73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. NEW LAW A new section of law to be codifi ed
75	75	in the Oklahoma Statutes as Section 761 of Title 21, unless there is
76	76	created a duplication in numb ering, reads as follows:
77	77	A. It shall be unlawful for a person under the age of twenty-
78	78	one (21) years to undergo gender reassignment medical treatment in
79	79	this state.
80	80	B. It shall be unlawful for a parent, guardian, or other person
81	81	in this state having charge, control , or custody of a child under
82	82	the age of eighteen (18) years to obtain gender reassignment medical
83	83	treatment for the child.
84	84	C. It shall be unlawful for a health care professional to
85	85	intentionally perform gender reassignment medical treatment on a
86	86	person who is under the age of twen ty-one (21) years.

138	138	D. “Gender reassignment medical treatment” means any health
139	139	care to facilitate the tra nsitioning of a patient’s assigned gender
140	140	identity on the patien t’s birth certificate to the gender identity
141	141	experienced and defined by the patient. The term shall include, but
142	142	not be limited to:
143	143	1. Medical procedures to suppress the development of endogenous
144	144	secondary sex characteristics;
145	145	2. Medical procedures to align the patient’s appearance or
146	146	physical body with the gender identity experienced and defined by
147	147	the patient. This does not include clothing, hairs tyles, the use of
148	148	makeup, or other non-permanent actions of the patient; and
149	149	3. Medical procedures to alleviate the symptoms of clinically
150	150	significant distress res ulting from gender dysphoria, as defined in
151	151	the Diagnostic and Statistical Manual of Mental Disorders, 5 th
152	152	Edition. The term does not include behavioral health care services,
153	153	such as mental health counseling .
154	154	E. Any person guilty of the provisions of subsection A, B, or C
155	155	of this section shall be guilty of a felony punishable by
156	156	imprisonment in the custo dy of the Department of Corrections for a
157	157	term not less than three (3) years nor more th an life imprisoned and
158	158	a fine not more than Twenty Thousand Dollars ($20,000.00).
159	159	SECTION 2. It being immediately necessary for the pr eservation
160	160	of the public peace, health or safety, an emergency is hereby
