42	42	alert system; listing component s of system; stating
43	43	when alerts shall be issued; listing requirements of
44	44	alerts; authorizing the promulgation of rules;

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. NEW LAW A new section of law to be codified
56	56	in the Oklahoma Statutes as Section 2-140b of Title 47, unless there
57	57	is created a duplication in numbering, reads as follows:
58	58	A. The Department of Public Safety shall establish and m aintain
59	59	a pursuit alert system to alert drivers of active police pursuits
60	60	occurring in their immediate area. The alert system shall include,
61	61	but shall not be limited to, the following components:
62	62	1. Collaboration with mobile carriers and notification ser vices
63	63	to send real-time alerts directly to drivers ' mobile phones via text
64	64	messages, push notifications, or other mobile communication methods;

91	91	2. Integration with any existing highway electronic message
92	92	boards in the area to display real -time updates about the location
93	93	and direction of an active pursuit;
94	94	3. Limitation on the area of notification to a radius around
95	95	the pursuit to be determined by the Department.
96	96	B. Alerts of a pursuit shall only be issued when a law
97	97	enforcement agency confirms that an ac tive pursuit is ongoing , and
98	98	that pursuit poses a significant risk to the publ ic and when public
99	99	notification is deemed likely to reduce the risk of harm or assist
100	100	in the safe resolution of the pursuit.
101	101	C. The pursuit alert system shall provide clear, con cise and
102	102	timely information about the pursuit, such as the make, model, and
103	103	color of the vehicle, its last known location, and direction of
104	104	travel. Notifications shall be issued in a manner that minimizes
105	105	driver distraction and promotes safety. Alerts shall be deactivated
106	106	once the pursuit has ended or is no longer a threat to publ ic
107	107	safety.
108	108	D. The Department is authorized to promulgate any rules
109	109	necessary to effectuate the provisions of this section.
110	110	SECTION 2. This act shall become effe ctive November 1, 2025.
