71	71	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
72	72	SECTION 1. AMENDATORY 26 O.S. 2021, Section 1 -108, is
73	73	amended to read as follows:
74	74	Section 1-108. A. A group of persons may form a recognized
75	75	political party at any time except during the period between March 1
76	76	and November 15 of any even -numbered year if the following procedure
77	77	is observed:
78	78	1. Notice of intent to form a recognized political party mu st
79	79	be filed in writing with the Secretary of the State Election Board
80	80	at any time except during the period between March 1 and November 15
81	81	of any even-numbered year;
82	82	2. After such notice is filed, petitions see king recognition of
83	83	a political party, in a f orm to be prescribed by the Secretary of
84	84	the State Election Board, shall be fil ed with such Secretary,
85	85	bearing the signatures of registered voters equal to at least three

137	137	percent (3%) of the total votes cast in the last General Election
138	138	for Governor. Each page of such petitions must contain the names of
139	139	registered voters from a single county. Petitions may be circulated
140	140	a maximum of one (1) year after notice is filed, provided that
141	141	petitions shall be filed with the Secretary no later than March 1 of
142	142	an even-numbered year. Such petitions shall not be circulated
143	143	between March 1 and N ovember 15 of any even -numbered year; and
144	144	3. Within thirty (30) days after receipt of such petitions, the
145	145	State Election Board shall determine the sufficiency of such
146	146	petitions. If such Board determines there are a sufficient number
147	147	of valid signatures of registered voters, the party becomes
148	148	recognized under the laws of the State of Oklahoma with all rights
149	149	and obligations accruing t hereto.
150	150	B. Any political party recognized un der the laws of this state
151	151	may adopt rules or bylaws relating to elections beyond the
152	152	requirements of this title, as long as such rules or bylaws are not
153	153	in conflict with the requirements of this title or any other state
154	154	law related to elections.
155	155	SECTION 2. It being immediately necessary for the preservation
156	156	of the public peace, health or safety, an emergency is hereby
157	157	declared to exist, by reason whereof this act shall take effect and
158	158	be in full force from and after its passage and approva l.
