5950 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
60-SECTION 1. NEW LAW A new section of law to be codified
61-in the Oklahoma Statutes as Section 1911 of Title 25, unless there
62-is created a duplication in nu mbering, reads as follo ws:
63-A. The State of Oklahoma hereby adopts the non -legally binding
64-Working Definition of Anti -Semitism adopted by the International
65-Holocaust Remembrance Alliance (IHRA) on May 26, 2016, including the
66-contemporary examples of anti -Semitism set forth there in,
67-exclusively as a tool and guide for training, education, and

52+codified in the Oklahoma Statutes reads as follows:
53+The Legislature finds that:
54+1. Antisemitism, including harassment on the basis of actual or
55+perceived Jewish origin, ancestry, ethnicity, identity, affiliation,
56+or faith, remains a persistent, pervasive, and d isturbing problem in
57+contemporary American society;
58+2. Jewish people continue to be a targeted minority in the
59+United States. Data shows, for instance, that Jews are consistently
60+the most likely of all religious groups to be victimized by
61+incidents of hate, and that such incidents are increasing at an
62+alarming rate;

95-recognizing and combating anti -Semitic hate crimes or discrimination
96-and for tracking and reporting anti -Semitic incidents in this state.
97-B. The provisions of this act shall not be construed to
98-diminish or infringe upon any right protected under the First
99-Amendment to the United States Constitution or the Oklahoma
100-Constitution.
101-SECTION 2. This act shall become effective July 1, 2025.
102-SECTION 3. It being immediately necessary for the preservation
103-of the public peace, health or safety, an emergency is hereby
104-declared to exist, by reason whereof this act shall take effect and
105-be in full force from and after its passage and approval.
89+3. State officials and institutions have a responsibility to
90+protect citizens from acts of hate and bigotry motivated by
91+discriminatory animus, including antisemitism, and must be given the
92+tools to do so;
93+4. Valid monitoring, informed analysis and investigation, and
94+effective policy-making all require uniform definitions;
95+5. While there can be no exhaustive definition of antisemitism,
96+as it can take many forms, the International Holocaust R emembrance
97+Alliance (IHRA) Working Definition has been an essential
98+definitional tool used to determine contemporary manifestations of
99+antisemitism, and includes useful examples of discriminatory anti -
100+Israel acts that cross the line into antisemitism ;
101+6. The IHRA definition is used by various agencies of the
102+federal government, the majority of the United States, and the 33
103+governments that are members of IHRA; recommended for use by the
104+European Council and the European Parliament, endorsed by the UN
105+Secretary General and the Secretary General of the OAS, included in
106+policy guides prepared by the Organization for Security and
107+Cooperation in Europe, and formally adopted by a growing number of
108+European nations; and
109+7. Use of this definition of anti semitism, although it is not
110+to be taken as an exhaustive definition, will increase the awareness
111+and understanding of the parameters of contemporary anti -Jewish
112+discrimination in certain circumscribed areas.

139+SECTION 2. NEW LAW A new section of law to be codified in
140+the Oklahoma Statutes as Section 61 of Title 25, unless there is
141+created a duplication in numbering, reads as follows:
142+A. For purposes of this act, the term "antisemitism" has the
143+same meaning as provided for in the working definiti on of
144+antisemitism adopted by the International Holocaust Remembrance
145+Alliance (IHRA) on May 26, 2016, including the "contemporary
146+examples of antisemitism. "
147+B. Nothing in this act shall be construed to diminish or
148+infringe upon any right protected under the First Amendment to the
149+United States Constitution, or the Oklahoma Constit ution. Nothing
150+in this act shall be construed to conflict with local, federal or
151+state discrimination laws.
152+C. In reviewing, investigating, or deciding whether there has
153+been a violation of any policy, law, or regulation prohibiting
154+discriminatory acts under Sections 1101 through 1707 of Title 25 of
155+the Oklahoma Statutes or Section 850 of Title 21 of the Oklahoma
156+Statutes the state shall take into consideration the definition of
157+antisemitism set forth in subsection A of this section or purposes
158+of determining whether the alleged act was motivated by
159+discriminatory antisemitic intent.
160+D. Nothing in this act shall be construed to alter the
161+evidentiary requirements pursuant to whic h an agency or department
162+makes a determination that conduct, including harassment, amounts to
