5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. AMENDATORY Section 1, Chapter 289, O.S.L.
5656 2023 (70 O.S. Supp. 2024, Section 18 -114.15), is amended to read as
5757 follows:
5858 Section 18-114.15. A. Beginning with the 2023-2024 2025-2026
5959 school year, certified personnel, as defined in Section 26 -103 of
6060 Title 70 of the Oklahoma Statutes, in the public schools of Oklahoma

304304 B. 1. When determining the Minimum Salary Schedule, "fringe
305305 benefits" shall mean all or part of retirement benefi ts, excluding
306306 the contributions made pursuant to subsection A of Section 17 -108.1
307307 of Title 70 of the Oklahoma Statutes and the flexible benefit
308308 allowance pursuant to Section 26 -105 of Title 70 of the Oklahoma
309309 Statutes from the flexible benefit allowance fu nds disbursed by the
310310 State Board of Education and the State Board of Career an d
311311 Technology Education pursuant to Section 26 -104 of Title 70 of the
312312 Oklahoma Statutes.
313313 2. If a school district intends to provide retirement benefits
314314 to a teacher such that the teacher's salary would be less than the

341341 amounts set forth in the minimum salary schedule specified in
342342 subsection A of this section, the district shall be required to
343343 provide written notification to the teacher prior to his or her
344344 employment or, if already employed by the district, no later than
345345 thirty (30) days prior to the date th e district elects to provide
346346 retirement benefits such that the teacher 's salary would be less
347347 than the minimum salary schedule.
348348 C. Any of the degrees referred to in this section shall be from
349349 a college recognized by the State Board of Education. The Board
350350 shall accept teaching experience from out -of-state school districts
351351 that are accredited by the State Board of Education or appropriate
352352 state accrediting agency for the district s. The Board shall accept
353353 teaching experience from out -of-country schools that are accredited
354354 or otherwise endorsed by the appropriate national or regional
355355 accrediting or endorsement authority. Out -of-country certification
356356 documentation in a language oth er than English shall be analyzed by
357357 an educational credential evaluation service in accordance with
358358 industry standards and guidelines and approved by the State
359359 Department of Education. The person seeking to have credit granted
360360 for out-of-country teaching experience shall be responsible for all
361361 costs of the analysis by a credential evaluation service. The Board
362362 shall accept teaching experience from primary and secondary schools
363363 that are operated by the United States Department of Defense or are
364364 affiliated with the United States Department of State.

391391 D. For the purpose of state salary increments and retirement,
392392 no teacher shall be granted credit for more than five (5) years of
393393 active duty in the military service or out -of-state or out-of-
394394 country teaching experience as a certified teacher or its
395395 equivalent. Nothing in this section sh all prohibit boards of
396396 education from crediting more years of experience on district salary
397397 schedules than those allowed for state purposes.
398398 E. The State Board of Education shal l recognize, for purposes
399399 of certification and salary increments, all the years of experience
400400 of a:
401401 1. Certified teacher who teaches in the educational program of
402402 the Department of Corrections, beginning with fiscal year 1981;
403403 2. Vocational rehabilitatio n counselor under the Department of
404404 Human Services if the counselor was employ ed as a certified teacher
405405 by the State Department of Education when the Division of Vocational
406406 Rehabilitation was transferred from the State Board of Career and
407407 Technology Education or the State Board of Education to the Oklahoma
408408 Public Welfare Commission on July 1, 1968;
409409 3. Vocational rehabilitation counselor which were completed
410410 while employed by the Department of Human Services if such counselor
411411 was certified as a teacher or w as eligible for certification as a
412412 teacher in Oklahoma;

