	460	A. The Legislature finds that artificial intelligence (AI) has
461	461	the potential to be of much benefit to the citizenry. Potential
462	462	problems in the applicatio n of AI, however, do not stem around the
463	463	concept of AI but rather the progra mming of any AI function,
464	464	otherwise known as the human element.
465	465	B. The Legislature finds that the figh t over the control and
466	466	use of AI and its direction will affect every aspect of citizen
467	467	interaction within society. It encapsulates more than just AI. It

521	521	C. The Legislature finds that, in order to protect the
522	522	unalienable rights of all citizens, so me restrictions must be
523	523	identified to ensure that their freedoms, privacy, and liberty are
524	524	fully protected.
525	525	D. AI and other related biotechnology shall not be used to
526	526	discriminate based on race, ethnicity, sex, gender, age, political
527	527	party, party affiliations, or individual interests.
528	528	E. Government, business, or any agent representing such shall
529	529	not use AI and biotechnology applications to:
530	530	1. Determine who sha ll live and who shall die in any life
531	531	situation;
532	532	2. Determine who shall or shall not receive medical care or the
533	533	level of such care;
534	534	3. Determine who shal l or shall not receive insurance coverage
535	535	and the amount of such coverage;
536	536	4. Replace a citizen worker unless a citizen worker of equal
537	537	value is employed elsewhere within the state as an offset. Equal
538	538	value shall be determined by calculating the worth of an employee ’s
539	539	salary, full- or part-time status, and benefits . Any worker
540	540	replaced by AI shall receive six (6) months’ pay and a benefits

595	595	6. Determine outcomes in all forms of gambling within state
596	596	boundaries.
597	597	F. Government, business, financial institutions, or any agent
598	598	representing such shall not use citizen tax dollars, savings, or
599	599	pension funds to fund any AI or biotechnology application without
600	600	prior individual written approval or a majority vote of the
601	601	citizenry.
602	602	G. Government, business, financial institutions, or any agent
603	603	representing such shall notify the citizenry in writing w ithin
604	604	ninety (90) days after the effective date of this act detailing if
605	605	their tax dollars, savings, or pension funds are currently being
606	606	used for any aspect of AI research or implementation.
607	607	SECTION 10. NEW LAW A new section of law to be codified
608	608	in the Oklahoma Statutes as Section 12007.9 of Title 74, unless
609	609	there is created a duplication in numbering, reads as follows:
610	610	Should government, business, financial institutions, or any
611	611	agent representing such violate any of the provisions of this act,
612	612	such entity or individual shall be held liable for such violation by
613	613	a court of competent jurisdiction. Such entity or individual
614	614	violating the provisions of this act must show im mediate just cause
615	615	for such violation to a court of competent jurisdiction. Such
616	616	entity or individual violating the provisions of this act shall pay

669	669	prior to final judgment. Such entity or individual found guilty of
670	670	violating the provisions of this act shall be responsible fo r the
671	671	payment of restitution and any penalties as shall be determined by a
672	672	court of competent jurisdiction.
673	673	SECTION 11. It being immediately necessary for the pr eservation
674	674	of the public peace, health or safety, an emergency is here by
675	675	declared to exist, by reason whereof this act shall take effect and
676	676	be in full force from and after its passage and approval .
