54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. AMENDATORY Section 1, Chapter 289, O.S.L.
56	56	2023 (70 O.S. Supp. 2024, Section 18 -114.15), is amended to read as
57	57	follows:
58	58	Section 18-114.15. A. Beginning with the 2023-2024 2025-2026
59	59	school year, certified personnel, as defined in Section 26 -103 of
60	60	Title 70 of the Oklahoma Statutes, in the public schools of Oklahoma

304	304	B. 1. When determining the Minimum Salary Schedule, "fringe
305	305	benefits" shall mean all or part of retirement benefi ts, excluding
306	306	the contributions made pursuant to subsection A of Section 17 -108.1
307	307	of Title 70 of the Oklahoma Statutes and the flexible benefit
308	308	allowance pursuant to Section 26 -105 of Title 70 of the Oklahoma
309	309	Statutes from the flexible benefit allowance fu nds disbursed by the
310	310	State Board of Education and the State Board of Career an d
311	311	Technology Education pursuant to Section 26 -104 of Title 70 of the
312	312	Oklahoma Statutes.
313	313	2. If a school district intends to provide retirement benefits
314	314	to a teacher such that the teacher's salary would be less than the

341	341	amounts set forth in the minimum salary schedule specified in
342	342	subsection A of this section, the district shall be required to
343	343	provide written notification to the teacher prior to his or her
344	344	employment or, if already employed by the district, no later than
345	345	thirty (30) days prior to the date th e district elects to provide
346	346	retirement benefits such that the teacher 's salary would be less
347	347	than the minimum salary schedule.
348	348	C. Any of the degrees referred to in this section shall be from
349	349	a college recognized by the State Board of Education. The Board
350	350	shall accept teaching experience from out -of-state school districts
351	351	that are accredited by the State Board of Education or appropriate
352	352	state accrediting agency for the district s. The Board shall accept
353	353	teaching experience from out -of-country schools that are accredited
354	354	or otherwise endorsed by the appropriate national or regional
355	355	accrediting or endorsement authority. Out -of-country certification
356	356	documentation in a language oth er than English shall be analyzed by
357	357	an educational credential evaluation service in accordance with
358	358	industry standards and guidelines and approved by the State
359	359	Department of Education. The person seeking to have credit granted
360	360	for out-of-country teaching experience shall be responsible for all
361	361	costs of the analysis by a credential evaluation service. The Board
362	362	shall accept teaching experience from primary and secondary schools
363	363	that are operated by the United States Department of Defense or are
364	364	affiliated with the United States Department of State.

391	391	D. For the purpose of state salary increments and retirement,
392	392	no teacher shall be granted credit for more than five (5) years of
393	393	active duty in the military service or out -of-state or out-of-
394	394	country teaching experience as a certified teacher or its
395	395	equivalent. Nothing in this section sh all prohibit boards of
396	396	education from crediting more years of experience on district salary
397	397	schedules than those allowed for state purposes.
398	398	E. The State Board of Education shal l recognize, for purposes
399	399	of certification and salary increments, all the years of experience
400	400	of a:
401	401	1. Certified teacher who teaches in the educational program of
402	402	the Department of Corrections, beginning with fiscal year 1981;
403	403	2. Vocational rehabilitatio n counselor under the Department of
404	404	Human Services if the counselor was employ ed as a certified teacher
405	405	by the State Department of Education when the Division of Vocational
406	406	Rehabilitation was transferred from the State Board of Career and
407	407	Technology Education or the State Board of Education to the Oklahoma
408	408	Public Welfare Commission on July 1, 1968;
409	409	3. Vocational rehabilitation counselor which were completed
410	410	while employed by the Department of Human Services if such counselor
411	411	was certified as a teacher or w as eligible for certification as a
412	412	teacher in Oklahoma;

