4040 An Act relating to human trafficking; creating the
4141 Human Trafficking Awareness and Education Program;
4242 authorizing the Director of the Okla homa State Bureau
4343 of Narcotics and Dangerous Drugs Control to hire an
4444 Administrator; specifying program requirements;
4545 requiring school district boards of education to make
4646 final determination of curriculum; allowing for the
4747 presentation of curriculum to pa rents and guardians;
4848 allowing students to not receive instruction upon
4949 written request by parents or guardians; providing
5050 for codification; and providing an effective date .

5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. NEW LAW A new section of law to be codified
6060 in the Oklahoma Statutes as Section 2 -1201 of Title 63, unless there
6161 is created a duplication in numbering, reads as follows:
6262 A. There is hereby created in the Oklahoma State Bureau of
6363 Narcotics and Dangerous Drugs Control the "Human Trafficking
6464 Awareness and Education Program". The Director of the Oklahoma
6565 State Bureau of Narcotics and Dangerous Drugs Control may hire an

9292 Administrator who shall be responsible for the administration and
9393 operation of the Program, as determined by the Director.
9494 B. The Program shall:
9595 1. Provide objective criteria, guidelines, and a comprehensive
9696 integrated curriculum for human trafficking programs in local
9797 schools and school districts;
9898 2. Establish and annually review model policies for human
9999 trafficking issues including referral for se rvices;
100100 3. Develop and implement strategies which encourage all schools
101101 to employ counselors trained in human trafficking prevention; and
102102 4. Develop guidelines and criteria to encourage teachers and
103103 administrators to receive training on human trafficking. The
104104 training shall be completed the first year a certified teacher is
105105 employed by a school district.
106106 C. Final determination of the materials created and produced by
107107 the Bureau to be used, the means of implementing the curriculum, and
108108 the ages and times at which students receive instruction about human
109109 trafficking prevention shall be made by the school district board of
110110 education. The school district, at least one (1) month pr ior to
111111 giving such instruction to students, shall conduct for parents and
112112 guardians of students involved, during weekend or evening hours, at
113113 least one presentation concerning the plans for instruction and the
114114 materials to be used. No student shall be req uired to receive
