7777 BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE
7878 1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
7979 SECTION 1. The Secretary of State shal l refer to the people for
8080 their approval or rejection, as and in the manner provided by law,
8181 the following proposed amendment to the Oklahoma Const itution by
8282 adding a new Section 4 of Article XXIV to read as follows:
8383 Section 4. An amendment to the Oklahoma Constitution or other
8484 state question may only be on the ballot in odd-numbered years. No
8585 amendment to the Oklahoma Constitution or other state question that
8686 removes a right of the residents of this state shall take effect

139139 1. A majority of electors statewide vote in favor of the
140140 proposed amendment or state question; and
141141 2. A majority of electors in two-thirds of all counties in this
142142 state vote in favor of the prop osed amendment or state question.
143143 SECTION 2. The Ballot Title for the proposed Constitutional
144144 amendment as set forth in SECTION 1 of this resolution shall be in

148148 THE GIST OF THE PROPOSITION IS AS FOLLOWS:
149149 This measure would create a new Section 4 of Article 24 of the
150150 Oklahoma Constitution. The measure would allow state questions
151151 on the ballot only in odd -numbered years. It would require a
152152 proposed constitutional amendm ent or state question that removes
153153 a right of residents of this state to receive a majority vote of
154154 electors statewide and a majority vote of electors in t wo-thirds
155155 of the counties to take effect .