439439 4. Certified teacher which were completed while employed by the
440440 Child Study Center located at University Hospital, if the teacher
441441 was certified as a teacher in Oklahoma; and
442442 5. Certified school psyc hologist or psychometrist which were
443443 completed while employed as a doctoral intern, psychological
444444 assistant, or psychologist with any agency of the State of Oklahoma
445445 if the experience primarily involved work with persons of school - or
446446 preschool-age and if the person was, at the time the experience was
447447 acquired, certified as, or elig ible for certification as, a school
448448 psychologist or psychometrist.
449449 F. The provisions of this section shall not apply to teachers
450450 who have entered into postretirement employment with a public school
451451 in Oklahoma and are still receiving a monthly retirement benefit.
452452 G. If a person employed as certified personnel, as defined in
453453 Section 26-103 of Title 70 of the Oklahoma Statutes, by a school
454454 district during the 2022-2023 2024-2025 school year was receiving a
455455 salary above the step level indicated by the State Minimum Salary
456456 Schedule for the 2022-2023 2024-2025 school year, the person shall
457457 receive a salary increase amount equal to the amount indicated in
458458 subsection A for the step leve l indicated for the person, provided
459459 they remain employed by the same district, unless the hours or the
460460 duties of the certified personnel are reduced proportionately.
461461 H. If a school district does not receive Foundation or Salary
462462 Incentive Aid pursuant to Section 18-200.1 of Title 70 of the

489489 Oklahoma Statutes, funds shall be allocate d by the State Board of
490490 Education to implement the salary increases indicated in subsection
491491 A of this section.
492492 I. Persons employed as classroom instructional employees of
493493 technology center school districts supervised by the State Board of
494494 Career and Technology Education shall receive a salary increase
495495 amount equal to the amount indicated in subsection A of this section
496496 for the step level indicated for the person, provided they re main
497497 employed by the same technology center school district, unless the
498498 hours or the duties of the classroom instructional employees are
499499 reduced proportionately.
500500 J. Persons employed as correctional teachers or vocational
501501 instructors by the Department of C orrections pursuant to Section
502502 510.6a of Title 57 of the Oklahoma Statutes or persons employed as
503503 teachers by the Office of Juvenile Affairs shall receive a salary
504504 increase amount equal to the amount indicated in subsection A of
505505 this section for the step l evel indicated for the person, provided
506506 they remain employed by the same Depar tment of Corrections or Office
507507 of Juvenile Affairs facility, unless the hours or the duties of the
508508 correctional teachers, vocational instructors, or teachers are
509509 reduced proportionately.
510510 K. Persons employed as teachers by the State Department of
511511 Rehabilitation Services shall receive a salary increase amount equal
512512 to the amount indicated in subsection A of this section for the step

540540 State Department of Rehabilitation Services, unless the ho urs or the
541541 duties of the teachers are reduced proportionately.
542542 SECTION 2. AMENDATORY 70 O.S. 2021, Section 6 -101.42, is
543543 amended to read as follows:
544544 Section 6-101.42. A. For the 2025-2026 school year, each
545545 school district shall provide to every support employee, as defined
546546 in paragraph 8 of Section 1 -116 of this title, a six -percent wage
547547 increase over the base amount the employee earned during the 2024 -
548548 2025 school year if the support employee is employed by the same
549549 school district for the 2025-2026 school year. The dollar amount of
550550 the salary increase required by this subsection shall be prorated
551551 based upon the number of total hours of work performed by a full-
552552 time-equivalent support employee. If a support employee is a new
553553 employee of the school district, his or her starting salary shall be
554554 a six-percent increase from the starting salary for the same
555555 position during the 2024 -2025 school year.
556556 B. For the 2018-19 school year, each school district shall
557557 provide to every support em ployee a wage increase over the base
558558 amount the employee earned during the 2017 -18 school year if the
559559 support employee is employed by the same school district for the
560560 2018-19 school year in the amount of One Thousand Two Hundred Fifty
561561 Dollars ($1,250.00). The dollar amount of salary increase
562562 authorized by this subsection shall be prorated based upon the

591591 B. C. The increase increases prescribed by this section shall
592592 be in addition to any other compensation , increase in compensation,
593593 and fringe benefits provided by the district or state, or mandated
594594 by law or collective bargaining agreement, unless t he hours or
595595 duties of the support employee are reduced proportionately.
596596 SECTION 3. This act shall become effective July 1, 2025.
597597 SECTION 4. It being immediately necessary for the preservation
598598 of the public peace, health or safety, an emergency is hereby
599599 declared to exist, by reason whereof this act shall take effect and
600600 be in full force from and after its passage and approval.
