33107 BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:

35108 SECTION 1. NEW LAW A new section of law to be codified
36109 in the Oklahoma Statutes as Section 501 of Title 3, unless there is
37110 created a duplication in numbering, reads as follows:

39111 This act shall be known and may be cited as the “Oklahoma
40112 Aircraft Engine Testing Development Grant Program”.

42113 SECTION 2. NEW LAW A new section of law to be codified
43114 in the Oklahoma Statutes as Section 502 of Title 3, unless there is
44115 created a duplication in numbering, reads as follows:

46116 A. There is hereby created within the Oklahoma Aeronautics
47117 Commission, the Oklahoma Aircraft Engine Testing Development Grant

50118 Program to offer financial assistance by gran t to private or public
51119 entities for the purpose of augmenting the airc raft engine testing
52120 capabilities of this state and developing aircraft engine testing
53121 infrastructure. Grant funding shall be adminis tered based on merit
54122 and the potential for a specific project to enhance the aviation and
55123 aerospace industry of this state. A grant under this program shall
56124 be a one-time award.

58125 B. Public, private, and nonprofit en tities within Oklahoma that
59126 have sufficient financial and management capacity to complete the

61154 Applicants shall provide the foll owing information:

63155 1. Airline or industry support as evidenced b y a letter or
64156 other communication direct ly from the entity stating its support for
65157 the project;

67158 2. The ability to provide a minimum of forty percent (40%)
68159 matching funds for the project; and

70160 3. A proposal summary that shall include any background
71161 information or history with aircraft engine testing and development,
72162 project description, timeline fo r completion of project, and
73163 estimated budget for the entire project.

75164 C. A grant agreement shall be required between the awar dee and
76165 the Commission to provide fo r conditions of disbursement of grant
77166 funds including obligation to repay funds if the terms o f the
78167 agreement are not met as well as providing ongoing quarterly re ports
79168 detailing activity related to the project .

174+“Oklahoma Aircraft Engine Testing Development Grant Program
175+Revolving Fund”. The fund shall be a continuing fund, not subject
176+to fiscal year limitations, and shall consist of a ll monies received

204+for the benefit of the fund, and any amounts appropriated by the
205+Legislature. All monies accruing to the credit of the fund are
206+hereby appropriated and may be budgeted and expended by the Oklahoma
207+Aeronautics Commission f or the purpose of funding grants as provided
208+in this act. Expenditures from the fund shall be made upon warrants
209+issued by the State Treasurer against claims file d as prescribed by
210+law with the Director of the Office of Management and Enterprise
211+Services for approval and payment.
212+SECTION 4. This act shall become effect ive July 1, 2023.
213+SECTION 5. It being immediately necessary for the preservation
214+of the public peace, health or safety, an emergency is hereby
215+declared to exist, by reason whereof thi s act shall take effect and
216+be in full force from and af ter its passage and approval."

352+A. There is hereby created within the Oklahoma Aeronautics
353+Commission, the Oklahoma Aircraft Engine Testing Development Grant
354+Program to offer financial assistance by gran t to private or public

89412 to fiscal year limitations, and shall consist of all monies received
90413 by any public or private donations, contrib utions and gifts received
91414 for the benefit of the fund, and any amounts appropriated by the

453+thereof as may be necessary to carry out the purpose of the fund.
