3839 An Act relating to schools; creating the Early
3940 Childhood Literacy Task Force; providing expiration

5455 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :
5556 SECTION 1. NEW LAW A new section of law to be codified
5657 in the Oklahoma Statutes as Sectio n 1210.508H of Title 70, unless
5758 there is created a duplication in numbering, reads as follows:
5859 A. There is hereby created until November 30, 2024, the Early
5960 Childhood Literacy Task Force to study and make recommendations
6061 regarding the teaching of literacy to students in early childhood
6162 and elementary grade levels.
6263 B. The task force shall be comprised of eight (8) members to be

9092 1. Two certified reading specialists appointed by the President
9193 Pro Tempore of the Senate , one of whom shall be designated to serve
9294 as chair of the task forc e;
9395 2. One teacher certified in e arly childhood education appointed
9496 by the Speaker of the House of Representatives;
9597 3. One teacher certified in elementary education appointed by
9698 the Speaker of the House of Representatives ;
9799 4. One teacher certified in English as a second language
98100 appointed by the President Pro Tempore of the S enate;
99101 5. One teacher certified in special education appointed by the
100102 Speaker of the House of Represen tatives;
101103 6. One member appointed by the Speaker of the House of
102104 Representatives, who shall be a dean of a college of educa tion at an
103105 institution of higher education withi n The Oklahoma State System of
104106 Higher Education; and
105107 7. One member appointed by the President Pro Tempore of the
106108 Senate, who shall be an employee of the State Department of
107109 Education whose focus is reading and literacy.
108110 C. Appointments to the task force shall be made within thirty
109111 (30) days after the effective date of this act. The task force
110112 shall conduct an organizational meeting no t later than September 1,

138141 D. A quorum of the task force shall be required to approve any
139142 final action of the task force. For purposes of this section, four
140143 members shall constitute a quorum.
141144 E. The task force may meet as often as may be required to
142145 perform the duties imposed upon it.
143146 F. Task force members may participate via videoconference if
144147 they are visible and audible to each other through a video monitor .
145148 G. Members of the task force shall receive no compensation or
146149 travel reimbursement.
147150 H. The State Department of Education shall provide staff and
148151 administrative support for the task force.
149152 I. The task force shall submit a report of its findings and
150153 recommendations by November 30, 2024, to the Governor, the President
151154 Pro Tempore of the S enate, the Speaker of the H ouse of
152155 Representatives, and the chairs of the Senate and House of
153156 Representatives education committees.
154157 SECTION 2. This act shall become effective July 1, 2023.
155158 SECTION 3. It being immediately necessary for the preservation
156159 of the public peace, health, or safety, an emergency is hereby
157160 declared to exist, by reason wher eof this act shall take effect and
158161 be in full force from and after its passage and approval.