439	439	4. Certified teacher which were completed while employed by the
440	440	Child Study Center located at University Hospital, if the teacher
441	441	was certified as a teacher in Oklahoma; and
442	442	5. Certified school psyc hologist or psychometrist which were
443	443	completed while employed as a doctoral intern, psychological
444	444	assistant, or psychologist with any agency of the State of Oklahoma
445	445	if the experience primarily involved work with persons of school - or
446	446	preschool-age and if the person was, at the time the experience was
447	447	acquired, certified as, or elig ible for certification as, a school
448	448	psychologist or psychometrist.
449	449	F. The provisions of this section shall not apply to teachers
450	450	who have entered into postretirement employment with a public school
451	451	in Oklahoma and are still receiving a monthly retirement benefit.
452	452	G. If a person employed as certified personnel, as defined in
453	453	Section 26-103 of Title 70 of the Oklahoma Statutes, by a school
454	454	district during the 2022-2023 2024-2025 school year was receiving a
455	455	salary above the step level indicated by the State Minimum Salary
456	456	Schedule for the 2022-2023 2024-2025 school year, the person shall
457	457	receive a salary increase amount equal to the amount indicated in
458	458	subsection A for the step leve l indicated for the person, provided
459	459	they remain employed by the same district, unless the hours or the
460	460	duties of the certified personnel are reduced proportionately.
461	461	H. If a school district does not receive Foundation or Salary
462	462	Incentive Aid pursuant to Section 18-200.1 of Title 70 of the

492	492	I. Persons employed as classroom instructional employees of
493	493	technology center school districts supervised by the State Board of
494	494	Career and Technology Education shall receive a salary increase
495	495	amount equal to the amount indicated in subsection A of this section
496	496	for the step level indicated for the person, provided they re main
497	497	employed by the same technology center school district, unless the
498	498	hours or the duties of the classroom instructional employees are
499	499	reduced proportionately.
500	500	J. Persons employed as correctional teachers or vocational
501	501	instructors by the Department of C orrections pursuant to Section
502	502	510.6a of Title 57 of the Oklahoma Statutes or persons employed as
503	503	teachers by the Office of Juvenile Affairs shall receive a salary
504	504	increase amount equal to the amount indicated in subsection A of
505	505	this section for the step l evel indicated for the person, provided
506	506	they remain employed by the same Depar tment of Corrections or Office
507	507	of Juvenile Affairs facility, unless the hours or the duties of the
508	508	correctional teachers, vocational instructors, or teachers are
509	509	reduced proportionately.
510	510	K. Persons employed as teachers by the State Department of
511	511	Rehabilitation Services shall receive a salary increase amount equal
512	512	to the amount indicated in subsection A of this section for the step

542	542	SECTION 2. AMENDATORY 70 O.S. 2021, Section 6 -101.42, is
543	543	amended to read as follows:
544	544	Section 6-101.42. A. For the 2025-2026 school year, each
545	545	school district shall provide to every support employee, as defined
546	546	in paragraph 8 of Section 1 -116 of this title, a six -percent wage
547	547	increase over the base amount the employee earned during the 2024 -
548	548	2025 school year if the support employee is employed by the same
549	549	school district for the 2025-2026 school year. The dollar amount of
550	550	the salary increase required by this subsection shall be prorated
551	551	based upon the number of total hours of work performed by a full-
552	552	time-equivalent support employee. If a support employee is a new
553	553	employee of the school district, his or her starting salary shall be
554	554	a six-percent increase from the starting salary for the same
555	555	position during the 2024 -2025 school year.
556	556	B. For the 2018-19 school year, each school district shall
557	557	provide to every support em ployee a wage increase over the base
558	558	amount the employee earned during the 2017 -18 school year if the
559	559	support employee is employed by the same school district for the
560	560	2018-19 school year in the amount of One Thousand Two Hundred Fifty
561	561	Dollars ($1,250.00). The dollar amount of salary increase
562	562	authorized by this subsection shall be prorated based upon the

595	595	duties of the support employee are reduced proportionately.
596	596	SECTION 3. This act shall become effective July 1, 2025.
597	597	SECTION 4. It being immediately necessary for the preservation
598	598	of the public peace, health or safety, an emergency is hereby
599	599	declared to exist, by reason whereof this act shall take effect and
600	600	be in full force from and after its passage and approval.
