49 | 50 | | BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |

50 | 51 | | SECTION 1. AMENDATORY 59 O.S. 2021, Section 1000.4a, as |

51 | 52 | | amended by Section 3, Chapter 185, O.S.L. 2023 (59 O.S. Supp. 2024, |

52 | 53 | | Section 1000.4a), is amended to read as follows: |

53 | 54 | | Section 1000.4a. A. The Construction Industries Board shall |
---|
54 | 55 | | have the additional powers to: |
---|
55 | 56 | | 1. Receive and convey information relating to the skilled |
---|
56 | 57 | | trades regulated by the Construction Industries Board including, but |
---|
57 | 58 | | not limited to, workforce develop ment; and |
---|
58 | 59 | | 2. Enter into contracts with the Oklahoma Department of Career |
---|
59 | 60 | | and Technology Education or, any Oklahoma State Board o f Career and |
---|
60 | 61 | | Technology Education fully accredited vocational or technical |
---|
61 | 62 | | school, or any accredited system of education institution in the |
---|
90 | 90 | | offering programs in secondary and or postsecondary instruction that |
---|
91 | 91 | | provide electrical, mechanical, plumbing or roofing trade coursework |
---|
92 | 92 | | for any of the following purposes, or com bination thereof: |

93 | 93 | | a. developing and implementing instructional courses on |
---|
94 | 94 | | Oklahoma Statutes and rules that govern the |
---|
95 | 95 | | electrical, mechanical, plumbing and roofing trades, |
---|
96 | 96 | | which courses can be in conjunction with instruction |
---|
97 | 97 | | in performing trade work or instruction on statewide - |
---|
98 | 98 | | adopted trade codes, or both, for the advancement of |
---|
99 | 99 | | the electrical, mechanical, plumbing and roofing |
---|
100 | 100 | | trades, or |
---|
101 | 101 | | b. developing and implementing a workforce development |
---|
102 | 102 | | program that will create interest in the pursuit of a |
---|
103 | 103 | | skilled trade career. The workforce development |
---|
104 | 104 | | program may consist of, but is shall not be limited |
---|
105 | 105 | | to, use of the Internet, community and sc hool |
---|
106 | 106 | | presentations, and research and instruction on the |
---|
107 | 107 | | electrical, mechanical, plumbing and roofing trades , |
---|
108 | 108 | | and may be implemented through public awareness and |
---|
109 | 109 | | public information campaigns to promote skilled trades |
---|
110 | 110 | | and skilled trade careers as provided in this section. |
---|
111 | 111 | | B. All contracts pursuant to this section shall be approved by |
---|
112 | 112 | | the Construction Industries Board in accordance with the Oklahoma |
---|
141 | 140 | | workforce development programs shall be paid from t he Skilled Trade |
---|
142 | 141 | | Education and Workforce Development Fund established herein created |
---|
143 | 142 | | in subsection E of this section and funded by administrative fines |
---|
144 | 143 | | or penalties as described in this section. Applications for |
---|
145 | 144 | | proposals are to be submitted to the Board on forms provided |
---|
146 | 145 | | requiring sufficient justification and information to evaluate |
---|
147 | 146 | | costs, return on investment, value, and viabil ity of the proposal. |
---|
148 | 147 | | Any contracts will include the requirement that the recipient of the |
---|
149 | 148 | | funds will, upon the completion of the contract, provide a written |
---|
150 | 149 | | report to the Board providing an accounting of expenditures, |
---|
151 | 150 | | describing an explanation of the funds used for the services |
---|
152 | 151 | | provided and the success of outreach demonstrating a return on the |
---|
153 | 152 | | investment including, but not limited to, an accounting of |
---|
154 | 153 | | accomplishments. |

155 | 154 | | C. Fines or penalties collected by the Board and deposited in |
---|
156 | 155 | | the Oklahoma Mechanical Li censing Revolving Fund, the Electrical |
---|
157 | 156 | | Revolving Fund, the Plumbing Licensing Revolving Fund and the |
---|
158 | 157 | | Roofing Contractor Registrat ion Revolving Fund may be transferred to |
---|
159 | 158 | | the Skilled Trade Education and Workforce Development Fund created |

200 | 198 | | upon statutory limitations. |

201 | 199 | | E. 1. There is hereby created in the State Treasury a |

202 | 200 | | revolving fund for the Con struction Industries Board to be |

203 | 201 | | designated the "Skilled Trade Education and Workforce Development |

204 | 202 | | Fund". The fund shall be a continuing fund, not subject to fiscal |
---|
205 | 203 | | year limitations. The fund shall consist of an annual transfer of |
---|
206 | 204 | | fully adjudicated fine revenue received in the Oklahoma Mechanical |
---|
207 | 205 | | Licensing Revolving Fund, Electrical Revolving Fund, Plumbing |

208 | 206 | | Licensing Revolving F und or Roofing Contractor Registration |

209 | 207 | | Revolving Fund as determined pursuant to this section. Funds may be |
