5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
6060 last amended by Section 1, Chapter 384, O.S.L. 2024 (70 O.S. Supp.
6161 2024, Section 11-103.6), is amended to read as follows:
6262 Section 11-103.6. A. 1. The State Board of Education shall
6363 adopt subject matter standards for instruction of students in the
6464 public schools of this state that are necessary to ensure there is
6565 attainment of desired levels of competencies in a variety of areas

9494 2. School districts shall develop and implement curriculum,
9595 courses and instruction in order to ensure that students meet the
9696 skills and competencies as se t forth in this section and in the
9797 subject matter standards adopted by the Sta te Board of Education.
9898 3. All students shall gain literacy at the elementary and
9999 secondary levels. Students shall develop skills in reading,
100100 writing, speaking, computing, and c ritical thinking. For purposes
101101 of this section, critical thinking means a manner of analytical
102102 thinking which is logical and uses linear factual analysis to reach
103103 a conclusion. They shall learn about cultures and environments -
104104 their own and those of oth ers with whom they share the earth. All
105105 students shall receive the instructio n needed to lead healthy and
106106 physically active lifestyles. Students, therefore, shall study
107107 social studies, literature, languages, the arts, health,
108108 mathematics, and science. S uch curricula shall provide for the
109109 teaching of a hands-on career exploration program in cooperation
110110 with technology center schools.
111111 4. The subject matter standards shall be designed to teach the
112112 competencies for which students shall be tested as provided in
113113 Section 1210.508 of this title and shall be designed to prepare all
114114 students for active citizenship, employment, and/or successful

142142 coursework at the postsecondary level.
143143 5. The subject matter standards shall be designed with rigor as
144144 defined in paragraph 6 of subsection F H of this section.
145145 6. The subject matter standards for English Language Arts shall
146146 give Classic Literature and nonfiction literature equal
147147 consideration to other lit erature. In addition, emphasis shall be
148148 given to the study of complete works of literature.
149149 7. At a minimum, the subject matter standards for mathematics
150150 shall require mastery of the standard algorithms in mathematics,
151151 which is the most logical, efficien t way of solving a problem that
152152 consistently works, and for students to attain fluency in Euclidian
153153 geometry.
154154 8. The subject matter standards for history, social studies,
155155 and United States Government shall include the content of the United
156156 States naturalization test, with an emphasis on the specific content
157157 of the test and the idea s and concepts it references. The United
158158 States naturalization test shall be made available in physical and
159159 electronic online formats as an optional assessment tool for
160160 teachers.
161161 9. The subject matter standards for United States Government
162162 shall include an emphasis on civics. For the purposes of this
163163 section, "civics" means the study of the rights and duties of

192192 10. The subject matter standards for health and physical
193193 education shall include but not be limited to the domains of
194194 physical, emotional, social, and intellectual health. Health
195195 literacy shall include the ability to obtain, process, and
196196 understand basic health information and services needed to make
197197 appropriate health decisions. Health shall also include the
198198 importance of proper nutrition and exercise, mental health and
199199 wellness, substance abuse, coping skills for understanding and
200200 managing trauma, establishing and maintaining positive
201201 relationships, and responsible decision making. Physical literacy
202202 shall include the ability to move with competence and confidence in
203203 a wide variety of physical activities in multiple environments that
204204 benefit the healthy development of the whole person.
205205 B. Subject to the provisions of subsection C or subsection D of
206206 this section, in order to graduate from a public high school
207207 accredited by the State Board of Education with a standard diploma,
208208 students enrolled in gra des eight through twelve in the 2024 -2025
209209 school year shall complete the follo wing college preparatory/work
210210 ready curriculum units or sets of competencies at the secondary

