75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -101.24, is
77	77	amended to read as follows:
78	78	Section 6-101.24. A. Upon full implementation of the Oklahoma
79	79	Teacher and Leader Effectiveness Evaluation System (TLE) as set
80	80	forth in Section 6-101.10 of this title, when a teacher receives a
81	81	rating as measured pursuant to the TLE as set forth in Section 6 -
82	82	101.16 of this title that may lead to a recommendation for the
83	83	dismissal or nonreemployment of the teacher or when an administrator
84	84	identifies poor performance or conduct that the administrator
85	85	believes may lead to a recommendati on for the dismissal or
86	86	nonreemployment of the teacher, the administrator shal l:

138	138	1. Admonish the teacher, in writing, and make a reasonable
139	139	effort to assist the teacher in correcting the poor performance or
140	140	conduct; and
141	141	2. Establish a reasonable time for improvement, not to exceed
142	142	two (2) months, taking into consideration the rating on the
143	143	evaluation or the nature and gravity of the performance or conduct.
144	144	B. If the teacher does not correct the poor performance or
145	145	conduct cited in the admonition within t he time specified, the
146	146	administrator shall make a recommendation to the superi ntendent of
147	147	the school district for the dismissal or nonreemployment of the
148	148	teacher.
149	149	C. Whenever a member of the board of education, superintendent,
150	150	or other administrator ident ifies poor performance or conduct that
151	151	may lead to a recommendation for dismissal or nonreemployment of a
152	152	teacher within the district, the administrator who has
153	153	responsibility for evaluation of the teacher shall be informed, and
154	154	that administrator shall co mply with the procedures set forth in
155	155	this section. If the administrator fail s or refuses to admonish the
156	156	teacher within ten (10) days after being so informed by the board,
157	157	superintendent, or other administrator, such board, superintendent
158	158	or other administrator shall admonish the teacher pursuant to the
159	159	provisions of this section.
160	160	D. 1. Repeated negligence in performance of duty, willful
161	161	neglect of duty, mental or physical abuse of a child, any reason

213	213	involving moral turpitude, or abandonment of contract shall be a
214	214	sufficient basis for a recommendation for dismissal or
215	215	nonreemployment of a teacher without complying with the procedures
216	216	set forth in this section.
217	217	2. Incompetency incompetency, instructional ineffectiveness or
218	218	unsatisfactory teaching performa nce, for a career teacher, or any
219	219	cause related to inadequate teaching performance for a probationary
220	220	teacher, shall not be a basis for a recommendation to dismiss or not
221	221	reemploy for dismissal or nonreemployment of a teacher unless and
222	222	until the provisions of this section have been complied with.
223	223	SECTION 2. This act shall become effective July 1, 2025.
224	224	SECTION 3. It being immediately necessary for the preservation
225	225	of the public peace, health or safety, an emergency is here by
226	226	declared to exist, by reason whereof this act shall take effect and
227	227	be in full force from and after its passage and approval.
