4040 An Act relating to initiative and referendum;

5252 BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:
5353 SECTION 1. AMENDATORY 34 O.S. 2021, Section 3, is
5454 amended to read as follows:
5555 Section 3. A. Each initiative petition and each referendum
5656 petition shall be duplicated for the securing of signatures. The
5757 Secretary of State shall design a form, subject to change, for
5858 signatures that shall be used by proponents of initiatives or
5959 referendums when collecting signatures, and each sheet for
6060 signatures shall be attached to a copy of the petition. Each copy
6161 of the petition and sheets for signatures is hereinafter termed a
6262 pamphlet. On the outer page of each pamphlet shall be printed the
6363 word "Warning", and underneath this in ten -point type the words, "It

9090 is a felony for anyone to sign an initiative or refere ndum petition
9191 with any name other than his or her own, or knowingly to sign his or
9292 her name more than once for the measure, or to sign such petition
9393 when he or she is not a legal voter. " A simple statement of the
9494 gist of the proposition shall be printed o n the top margin of each
9595 signature sheet.
9696 B. The Secretary of State shall des ign a website, subject to
9797 change, for the electronic collection of signatures to be used by
9898 proponents of initiatives or referendums. Above the place for
9999 electronic signature sh all be a copy of the petition. Before
100100 providing an electronic signature, signers shall have to read
101101 through a page that lists "Warning", and underneath this in ten -
102102 point type the words, "It is a felony for anyone to sign an
103103 initiative or referendum petiti on with any name other than his or
104104 her own, or knowingly to sign his or her na me more than once for the
105105 measure, or to sign such petition when he or she is not a legal
106106 voter." Signers shall click a check box certifying they have read
107107 and understood the wa rning.
108108 SECTION 2. This act shall become effective November 1, 2025.