289289 technology center school including computer programming, hardware,
290290 and business computer applications, such as word proc essing,
291291 databases, spreadsheets, and graphics, excluding keyboarding or
292292 typing courses;
293293 6. One additional unit or set of competencies selected from
294294 paragraphs 1 through 5 of this subsection or career and technology
295295 education courses, concurrently enrolled courses, advanced placement
296296 courses, or International Baccalaureate courses a pproved for college
297297 admission requirements; and
298298 7. One unit or set of competencies of fine arts, such as music,
299299 art, or drama, or one unit or set of competencies of speech.
300300 C. In lieu of the requirements of subsection B or subsection D
301301 of this section which requires a college preparatory/work ready
302302 curriculum, a student enrolled in grades eight through twelve in the
303303 2024-2025 school year may enroll in the core curriculum as prov ided
304304 in this subsection upon written approval of the parent or legal
305305 guardian of the student. For students under the age of eighteen
306306 (18) school districts shall require a parent or legal guardian of
307307 the student to meet with a designee of the school prior to
308308 enrollment in the core curriculum. The State Department of
309309 Education shall develop and distribute to school districts a form
310310 suitable for this purpose, which shall include information on the

338338 ready curriculum as provided for in subsection B of this section.
339339 In order to graduate from a public high school accredited by the
340340 State Board of Education with a standard diploma, students enrolled
341341 in grades eight through twelve in the 2024 -2025 school year shall
342342 complete the following core curriculum units or sets of competencies
343343 at the secondary level:
344344 1. Language Arts – 4 units or sets of competencies to consist
345345 of 1 unit or set of competencies of grammar and composition, and 3
346346 units or sets of comp etencies which may include, but are not limited
347347 to, the following courses:
348348 a. American Literature,
349349 b. English Literature,
350350 c. World Literature,
351351 d. Advanced English Courses, or
352352 e. other English courses with content and/or rigor equal
353353 to or above grammar and composition;
354354 2. Mathematics – 3 units or sets of competencies to consist of
355355 1 unit or set of competencies of Algebra I or Algebra I taught in a
356356 contextual methodology, and 2 units or sets of competencies which
357357 may include, but are not limited to, the foll owing courses:
358358 a. Algebra II,
359359 b. Geometry or Geometry taught in a contextual

405405 (STEM) block course meeting the requirements for
406406 course competencies listed in paragraph 2 of
407407 subsection B of this section, whether taught at
408408 a:

598598 D. Beginning with the 2024 -2025 school year, students whose
599599 parent or legal guardian approve modification of the existing
600600 graduation track as outlined in subsections B a nd C of this section,
601601 subject to school approval, may complete a minimum of twenty -three
602602 (23) curriculum units or sets of competencies at the secondary level
603603 as listed below; and students entering the eighth grade in the 2025 -
604604 2026 school year, in order to graduate from a public high school
605605 accredited by the State Board of Education with a standard diploma,
606606 students shall complete a minimum of the following twenty -three (23)
607607 curriculum units or sets of competencies at the secondary level:

685685 5. Six pathway units or sets of competencies approved at the
686686 discretion of the school district board of education which align
687687 with each student's Individual Career and Academic Plan (ICAP) and
688688 may include, but are not limited to, any additional units or sets of
689689 competencies as provided in paragraphs 1 through 4 of this
690690 subsection, world or non -English language, computer technology,
691691 Junior Reserve Officers ' Training Corps (JROTC), internship or
692692 apprenticeship programs, career and technology education courses,
693693 concurrently enrolled courses, advanced placement courses,
694694 International Baccalaureate courses approved for college admission
695695 requirements, music, art, drama, speech, dance, media arts, or other
696696 approved courses; and
697697 6. Three units or sets of competencies of electi ve courses
698698 approved by the school district board of education.
699699 E. A school district shall determine the specific description
700700 of the locally approved math and science based application courses
701701 allowed pursuant to paragraphs 2 and 3 of subsection D of this
702702 section. Formal notification with the specific course description
703703 shall be provided to the State Department of Education prior to July
704704 1 of each school year. The notification shall include what courses
705705 will be coded as locally approved math and science b ased application
706706 courses for the ensuing school year.

