7171 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7272 SECTION 1. AMENDATORY 29 O.S. 2021, Section 4-144, is
7373 amended to read as foll ows:
7474 Section 4-144. A. No person may hunt or take black bear
7575 without having first procured a license from the Director of
7676 Wildlife Conservation or an agent of the Director.
7777 B. The Wildlife Conservation Commission shall deci de the open
7878 season, the bag limits, and territorial limitations for hunting or
7979 taking black bear.
8080 C. The fees for a license issued pursuant to this section shall
8181 be:
8282 1. For legal residents, One Hundred Dollars ($100.00); and
8383 2. For nonresidents, Five Hundred Dollars ($500.00).
8484 D. Any person who fails to obtain a license as required in
8585 subsection A of this section and pay the fee as required in

137137 paragraph 1 of subsection C of th is section, upon conviction, shall
138138 be punished by a fine of not less than Two Hundred Dollars ($200.00)
139139 nor more than Five Hundred Dollars ($500.00) or by imprisonment in
140140 the county jail for a period not to exceed six (6) months, or by
141141 both said fine and imprisonment.
142142 E. Any person who fails to obtain a license as required in
143143 subsection A of this section and pay the fee as required in
144144 paragraph 2 of subsection C of this section, upon conviction, shall
145145 be punished by a fine of not less than Eight Hundred Do llars
146146 ($800.00) nor more than One Thousand Dollars ($1,00 0.00) or by
147147 imprisonment in the county jail for a period not to exceed six (6)
148148 months, or by both said fine and imprisonment.
149149 F. Legal residents of Oklahoma shall be exempt from the annual
150150 black bear license requirements of subsection A of this section
151151 provided a legal reside nt acquires a lifetime hunting or combination
152152 lifetime hunting and fishing license pursuant to the provisions of
153153 Section 4-114 of this title.
154154 SECTION 2. This act shall become effective July 1, 2023.
155155 SECTION 3. It being immediately necessary for the pre servation
156156 of the public peace, health or safety, an emergency is hereby
157157 declared to exist, by reason whereof thi s act shall take effect and
158158 be in full force from and after its passage and approval.
