	52	+	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
	53	+	SECTION 1. NEW LAW A new section of law to be codified
	54	+	in the Oklahoma Statutes as Section 2014 of Title 62, unless there
	55	+	is created a duplication in numbering, reads as follows:
	56	+	A. For entities obtaining funding pursuant to subsection G of
	57	+	Section 2003 of Title 62 of the Oklahoma Statutes and subsections A
	58	+	and B of Section 2007 of Title 62 the Oklahoma Statutes, each entity
	59	+	shall develop a plan to measure the qualitative e ffects of projects
	60	+	funded through the Rural Economic Action Plan of 1996. The plan may
	61	+	utilize inquiries or surveys of the public, local governments, or
	62	+	municipalities to mea sure the effect.

192	92		a report to the Oklahoma Department of C ommerce detailing the
193	93		qualitative effects of at least two projects that received funds
194	94		pursuant to the Rural Economic Action Plan of 1996.
195	95		C. Any expenditures associated with creating the plan required
196	96		by subsection A of this section and the report requir ed by
197	97		subsection B of this section shall be made using the initial
198	98		planning expenditure payments authorized pursuant to subsection C of
199	99		Section 2011 of Title 62 of the Oklahoma Statutes .
200	100		SECTION 2. This act shall become effective November 1, 2024.
