4340 An Act relating to motor vehicles; amending 47 O.S.
4441 2021, Section 12-609, which relates to required
4542 equipment for motorcycles; deleting limitation on the
4643 height of motorcycle handlebars; and providing an
4744 effective date.

5350 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5451 SECTION 1. AMENDATORY 47 O.S. 2021, Section 12 -609, is
5552 amended to read as follows:
5653 Section 12-609. A. In addition to other requirements
5754 prescribed by this chapter, by federal law or by local ordinance,
5855 all motorcycles, except when operated on actual trail rides
5956 conducted outside of public roads and highways, shall be equipped
6057 with:
6158 1. Two rearview mirrors, containi ng a reflection surface of not
6259 less than three (3) inche s in diameter, mounted one on each side of
6360 the motorcycle and positioned so as to enable the operator to
6461 clearly view the roadway to the rear of the vehicle;

9288 2. A windshield of sufficient quality, si ze and thickness to
9389 protect the operator from foreign objects, except that in lieu of
9490 such windshield, the operator shall wear goggles or other protective
9591 eyewear which meets American National Standards Institute (ANSI)
9692 Standard Z87.1 and provides positive retention, or a face shield of
9793 material and design to p rotect the operator from foreign objects;
9894 3. A properly operating speedometer capable of registering at
9995 least the maximum legal speed limit for that motorcycle;
10096 4. A fender over each wheel. All fen ders shall be of the type
10197 provided by the manufacturer;
10298 5. A horn which shall comply with the requirements of Section
10399 12-401 of this title; and
104100 6. A muffler or other effective noise -suppressing system which
105101 shall comply with the requirements of Section 1 2-402 of this title.
106102 B. No person under eighteen (18) y ears of age shall operate or
107103 ride upon any motorcycle unless such person is properly wearing a
108104 crash helmet of a type which complies with standards established by
109105 49 C.F.R., Section 571.218.
110106 C. Handlebars on motorcycles shall not be higher than eye level
111107 of the operator.
112108 SECTION 2. This act shall become effective November 1, 2025.
