4040 An Act relating to in vitro fertilization; providing
4141 legal protections for health care providers;
4242 providing for practice of medicine; pr oviding legal
4343 protections for the child or children; providing that
4444 human embryos are the patient 's property; directing
4545 there be no limit to the number of embryos; providing
4646 for codification; and providing an effective date .

5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. NEW LAW A new section of law to be codified
5656 in the Oklahoma Statutes as Section 560 of Title 10, unless there is
5757 created a duplication in numbering, reads as follows:
5858 A. The technique of in vitro fertilization or human embryo
5959 transfer may be performed in this state by persons duly authorized
6060 to practice medicine at the request and with the consent in writing
6161 of the husband and wife desiring the utilization of such technique
6262 for the purpose of conceiving a child or children.
6363 B. No person shall perform the techni que of in vitro
6464 fertilization or human embryo transfer unless currently licensed to

9191 practice medicine in this state, and then only at the request and
9292 with the written consent of the husband and wife desiring the
9393 utilization of such technique. Said consent shall be executed and
9494 acknowledged by both the husband and wife and the person who is to
9595 perform the technique.
9696 C. Any child or children born as a result of in vitro
9797 fertilization or human embryo transfer shall be considered , for all
9898 legal intents and pu rposes, the same as a naturally conceived child
9999 of the husband and wife that consent to and receive in vitro
100100 fertilization or human embryo transfer.
101101 D. Human embryos created dur ing in vitro fertilization shall be
102102 considered at law the patient 's property.
103103 E. There shall be no limit to how many number of human embryos
104104 that can be created, frozen, or implanted in a single in vitro
105105 fertilization cycle.
106106 SECTION 2. This act shall become effective November 1, 2025.
