79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law to be codified
81	81	in the Oklahoma Statutes as Section 2100 of Title 56, unless there
82	82	is created a duplication in numbering, reads as follows:
83	83	A. This section shall be known and may be cited as the
84	84	“Automated Community Connection to Economic Self Sufficiency
85	85	(ACCESS) Act”.
86	86	B. The Oklahoma Health Care Author ity and the Department of
87	87	Human Services shall collaborate to provide for a universal
88	88	eligibility and enrollment application for:
89	89	1. The state Medicaid program;

141	141	2. The Temporary Assistance for Needy Families (TANF) program;

143	143	3. The Supplemental Nutrition Assistance Program (SNAP).
144	144	C. The universal eligibility and enrollment application shall
145	145	be provided in an electronic format on a cloud -based, commercial-
146	146	off-the-shelf, software-as-a-service system with native mobile iOS,
147	147	Android, and web applications.
148	148	D. The Oklahoma Health Care Authority Board and the Director of
149	149	the Department of Human Services may promulgate rules as necessary
150	150	to implement the provisions of this section.
151	151	SECTION 2. This act shall become effective November 1, 2023 .
