7171 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7272 SECTION 1. AMENDATORY 26 O.S. 2021, Section 1 -108, is
7373 amended to read as follows:
7474 Section 1-108. A. A group of persons may form a recognized
7575 political party at any time except during the period between March 1
7676 and November 15 of any even -numbered year if the following procedure
7777 is observed:
7878 1. Notice of intent to form a recognized political party mu st
7979 be filed in writing with the Secretary of the State Election Board
8080 at any time except during the period between March 1 and November 15
8181 of any even-numbered year;
8282 2. After such notice is filed, petitions see king recognition of
8383 a political party, in a f orm to be prescribed by the Secretary of
8484 the State Election Board, shall be fil ed with such Secretary,

137137 percent (3%) of the total votes cast in the last General Election
138138 for Governor. Each page of such petitions must contain the names of
139139 registered voters from a single county. Petitions may be circulated
140140 a maximum of one (1) year after notice is filed, provided that
141141 petitions shall be filed with the Secretary no later than March 1 of
142142 an even-numbered year. Such petitions shall not be circulated
143143 between March 1 and N ovember 15 of any even -numbered year; and
144144 3. Within thirty (30) days after receipt of such petitions, the
145145 State Election Board shall determine the sufficiency of such
146146 petitions. If such Board determines there are a sufficient number
147147 of valid signatures of registered voters, the party becomes
148148 recognized under the laws of the State of Oklahoma with all rights
149149 and obligations accruing t hereto.
150150 B. Any political party recognized un der the laws of this state
151151 may adopt rules or bylaws relating to elections beyond the
152152 requirements of this title, as long as such rules or bylaws are not
153153 in conflict with the requirements of this title or any other state
154154 law related to elections.
155155 SECTION 2. It being immediately necessary for the preservation
156156 of the public peace, health or safety, an emergency is hereby
157157 declared to exist, by reason whereof this act shall take effect and
158158 be in full force from and after its passage and approva l.
