2857 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3058 SECTION 1. AMENDATORY 70 O.S. 2021, Section 5 -130, is
3159 amended to read as follows:

3360 Section 5-130. A. The board of education of any school
3461 district may, under such regulations and conditions as it may
3562 prescribe, encourage increased community involvement in th e public
3663 schools. These regulations and conditions may include:

3864 1. Open any school building and permit the use of any property
3965 belonging to such dist rict for religious, political, literary,
4066 community, cultural, scientific, mechanical, agricultural , or

4194 parental involvement purposes, and other purposes of general public
4295 interest including the provision of public library services pursuant
4396 to agreements with governing boards or commissions of public
4497 libraries or library systems;

4898 2. Contract to provide transp ortation equipment as defined in
4999 Section 9-104 of this title for any purpose specified in paragraph 1
50100 of this subsection; and

52101 3. Make a reasonable cha rge to cover the cost of the use of
53102 such building, property , or transportation equipment.

55103 B. The State Board of Education shall encourage each board of
56104 education to inquire into and promote the use of its school
57105 buildings and property for the purposes pro vided in subsection A of
58106 this section for such activities both before and after regular
59107 school hours.

61108 C. Any youth group listed in Title 36 of the United States Code
62109 as a patriotic society shall be allowed the use of any school
63110 building or property to pro vide services allowing students to
64111 participate in activities provided by the groups at times other than
65112 instructional time during the school day.

67113 D. Nothing in this section shall prohibit a school district
68114 board of education from entering into an agreemen t with a church to
69115 utilize a church building or any property belonging to such church
70116 for political, literary, community, cultural, scientific,
71117 mechanical, agricultural, or parental involvement purposes.

73145 SECTION 2. This act shall become ef fective July 1, 2024.

75146 SECTION 3. It being immediately necessary for the preservation
76147 of the public peace, health, or safety, an emergency is hereby
77148 declared to exist, by reason whereof this act shall take effect and
78149 be in full force from a nd after its passage and approval.
