38	39		An Act relating to schools; creating the Early
39	40		Childhood Literacy Task Force; providing expiration
40	41		date; providing for membership; providing for
41	42		designation of chair; requiring appointments by
42	43		certain date; requiring organizational meeting by
43	44		certain date; specifying quorum; providin g for
44	45		frequency of meetings; allowing members to
45	46		participate via videoconfe rence; prohibiting
46	47		compensation or travel reim bursement for members;
47	48		providing for staff suppor t; requiring submission of
48	49		certain report by ce rtain date; providing for
49	50		codification; providing an effective date; and
50	51		declaring an emergency.

54	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :
55	56		SECTION 1. NEW LAW A new section of law to be codified
56	57		in the Oklahoma Statutes as Sectio n 1210.508H of Title 70, unless
57	58		there is created a duplication in numbering, reads as follows:
58	59		A. There is hereby created until November 30, 2024, the Early
59	60		Childhood Literacy Task Force to study and make recommendations
60	61		regarding the teaching of literacy to students in early childhood
61	62		and elementary grade levels.
62	63		B. The task force shall be comprised of eight (8) members to be
63	64		appointed as follows:

90	92		1. Two certified reading specialists appointed by the President
91	93		Pro Tempore of the Senate , one of whom shall be designated to serve
92	94		as chair of the task forc e;
93	95		2. One teacher certified in e arly childhood education appointed
94	96		by the Speaker of the House of Representatives;
95	97		3. One teacher certified in elementary education appointed by
96	98		the Speaker of the House of Representatives ;
97	99		4. One teacher certified in English as a second language
98	100		appointed by the President Pro Tempore of the S enate;
99	101		5. One teacher certified in special education appointed by the
100	102		Speaker of the House of Represen tatives;
101	103		6. One member appointed by the Speaker of the House of
102	104		Representatives, who shall be a dean of a college of educa tion at an
103	105		institution of higher education withi n The Oklahoma State System of
104	106		Higher Education; and
105	107		7. One member appointed by the President Pro Tempore of the
106	108		Senate, who shall be an employee of the State Department of
107	109		Education whose focus is reading and literacy.
108	110		C. Appointments to the task force shall be made within thirty
109	111		(30) days after the effective date of this act. The task force
110	112		shall conduct an organizational meeting no t later than September 1,

138	141		D. A quorum of the task force shall be required to approve any
139	142		final action of the task force. For purposes of this section, four
140	143		members shall constitute a quorum.
141	144		E. The task force may meet as often as may be required to
142	145		perform the duties imposed upon it.
143	146		F. Task force members may participate via videoconference if
144	147		they are visible and audible to each other through a video monitor .
145	148		G. Members of the task force shall receive no compensation or
146	149		travel reimbursement.
147	150		H. The State Department of Education shall provide staff and
148	151		administrative support for the task force.
149	152		I. The task force shall submit a report of its findings and
150	153		recommendations by November 30, 2024, to the Governor, the President
151	154		Pro Tempore of the S enate, the Speaker of the H ouse of
152	155		Representatives, and the chairs of the Senate and House of
153	156		Representatives education committees.
154	157		SECTION 2. This act shall become effective July 1, 2023.
155	158		SECTION 3. It being immediately necessary for the preservation
156	159		of the public peace, health, or safety, an emergency is hereby
157	160		declared to exist, by reason wher eof this act shall take effect and
158	161		be in full force from and after its passage and approval.
