AS INTRODUCED 
 
An Act relating to the practice of medicine; amending 
59 O.S. 2021, Section 481 , which relates to the State 
Board of Medical Licensure and Supervision; 
decreasing membership ; adding physician assistant 
members to Board; stating requirements for physician 
assistant members; stipulating appointment 
authorities; amending 59 O.S. 2021, Section 482, 
which relates to appointments; modifying and 
decreasing duration of terms; removing certain 
limitation on appointees; permitting appointing 
authority to consider certain recommenda tions; 
prohibiting member fro m voting on certain issues; and 
providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     59 O.S. 2021, Section 481, is 
amended to read as follows: 
Section 481. A. A State Board of Medical Licensure and 
Supervision hereinafter referred to as the “Board”, is hereby re-
created, to continue until July 1, 2024, in accordance with the 
provisions of the Oklahoma Sunset Law. 
B. The Board shall be composed of seven (7) five allopathic 
physicians licensed to practice m edicine in this state and represent

the public, two physician assistants licensed to practice medicine 
in this state, and four (4) two lay members.  All members of the 
Board shall be residents of this state . 
C.  1. The physician members of the Board shall be graduates of 
legally chartered medical schools recognized by the Oklahoma State 
Regents for Higher Education or the Liaison Council on Medical 
Education.  The physician members shall have actively practiced as 
licensed physicians continuously in this s tate for the three (3) 
years immediately preceding their appointment to the Board .  All 
members of the Board shall be residents of this state and sha ll be 
appointed by the Governor as provided for in Section 482 of this 
title.  All present members of the B oard shall continue to serve for 
the remainder of their current terms. 
2.  The physician assistant members of the Board shall be 
graduates of accredited physician assistant program s recognized by 
the Board.  The physician assistant members shall have actively 
practiced as licensed physician assistants continuously in this 
state for the three (3) years immediately preceding their 
appointment to the Boar d. 
D.  Members shall be appointed as follows: 
1.  The following five members shall be appointe d by the 
Governor: 
a. three physician members , and 
b. two lay members;

2. The following two memb ers shall be appointed by the 
President Pro Tempore of the Senate: 
a. one physician member, and 
b. one physician assistant member ; and 
3. The following two members shall b e appointed by the Speaker 
of the House of Represen tatives: 
a. one physician member, and 
b. one physician assistant member . 
SECTION 2.     AMENDATORY    59 O.S. 2021, Section 482, is 
amended to read as follows: 
Section 482. Physician members A.  Members of the State Board 
of Medical Licensure and Supervision shall be appo inted for terms of 
seven (7) four (4) years.  The lay members of the Board shall serve 
terms coterminous with that of the Governor and until a qualified 
successor has been duly appointed and Each member shall serve at the 
pleasure of the Governor his or her appointing authority and may be 
removed or replaced without cause . No member shall be appointed to 
serve more than two complete consecutive terms. 
B. Each physician member shall hold office un til the expiration 
of the term for which appointed or until a qualified successor has 
been duly appointed.  An appointment shall be made by the Governor 
appointing authority within ninety (90) days after the expiration of 
the term of any member or the occurrence of a vacancy o n the Board 
due to resignation, death, or any caus e resulting in an unexpired

term.  The appointment of allopathic physicians shall be made from a 
list of three names submitted to the Governor by the Oklahoma State 
Medical Association.  The Association may submit names of members or 
nonmembers of the Asso ciation 
C. 1. In selecting physician appointees, the appointing 
authority may consider recommendations from a statewide organization 
representing physicians, a state chapter of a natio nal organization 
representing physicians, or other groups or individuals in this 
state. 
2.  In selecting physician assistant appointees, the appointing 
authority may consider recommendations from a statewide organization 
representing physician assistants, a state chapter of a na tional 
organization representing physician assistants, or other groups or 
individuals in this state . 
D. No member of the Board shall be a stockholder in or full -
time salaried or full -time geographic membe r of the faculty or board 
of trustees of any medica l school.  A member of the Board shall be 
prohibited from voting on any issue in which the member has a direct 
financial interest. 
SECTION 3.  This act shall become effective November 1, 20 23.
