40	40	An Act relating to human trafficking; creating the
41	41	Human Trafficking Awareness and Education Program;
42	42	authorizing the Director of the Okla homa State Bureau
43	43	of Narcotics and Dangerous Drugs Control to hire an
44	44	Administrator; specifying program requirements;
45	45	requiring school district boards of education to make
46	46	final determination of curriculum; allowing for the
47	47	presentation of curriculum to pa rents and guardians;
48	48	allowing students to not receive instruction upon
49	49	written request by parents or guardians; providing
50	50	for codification; and providing an effective date .

58	58	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
59	59	SECTION 1. NEW LAW A new section of law to be codified
60	60	in the Oklahoma Statutes as Section 2 -1201 of Title 63, unless there
61	61	is created a duplication in numbering, reads as follows:
62	62	A. There is hereby created in the Oklahoma State Bureau of
63	63	Narcotics and Dangerous Drugs Control the "Human Trafficking
64	64	Awareness and Education Program". The Director of the Oklahoma
65	65	State Bureau of Narcotics and Dangerous Drugs Control may hire an

92	92	Administrator who shall be responsible for the administration and
93	93	operation of the Program, as determined by the Director.
94	94	B. The Program shall:
95	95	1. Provide objective criteria, guidelines, and a comprehensive
96	96	integrated curriculum for human trafficking programs in local
97	97	schools and school districts;
98	98	2. Establish and annually review model policies for human
99	99	trafficking issues including referral for se rvices;
100	100	3. Develop and implement strategies which encourage all schools
101	101	to employ counselors trained in human trafficking prevention; and
102	102	4. Develop guidelines and criteria to encourage teachers and
103	103	administrators to receive training on human trafficking. The
104	104	training shall be completed the first year a certified teacher is
105	105	employed by a school district.
106	106	C. Final determination of the materials created and produced by
107	107	the Bureau to be used, the means of implementing the curriculum, and
108	108	the ages and times at which students receive instruction about human
109	109	trafficking prevention shall be made by the school district board of
110	110	education. The school district, at least one (1) month pr ior to
111	111	giving such instruction to students, shall conduct for parents and
112	112	guardians of students involved, during weekend or evening hours, at
113	113	least one presentation concerning the plans for instruction and the
114	114	materials to be used. No student shall be req uired to receive
