81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 3210.1 of Title 70, unless there
84	84	is created a duplication in numb ering, reads as follows:
85	85	A. There is hereby created in the State Treasury a revolving
86	86	fund for the Oklahoma State Regents for Higher Education to be
87	87	designated the "Workforce Development Revolving Fund". The fund
88	88	shall be a continuing fund, not subject to fiscal year limita tions,
89	89	and shall consist of all monies received by the State Regents from
90	90	state appropriations . All monies accruing to the credit of the fund

142	142	are hereby appropriated and may be budgeted and expended by the
143	143	State Regents for the purpose of implementing the provisi ons of
144	144	subsection C of this section. Expenditures from the fund shall be
145	145	made upon warrants issued by the State Treasurer against claims
146	146	filed as prescribed by law with the Director of the Office of
147	147	Management and Enterprise Services for approval and paym ent.
148	148	B. For the fiscal year beginning July 1, 2023, the Legislature
149	149	shall appropriate Fifty Million Dollars ($50,000,000.00) to the
150	150	Workforce Development Revolving Fund created pursuant to subsection
151	151	A of this section.
152	152	C. The Oklahoma State Regents for H igher Education shall award
153	153	funds from the Workforce Development Revolving Fund created pursuant
154	154	to subsection A of this section to institutions within The O klahoma
155	155	State System of Higher Education that increase the number of degrees
156	156	granted to fulfill wor kforce needs in critical occupation areas.
157	157	For the purposes of this section "critical occupation areas" are
158	158	those areas identified by the Executive Director of the O klahoma
159	159	Department of Commerce that are in high demand and are projected to
160	160	have positive future growth.
161	161	D. 1. One-third of the funds appropriated pursuant to
162	162	subsection B of this section shall be allocated to institutions
163	163	within The Oklahoma State System of H igher Education that increase
164	164	the number of degrees granted in the area of nursing . The increase
165	165	in the number of degrees shall be calculated based on the number of

219	219	2. One-third of the funds appropriated pursuant to subs ection B
220	220	of this section shall be allocated to institutions within The
221	221	Oklahoma State System of H igher Education that increase the number
222	222	of degrees granted in the area of engineering. The increase in the
223	223	number of degrees shall be calculated based on the number of degrees
224	224	granted in the area of engineering during the 2020-2021, 2021-2022,
225	225	and 2022-2023 academic years.
226	226	3. One-third of the funds appropriated pursuant to subs ection B
227	227	of this section shall be allocated to institutions within The
228	228	Oklahoma State System of Higher Education that increase the number
229	229	of degrees granted in the area of teaching. The increase in the
230	230	number of degrees shall be calculated based on the number of degrees
231	231	granted in the area of teaching during the 2020-2021, 2021-2022, and
232	232	2022-2023 academic years.
233	233	E. 1. Beginning in the 2023-2024 academic year, the Oklahoma
234	234	State Regents for Higher Education shall award from the Wo rkforce
235	235	Development Revolving Fund created pursuant to subsection A of th is
236	236	section an amount equal to Ten Thousand Dollars ($10,000.00) for
237	237	each degree in the areas of nursing, engineering, and teaching
238	238	granted by an institution within The Oklahoma State System of Higher
239	239	Education above the average number of degrees granted by each

293	293	2. Beginning in the 2025-2026 academic year and biennially
294	294	thereafter, the Oklahoma State Regents for Higher Education shall
295	295	recalculate the average number of degrees granted by each
296	296	institution in the areas of nursing, engineer ing, and teaching for
297	297	the previous three academic years, which shall be used as the basis
298	298	for the granting of awards.
299	299	SECTION 2. This act shall become effective July 1, 2023.
300	300	SECTION 3. It being immediately necessary for t he preservation
301	301	of the public peace, health, or safety, an emergency is hereby
302	302	declared to exist, by reason whereof thi s act shall take effect and
303	303	be in full force from and after its passage and approval.
