41	41	amending 34 O.S. 2021, Section 3, which relates to
42	42	signatures collected for petitions; dire cting the
43	43	Secretary of State to design a website for collection
44	44	of signatures; directing for petition to appear above
45	45	place for signature; requiring signers read and
46	46	acknowledge warning; and providing an effective date.

52	52	BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:
53	53	SECTION 1. AMENDATORY 34 O.S. 2021, Section 3, is
54	54	amended to read as follows:
55	55	Section 3. A. Each initiative petition and each referendum
56	56	petition shall be duplicated for the securing of signatures. The
57	57	Secretary of State shall design a form, subject to change, for
58	58	signatures that shall be used by proponents of initiatives or
59	59	referendums when collecting signatures, and each sheet for
60	60	signatures shall be attached to a copy of the petition. Each copy
61	61	of the petition and sheets for signatures is hereinafter termed a
62	62	pamphlet. On the outer page of each pamphlet shall be printed the
63	63	word "Warning", and underneath this in ten -point type the words, "It

90	90	is a felony for anyone to sign an initiative or refere ndum petition
91	91	with any name other than his or her own, or knowingly to sign his or
92	92	her name more than once for the measure, or to sign such petition
93	93	when he or she is not a legal voter. " A simple statement of the
94	94	gist of the proposition shall be printed o n the top margin of each
95	95	signature sheet.
96	96	B. The Secretary of State shall des ign a website, subject to
97	97	change, for the electronic collection of signatures to be used by
98	98	proponents of initiatives or referendums. Above the place for
99	99	electronic signature sh all be a copy of the petition. Before
100	100	providing an electronic signature, signers shall have to read
101	101	through a page that lists "Warning", and underneath this in ten -
102	102	point type the words, "It is a felony for anyone to sign an
103	103	initiative or referendum petiti on with any name other than his or
104	104	her own, or knowingly to sign his or her na me more than once for the
105	105	measure, or to sign such petition when he or she is not a legal
106	106	voter." Signers shall click a check box certifying they have read
107	107	and understood the wa rning.
108	108	SECTION 2. This act shall become effective November 1, 2025.
