50	50	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
51	51	SECTION 1. NEW LAW A new section of law to be codified
52	52	in the Oklahoma Statutes as Section 8 of Title 3, unless there is
53	53	created a duplication in numbering, reads as follows:
54	54	A. 1. A public airport that provides commercial services shall
55	55	not enter into an agreement that authorizes a private third -party
56	56	vendor that provides expedited security screening to use the
57	57	standard security lane or the Transportation Security Administration
58	58	PreCheck security lane.
59	59	2. This subsection shall not apply if there was an agreement
60	60	between the public airport and the private third -party vendor that
61	61	was entered into before January 1, 2025.

88	88	B. This section shall no t apply to an agreement between a
89	89	public airport and a private third -party vendor if the private
90	90	third-party vendor has obtained dedicated Transportation Security
91	91	Administration security lanes solely for use by the private third -
92	92	party vendor at that public airport.
93	93	C. For purposes of this section, an airline, as certified under
94	94	14 C.F.R., Part 121 et seq. , is not a private third -party vendor.
95	95	This section does not apply to any s ervices, including priority
96	96	lanes or lines, offered by an airline solely for u se by the
97	97	airline's passengers, without a separate charge to a passenger by a
98	98	private third-party vendor.
99	99	SECTION 2. This act shall become effective November 1, 2025.
