	44	+	certain examination to gran t certain course credit;
	45	+	allowing certain institution preside nt to make
	46	+	certain determination; requiring institutions to pos t
	47	+	certain policy on campus websites; providing an
	48	+	effective date; and declaring an emergency .

54	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55		SECTION 1. AMENDATORY 70 O.S. 2021, Section 3207.1, is
56	56		amended to read as follows:
57	57		Section 3207.1. A. It is the intent of the Legislature that
58	58		credits earned by students in any institution of higher education
59	59		within The Oklahoma State System of Higher Educatio n be fully
60	60		accepted at any other institution of higher education within The
61	61		Oklahoma State System of Higher Education and that the Oklahoma
62	62		State Regents for Higher Edu cation assume leadership i n working with
	63	+	institutional faculty and administrators to ens ure that students
	64	+	move smoothly from one level of education to another . Objectives

92	91		should include development of transfer policies and guides, degree
93	92		sheets, course equivalencies, and common co urse numbering.
94	93		B. It is the intent of the Legislature that i nstitutions of
95	94		higher education within The Oklahoma State System of Higher
96	95		Education, private institutions accredited by the Oklahoma State
97	96		Regents for Higher Education , technology center schoo l districts,
98	97		schools or training programs licensed, accredited, approved, or
99	98		regulated by any state agency, and private schools licensed by the
100	99		Oklahoma Board of Private Vocational Schools be prohibited from
101	100		placing statements in d ocuments or brochures give n to students or
102	101		advertising in publications that credits earn ed at the institution,
103	102		training program, or school are fully accepted at another
104	103		institution or school without having a written agreement with the
105	104		other institution or school stating that the cr edits will be fully
106	105		accepted.
107	106		C. It is the intent of the Legi slature that in establishing the
108	107		minimum required score on an Advanced Placement Examination for
109	108		granting course credit for a particular lower division course,
110	109		institutions of higher education within The Oklahoma State System of
111	110		Higher Education shall not require an Advanced Placement Exam score
112	111		of more than three, except the requirement of an Advanced Placement
113	112		Exam score of more than three shall be permitted for granti ng
	113	+	additional course cred it for a lower division course or courses
	114	+	sequenced with the in itial lower division course. Credit policy

143	141		regarding all Advanced Placement Exams shall be posted on campus
144	142		websites effective for the 2021 -22 fall academic term and for each
145	143		academic term thereafter. The institutions of higher education
146	144		within The Oklahoma State System of Higher Education shall conduct
147	145		biennial reviews of their Advanced Placement credit policy . The
148	146		Oklahoma State System of Higher Education shall repo rt noncompliance
149	147		to the House Common Education Committee, House Higher Education and
150	148		Career Tech Committee, and Senate Education Committee, or similarly
151	149		named House Committee if the named Committees no longer exist,
152	150		education committees in the Senate and H ouse of Representatives by
153	151		December 1 each year beginning December 1, 2021.
154	152		D. It is the intent of the Legislature that in establishing the
155	153		minimum required score on a College -Level Examination Program (CLEP)
156	154		examination for granting course credit for a p articular lower
157	155		division course, inst itutions of higher education within The
158	156		Oklahoma State System of Higher Education shall not require a score
159	157		higher than the minimum score re commended by a nonprofit higher
160	158		education association that makes recommendations on college-level
161	159		equivalencies. Provided, however, the president of the institution
162	160		may determine, based on evidence, that a higher score on t he
163	161		examination is necessary to indicate that a student is sufficiently
164	162		prepared to be successful in a related, more advanced course for
	163	+	which the lower division course is a prerequisite. Institutions
	164	+	shall post on campus websites their CLEP examination policy

196	193		SECTION 2. This act shall become effective Ju ly 1, 2023.
197	194		SECTION 3. It being immediately necessary for the preservation
198	195		of the public peace, health , or safety, an emergency is hereby
199	196		declared to exist, by reason whereof thi s act shall take effect and
200	197		be in full force from and after i ts passage and approval.
