AS INTRODUCED 
 
An Act relating to gun control; defining terms; 
prohibiting public officers and employ ees from using 
public monies to promote gun cont rol; providing list 
of prohibited actions; providing for codification; 
and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAH OMA: 
SECTION 1.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Section 25 of Title 51, unless there is 
created a duplication in numbering, reads as follows: 
A.  As used in this section : 
1.  “Public officer” means any public official or any employee 
of a law enforcement agency as defined in Section 2 4A.3 of Title 51 
of the Oklahoma Statu tes; and 
2.  “Gun control policy” means a set of laws or policies that 
regulate the manufacture, sale, transfer, possession, modification, 
or use of firearms by civilians. 
B.  A public officer or the employees of a pub lic officer shall 
not use public monies or cause public monies to be used for the

advocacy or promotion of gun control policy and shall be 
specifically prohibited from doing any of the foll owing: 
1.  Using publicity or propaganda for purposes of advocating or 
promoting gun control policy or preparing, distributing , or using 
any kit, pamphlet, bookle t, publication, electronic communication, 
or radio, television, or video presentation designed to support or 
defeat the enactment of legislation, an ordinance, r ule, regulation, 
or administrative action relating to gun control policy; 
2.  Paying the salary or expenses of any grant or contract 
recipient or agent acting on behalf of the recipient, if the grant 
or contract is related to any activity designed to influ ence the 
enactment of legislation, an ordinance, rule, regulation , or 
administrative action rel ating to gun control policy; or 
3.  Advocating or promoting any proposed, pending, or future 
federal, state, or local tax increase relating to gun control 
policy, or any proposed, pending , or future requirement or 
restriction on any legal consumer product including the sale and 
marketing of the legal consumer product relating to the advocacy or 
promotion of gun control policy. 
SECTION 2.  This act shall become effective Novem ber 1, 2023.
