31	59		BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA:

33	60		SECTION 1. AMENDATORY 26 O.S. 2021, Section 14-137, is
34	61		amended to read as follows:

36	62		As used in the Uniform Military and Overseas Voters Act:

38	63		1. “Covered voter” means:

40	64		a. a uniformed-service voter or an overseas vote r who is
41	65		registered to vote in this state,

43	66		b. a uniformed-service voter defined in subparagraph a of
44	67		paragraph 9 of this section, whose voti ng residence is

59	105		satisfies this state’s voter eligibility requirement s,

62	107		e. an overseas voter who was born outside the Un ited
63	108		States, is not described in subparagraph c or d of
64	109		this paragraph, and, except for a state residency
65	110		requirement, otherwise satisfies this state’s voter
66	111		eligibility requirements, if:

68	112		(1) the last place where a parent or legal guardian
69	113		of the voter was, or under this act the Uniform
70	114		Military and Overseas Voters Act would have been,
71	115		eligible to vote before leaving the United States

77	146		2. “Dependent” means an individual recognized as a dependent by

101	161		6. “Overseas voter” means a United States citizen who is
102	162		outside the United States;

104	163		7. “State” means a state of the United States, the District of
105	164		Columbia, Puerto Rico, the United States V irgin Islands, or any
106	165		territory or insular possession s ubject to the jurisdiction of the
107	166		United States;

148	248		SECTION 2. AMENDATORY 72 O.S. 2021, Section 2, is
149	249		amended to read as follows:

151	250		The words “ex-service person”, “veteran”, or “war veteran” used
152	251		in this act Section 1 et seq. of this title shall be construed to
153	252		mean any person who:
154		-
155	253		1. Has served the full obligation for ac tive duty, Reserve or
156	254		National Guard service in the military uniformed service as defined
157	255		in Section 14-137 of Title 26 of the Oklahoma Statutes , or received
158	256		an early discharge for a medical condition, hardship, or reduction
159	257		in force; and
160		-
161	258		2. Has been separated or discharged from such service honorably
162	259		or under honorable conditions.

164	260		SECTION 3. This act shall become effective November 1, 2023.
