62	62	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
63	63	SECTION 1. NEW LAW A new section of law to be codified
64	64	in the Oklahoma Statutes as Section 4 -204 of Title 29, unless there
65	65	is created a duplicat ion in numbering, reads as follows:
66	66	A. Nonresidents may not hunt or fish in any Oklahoma Wildlife
67	67	Management Area unless the person has first obtained an Oklahoma
68	68	Habitat Stamp from the Director of the Oklahoma Wildlife

95	95	Conservation Commission or authorized agents of the Director. Each
96	96	person shall have the permit in addition to all other required
97	97	licenses, stamps, and permits when hunting in an Oklahoma Wildlife
98	98	Management Area.
99	99	B. Persons excepted from the Oklahoma Habitat Stamp
100	100	requirements of this se ction are:
101	101	1. Nonresident active -duty military personnel stationed at
102	102	military installations located in th is state; and
103	103	2. Nonresident veterans.
104	104	C. The Oklahoma Habitat Stamp shall be Eighty-five Dollars
105	105	($85.00). The fee shall be deposited in the Oklahoma Habitat Stamp
106	106	Revolving Fund, to be used exclusively for maintenance and
107	107	improvements to Oklahoma Wildlife Management Areas.
108	108	D. An Oklahoma Habitat Stamp is valid for a per iod of one (1)
109	109	year from the date of purchase.
110	110	E. The Oklahoma Wildlife Conse rvation Commission shall
111	111	prescribe, by rule, the form, design, and manner of issuance of the
112	112	Oklahoma Habitat Stamp.
113	113	F. 1. Any nonresident arrested for hunting in an Oklahoma
114	114	Wildlife Management Area without an Oklahoma Habitat Stamp as
115	115	required by the provisions of subsection A of this section may
116	116	purchase a substitute temporary thirty -day stamp from the arresting
117	117	game warden in lieu of posting bond. The fee for a substitute s tamp

144	144	purchased pursuant to the provisions of this subsection shall be One
145	145	Hundred Forty-five Dollars ($145.00).
146	146	2. The fees from the temporary substitute stamp pursuant to the
147	147	provisions of this subsection shall be deposited in the Oklahoma
148	148	Habitat Stamp Revolving Fund, to be used exclusively for maintenance
149	149	and improvements to Oklahoma Wildlife Management Areas.
150	150	G. Any person convicted of violating any of the provisions of
151	151	this section shall be punished by a fine of not less than Twenty -
152	152	five Dollars ($25.00) nor more than One Hundred Dollars ($100.00).
153	153	SECTION 2. NEW LAW A new section of law to be codified
154	154	in the Oklahoma Statutes as Section 4 -205 of Title 29, unless there
155	155	is created a duplication in numbering, reads as follows:
156	156	There is hereby created in the State Treasury a revolving fund
157	157	for the Oklahoma Wildlife Conservation Commission to be designated
158	158	the "Oklahoma Habitat Stamp Revolving Fund ". The fund shall be a
159	159	continuing fund, not subject to fiscal year limitations, and s hall
160	160	consist of all monies received pursuant to the provisions of this
161	161	section from fees for the Oklahoma Habitat Stamp and required to be
162	162	deposited in the fund. All monies accruing to the credit of the
163	163	fund are hereby appropriated and shall be expended b y the Commission
164	164	for the purpose of Oklahoma Wildlife Management Area maintenance and
165	165	improvements. Expenditures from the fund shall be made upon
166	166	warrants issued by the State Treasurer against claims filed as
