4756 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4857 SECTION 1. AMENDATORY Section 1, Chapter 289, O.S.L.
4958 2023 (70 O.S. Supp. 2024, Section 18 -114.15), is amended to read as
5059 follows:
5160 Section 18-114.15. A. Beginning with the 2023-2024 2025-2026
5261 school year, certified personnel, as defined in Section 26 -103 of
53-Title 70 of the Oklahoma Statutes this title, in the public schools
54-of Oklahoma shall receive in salary and/or fringe benefits not less

239252 B. 1. When determining the Minimum Salary Schedule, "fringe
240253 benefits" shall mean all or part of retirement benefits, excluding
241254 the contributions made pursuant to subsection A of Section 17 -108.1
242-of Title 70 of the Oklahoma Statutes this title and the flexible
243-benefit allowance pursuant to Section 26 -105 of Title 70 of the
244-Oklahoma Statutes this title from the flexible benefit allowance
245-funds disbursed by the State Board of Education and the State Board
246-of Career and Technology Education pursuant to Section 26 -104 of
247-Title 70 of the Oklahoma Statutes this title.
255+of Title 70 of the Oklahoma Statutes and the flexible benefit
256+allowance pursuant to Section 26 -105 of Title 70 of the Oklahoma
257+Statutes from the flexible benefit allowance funds disbursed by the
258+State Board of Education and the State Board of Career and
259+Technology Education pursuant to Section 26 -104 of Title 70 of the
260+Oklahoma Statutes.
248261 2. If a school district intends to provide retirement benefits
249262 to a teacher such that the teacher's salary would be less than the
250263 amounts set forth in the minimum salary schedule specified in
251264 subsection A of this section, the district shall be required to
252265 provide written notification to the teacher prior to his or her
253266 employment or, if already employed by the district, no later than
254267 thirty (30) days prior to the date the district elects to provide
255-retirement benefits such that the teacher's salary would be less
256-than the minimum salary schedule.
257-C. Any of the degrees referred to in thi s section shall be from
258-a college recognized by the State Board of Education. The Board
259-shall accept teaching experience from out -of-state school districts

295+retirement benefits such that the teacher's salary would be less
296+than the minimum salary schedule.
297+C. Any of the degrees referred to in this section shall be from
298+a college recognized by the State Board of Education. The Board
299+shall accept teaching experience from out -of-state school districts
286300 that are accredited by the State Boa rd of Education or appropriate
287301 state accrediting agency for the districts. The Board shall accept
288302 teaching experience from out -of-country schools that are accredited
289303 or otherwise endorsed by the appropriate national or regional
290304 accrediting or endorsement authority. Out-of-country certification
291305 documentation in a language other than English shall be analyzed by
292306 an educational credential evaluation service in accordance with
293307 industry standards and guidelines and approved by the State
294308 Department of Education . The person seeking to have credit granted
295309 for out-of-country teaching experience shall be responsible for all
296310 costs of the analysis by a credential evaluation service. The Board
297311 shall accept teaching experience from primary and secondary schools
298312 that are operated by the United States Department of Defense or are
299313 affiliated with the United States Department o f State.
300314 D. For the purpose of state salary increments and retirement,
301315 no teacher shall be granted credit for more than five (5) years of
302316 active duty in the military service or out -of-state or out-of-
303317 country teaching experience as a certified teacher or its
304318 equivalent. Nothing in this section shall prohibit boards of
305-education from crediting more years of experience on district salary
306-schedules than those allowed for state purposes.
307-E. The State Board of Educa tion shall recognize, for purposes
308-of certification and salary increments, all the years of experience
309-of a:

347+schedules than those allowed for state purposes.
348+E. The State Board of Education shall recognize, for purposes
349+of certification and salary increments, all the years of experience
350+of a:
336351 1. Certified teacher who teaches in the educational program of
337352 the Department of Co rrections, beginning with fiscal year 1981;
338353 2. Vocational rehabilitation counselor under the Department of
339354 Human Services if the counselor was employed as a certified teacher
340355 by the State Department of Education when the Division of Vocational
341356 Rehabilitation was transferred from the State Board of Career and
342357 Technology Education or the State Board of Education to the Oklahoma
343358 Public Welfare Commission on July 1, 1968;
344359 3. Vocational rehabilitation counselor which were completed
345360 while employed by the Depart ment of Human Services if such counselor
346361 was certified as a teacher or was eligible for certification as a
347362 teacher in Oklahoma;
348363 4. Certified teacher which were completed while employed by the
349364 Child Study Center located at University Hospital, if the teach er
350365 was certified as a teacher in Oklahoma; and
351366 5. Certified school psychologist or psychometrist which were
352367 completed while employed as a doctoral intern, psychological
353368 assistant, or psychologist with any agency of the State of Oklahoma
354369 if the experience primarily involved work with persons of school - or
355-preschool-age and if the person was, at the time the experience was
356-acquired, certified as, or eligible for certification as, a school
357-psychologist or psychometrist.

397+preschool-age and if the person was, at the time the experience was
398+acquired, certified as, or eligible for certification as, a school
399+psychologist or psychometrist.
384400 F. The provisions of this section shal l not apply to teachers
385401 who have entered into postretirement employment with a public school
386402 in Oklahoma and are still receiving a monthly retirement benefit.
387403 G. If a person employed as certified personnel, as defined in
388404 Section 26-103 of Title 70 of the Oklahoma Statutes, by a school
389405 district during the 2022 -2023 school year was receiving a salary
390406 above the step level indicated by the State Minimum Salary Schedule
391407 for the 2022-2023 school year, the person shall receive a salary
392408 increase amount equal to th e amount indicated in subsection A for
393409 the step level indicated for the person, provided they remain
394410 employed by the same district, unless the hours or the duties of the
395411 certified personnel are reduced proportionately.
396412 H. If a school district does not rec eive Foundation or Salary
397413 Incentive Aid pursuant to Section 18 -200.1 of Title 70 of the
398414 Oklahoma Statutes, funds shall be allocated by the State Board of
399415 Education to implement the salary increases indicated in subsection
400416 A of this section.
401417 I. Persons employed as classroom instructional employees of
402418 technology center school districts supervised by the State Boa rd of
403419 Career and Technology Education shall receive a salary increase
404420 amount equal to the amount indicated in subsection A of this section
405-for the step level indicated for the person, provided they remain
406-employed by the same technology center school district, unless the

449+employed by the same technology center school district, unless the
433450 hours or the duties of the classroom instructional employees are
434451 reduced proportionately.
435452 J. H. Persons employed as correctional te achers or vocational
436453 instructors by the Department of Corrections pursuant to Section
437454 510.6a of Title 57 of the Oklahoma Statutes or persons employed as
438455 teachers by the Office of Juvenile Affairs shall receive a salary
439456 increase amount equal to the amount i ndicated in subsection A of
440457 this section for the step level indicated for the person, provided
441458 they remain employed by the same Department of Corrections or Office
442459 of Juvenile Affairs facility, unless the hours or the duties of the
443460 correctional teachers, v ocational instructors, or teachers are
444461 reduced proportionately.
445462 K. I. Persons employed as teachers by the S tate Department of
446463 Rehabilitation Services shall receive a salary increase amount equal
447464 to the amount indicated in subsection A of this section for the step
448465 level indicated for the person, provided they remain employed by the
449466 State Department of Rehabilitation Services, unless the hours or the
450467 duties of the teachers are reduced proportionately.
451468 SECTION 2. This act shall become effecti ve July 1, 2025.
452469 SECTION 3. It being immediately necessary for the preservation
453470 of the public peace, health or safety, an emergency is hereby
454-declared to exist, by reason whereof this act shall take effect and
455-be in full force from and after its passage and approval.
