7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6b,
8181 is amended to read as follows:
8282 Section 11-103.6b. A. The State Board of Education shall adopt
8383 a social studies core curriculum with courses of instruction for all
8484 students enrolled in the public schools that reflect t he racial,
8585 ethnic, religious, and cultural d iversity of the United States of
8686 America. The United States history and Oklahoma history components
8787 required in the social studies curriculum for all students shall
8888 include, but not be limited to, African Americ ans, Native Americans,
8989 and Hispanic American s. The United States history component

141141 required in the social studies curriculum for all students shall
142142 include information:
143143 1. Information about Juneteenth commemorating emancipation of
144144 enslaved African Americans ; and
145145 2. Information regarding the origi nal intent of the founding
146146 fathers while constructing the United States Constitution. Teachers
147147 of United States history shall include primary sources from the
148148 founding era and throughout America ’s history and specific quotes
149149 from the founding fathers about America’s Christian heritage
150150 including the influence of the Ten Commandments and the Bible on
151151 America’s founding documents if pres ented objectively as part of a
152152 secular program of education. Primary sources shall inc lude but not
153153 be limited to John Adams, Joseph Story, George Washington, Benjamin
154154 Rush, Samuel Adams, Patrick Henry, John Jay, James Otis, and Noah
155155 Webster.
156156 B. The State Textbook Committee, wh en adopting textbooks, shall
157157 incorporate the provisions of subsection A of this section into the
158158 criteria used to evaluate United States history and Okl ahoma history
159159 textbooks. Any United States history or Oklahoma his tory textbook
160160 on the state adopted te xtbook list shall conform to the purposes of
161161 this section. The State Textbook Committee shall ensure that all
162162 social studies textbooks and supplementar y materials selected to be
163163 purchased with state funds for use in Ok lahoma classrooms reflect

215215 the racial, ethnic, religious, and cultural diversity of the United
216216 States.
217217 C. It is the intent of the Legislat ure that a portion of the
218218 state funds appropriated for professional development in local
219219 school districts be used for workshops, seminars, guest lecturers,
220220 and other methods which further the purposes of this section.
221221 D. As used in this section, “curriculum” means the subject
222222 matter standards adopted by t he State Board of Education pursuant to
223223 Section 11-103.6 of this title. School districts shall exclusiv ely
224224 determine instruction, specific course curricula, reading lists and
225225 instructional materials pursu ant to subsection F of Section 11 -
226226 103.6a of this title.
227227 SECTION 2. This act shall become effective Ju ly 1, 2023.
228228 SECTION 3. It being immediately necessary for the preservation
229229 of the public peace, health , or safety, an emergency is hereby
230230 declared to exist, by reason where of this act shall take effect and
231231 be in full force from and after i ts passage and approval.
