8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 3210.1 of Title 70, unless there
8484 is created a duplication in numb ering, reads as follows:
8585 A. There is hereby created in the State Treasury a revolving
8686 fund for the Oklahoma State Regents for Higher Education to be
8787 designated the "Workforce Development Revolving Fund". The fund
8888 shall be a continuing fund, not subject to fiscal year limita tions,
8989 and shall consist of all monies received by the State Regents from
9090 state appropriations . All monies accruing to the credit of the fund

142142 are hereby appropriated and may be budgeted and expended by the
143143 State Regents for the purpose of implementing the provisi ons of
144144 subsection C of this section. Expenditures from the fund shall be
145145 made upon warrants issued by the State Treasurer against claims
146146 filed as prescribed by law with the Director of the Office of
147147 Management and Enterprise Services for approval and paym ent.
148148 B. For the fiscal year beginning July 1, 2023, the Legislature
149149 shall appropriate Fifty Million Dollars ($50,000,000.00) to the
150150 Workforce Development Revolving Fund created pursuant to subsection
151151 A of this section.
152152 C. The Oklahoma State Regents for H igher Education shall award
153153 funds from the Workforce Development Revolving Fund created pursuant
154154 to subsection A of this section to institutions within The O klahoma
155155 State System of Higher Education that increase the number of degrees
156156 granted to fulfill wor kforce needs in critical occupation areas.
157157 For the purposes of this section "critical occupation areas" are
158158 those areas identified by the Executive Director of the O klahoma
159159 Department of Commerce that are in high demand and are projected to
160160 have positive future growth.
161161 D. 1. One-third of the funds appropriated pursuant to
162162 subsection B of this section shall be allocated to institutions
163163 within The Oklahoma State System of H igher Education that increase
164164 the number of degrees granted in the area of nursing . The increase
165165 in the number of degrees shall be calculated based on the number of

219219 2. One-third of the funds appropriated pursuant to subs ection B
220220 of this section shall be allocated to institutions within The
221221 Oklahoma State System of H igher Education that increase the number
222222 of degrees granted in the area of engineering. The increase in the
223223 number of degrees shall be calculated based on the number of degrees
224224 granted in the area of engineering during the 2020-2021, 2021-2022,
225225 and 2022-2023 academic years.
226226 3. One-third of the funds appropriated pursuant to subs ection B
227227 of this section shall be allocated to institutions within The
228228 Oklahoma State System of Higher Education that increase the number
229229 of degrees granted in the area of teaching. The increase in the
230230 number of degrees shall be calculated based on the number of degrees
231231 granted in the area of teaching during the 2020-2021, 2021-2022, and
232232 2022-2023 academic years.
233233 E. 1. Beginning in the 2023-2024 academic year, the Oklahoma
234234 State Regents for Higher Education shall award from the Wo rkforce
235235 Development Revolving Fund created pursuant to subsection A of th is
236236 section an amount equal to Ten Thousand Dollars ($10,000.00) for
237237 each degree in the areas of nursing, engineering, and teaching
238238 granted by an institution within The Oklahoma State System of Higher
239239 Education above the average number of degrees granted by each

291291 institution in the 2020-2021, 2021-2022, and 2022-2023 academic
292292 years.
293293 2. Beginning in the 2025-2026 academic year and biennially
294294 thereafter, the Oklahoma State Regents for Higher Education shall
295295 recalculate the average number of degrees granted by each
296296 institution in the areas of nursing, engineer ing, and teaching for
297297 the previous three academic years, which shall be used as the basis
298298 for the granting of awards.
299299 SECTION 2. This act shall become effective July 1, 2023.
300300 SECTION 3. It being immediately necessary for t he preservation
301301 of the public peace, health, or safety, an emergency is hereby
302302 declared to exist, by reason whereof thi s act shall take effect and
303303 be in full force from and after its passage and approval.
