77	77	BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE
78	78	1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
79	79	SECTION 1. The Secretary of State shal l refer to the people for
80	80	their approval or rejection, as and in the manner provided by law,
81	81	the following proposed amendment to the Oklahoma Const itution by
82	82	adding a new Section 4 of Article XXIV to read as follows:
83	83	Section 4. An amendment to the Oklahoma Constitution or other
84	84	state question may only be on the ballot in odd-numbered years. No
85	85	amendment to the Oklahoma Constitution or other state question that
86	86	removes a right of the residents of this state shall take effect

148	148	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
149	149	This measure would create a new Section 4 of Article 24 of the
150	150	Oklahoma Constitution. The measure would allow state questions
151	151	on the ballot only in odd -numbered years. It would require a
152	152	proposed constitutional amendm ent or state question that removes
153	153	a right of residents of this state to receive a majority vote of
154	154	electors statewide and a majority vote of electors in t wo-thirds
155	155	of the counties to take effect .
