5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3207.1, is
5656 amended to read as follows:
5757 Section 3207.1. A. It is the intent of the Legislature that
5858 credits earned by students in any institution of higher education
5959 within The Oklahoma State System of Higher Educatio n be fully
6060 accepted at any other institution of higher education within The
6161 Oklahoma State System of Higher Education and that the Oklahoma
6262 State Regents for Higher Edu cation assume leadership i n working with
63+institutional faculty and administrators to ens ure that students
64+move smoothly from one level of education to another . Objectives

9493 B. It is the intent of the Legislature that i nstitutions of
9594 higher education within The Oklahoma State System of Higher
9695 Education, private institutions accredited by the Oklahoma State
9796 Regents for Higher Education , technology center schoo l districts,
9897 schools or training programs licensed, accredited, approved, or
9998 regulated by any state agency, and private schools licensed by the
10099 Oklahoma Board of Private Vocational Schools be prohibited from
101100 placing statements in d ocuments or brochures give n to students or
102101 advertising in publications that credits earn ed at the institution,
103102 training program, or school are fully accepted at another
104103 institution or school without having a written agreement with the
105104 other institution or school stating that the cr edits will be fully
106105 accepted.
107106 C. It is the intent of the Legi slature that in establishing the
108107 minimum required score on an Advanced Placement Examination for
109108 granting course credit for a particular lower division course,
110109 institutions of higher education within The Oklahoma State System of
111110 Higher Education shall not require an Advanced Placement Exam score
112111 of more than three, except the requirement of an Advanced Placement
113112 Exam score of more than three shall be permitted for granti ng
113+additional course cred it for a lower division course or courses
114+sequenced with the in itial lower division course. Credit policy

142-sequenced with the in itial lower division course. Credit policy
143141 regarding all Advanced Placement Exams shall be posted on campus
144142 websites effective for the 2021 -22 fall academic term and for each
145143 academic term thereafter. The institutions of higher education
146144 within The Oklahoma State System of Higher Education shall conduct
147145 biennial reviews of their Advanced Placement credit policy . The
148146 Oklahoma State System of Higher Education shall repo rt noncompliance
149147 to the House Common Education Committee, House Higher Education and
150148 Career Tech Committee, and Senate Education Committee, or similarly
151149 named House Committee if the named Committees no longer exist,
152150 education committees in the Senate and H ouse of Representatives by
153151 December 1 each year beginning December 1, 2021.
154152 D. It is the intent of the Legislature that in establishing the
155153 minimum required score on a College -Level Examination Program (CLEP)
156154 examination for granting course credit for a p articular lower
157155 division course, inst itutions of higher education within The
158156 Oklahoma State System of Higher Education shall not require a score
159157 higher than the minimum score re commended by a nonprofit higher
160158 education association that makes recommendations on college-level
161159 equivalencies. Provided, however, the president of the institution
162160 may determine, based on evidence, that a higher score on t he
163161 examination is necessary to indicate that a student is sufficiently
164162 prepared to be successful in a related, more advanced course for
163+which the lower division course is a prerequisite. Institutions
164+shall post on campus websites their CLEP examination policy

196193 SECTION 2. This act shall become effective Ju ly 1, 2023.
197194 SECTION 3. It being immediately necessary for the preservation
198195 of the public peace, health , or safety, an emergency is hereby
199196 declared to exist, by reason whereof thi s act shall take effect and
200197 be in full force from and after i ts passage and approval.