733733 F. 1. In addition to t he curriculum requirements of subsection
734734 B, C, or D of this section, in order to graduate from a public high
735735 school accredited by the State Board of Education students shall
736736 complete the requirements for a personal financial literacy passport
737737 as set forth in the Passport to Financial Literacy Act and any
738738 additional course requirements or recommended elective courses as
739739 may be established by the State Board of Education and the dis trict
740740 school board. School districts shall strongly encourage students to
741741 complete two units or sets of competencies of world languages and
742742 two units or sets of competencies of physical and health education.
743743 2. No student shall receive credit for high sc hool graduation
744744 more than once for completion of the same unit or set of
745745 competencies to satisfy the curriculum requirements of this section.
746746 3. A school district shall not be required to offer every
747747 course listed in subsections B, C, and D of this sectio n but shall
748748 offer sufficient courses to allow a student to meet the graduation
749749 requirements during the secondary grade years of the student.
750750 G. 1. In addition to the curriculum requirements of
751751 subsections B, C, or D of this section, in order to graduate from a
752752 public high school accredited by the State Board of Education,
753753 students, beginning with students entering the eighth grade in the
754754 2026-2027 school year, shall earn one unit of Department of
755755 Education approved computer science or one unit of an indus try
756756 aligned Career and Technical Education course which provides

784784 by the State Board of Education to meet this requirement.
785785 2. The required computer science unit described in this
786786 subsection may be used to meet one unit of the requirements as
787787 provided for in paragraph 5 of subsection B, paragraphs 2, 3, or 6
788788 of subsection C, or paragraph 2 of subsection D of this section.
789789 H. For purposes of this section:
790790 1. "Contextual methodology " means academic content and skills
791791 taught by utilizing real -world problems and project s in a way that
792792 helps students understand the application of that knowledge;
793793 2. "Locally approved" means approved by the local school
794794 district board of education;
795795 3. "Math based application course " means a course that teaches
796796 math content within a real -world application;
797797 4. "Pathway unit" means a course taken by a high school student
798798 that is aligned with the student 's current Individualized Career and
799799 Academic Plan (ICAP);
800800 5. "Qualified agricultural education courses " means courses
801801 that have been determ ined by the State Board of Education to offer
802802 the sets of competencies for one or more science content areas and
803803 which correspond to academic science courses. Qualified
804804 agricultural education courses shall include, but are not limited
805805 to, horticulture, plant and soil science, natural resources and
806806 environmental science, and animal science. The courses shall be

836836 6. "Rigor" means a level of difficulty that is thorough,
837837 exhaustive and accurate and is appropriate for the grade level;
838838 7. "Science based application course " means a course that
839839 teaches science content within a real -world application;
840840 8. "Sets of competencies " means instruction in those skills and
841841 competencies that are specified in the subject matter standards
842842 adopted by the State Board of Education and other skills and
843843 competencies adopted by the Board, without regard to specified
844844 instructional time; and
845845 9. "Unit" means a Carnegie Unit as defined by the North Central
846846 Association's Commission on Schools.
847847 H. I. 1. The State Board of Education, State Board of Career
848848 and Technology Education, and State Regents for Higher Education
849849 shall adopt a joint plan and electronically submit it to the Speaker
850850 of the Oklahoma House of Representatives and the President Pro
851851 Tempore of the Oklahoma State Senate by January 1, 2025, to ensure
852852 that rigor is maintained in the content, teaching methodology, level
853853 of expectations for student achievement, and application of learning
854854 in all the courses taught to meet the graduation requirements
855855 specified in subsection D of this section.

882882 2. The State Board of Education shall allow as much flexibility
883883 at the district level as is possible without diminishing the rigor
884884 or undermining the intent of providing these courses. To accomplish
885885 this purpose, the State Department of Education shall work with
886886 school districts in reviewing and approving courses taught by
887887 districts that are not sp ecifically listed in subsections B, C, and
888888 D of this section. Options may include, but shall not be limited
889889 to, courses taken by concurrent enrollment, advanced placement, or
890890 correspondence, or courses bearing different titles.
891891 3. Technology center school districts may offer programs
892892 designed in cooperation with institutions of higher education.
893893 Students in the tenth grade may be allowed to attend these programs
894894 for up to one-half (1/2) of a school day and credit for the units or
895895 sets of competencies req uired in paragraphs 2, 3, and 6 of
896896 subsection B or C and paragraphs 2 and 3 of subsection D of this
897897 section shall be given if the courses are taught by a teacher
898898 certified in the secondary subject area; provided, credit for units
899899 or sets of competencies pursuant to subsection B of this section
900900 shall be approved for college admission requirements.
901901 4. If a student enrolls in a concurrent course, the school
902902 district shall not be res ponsible for any costs incurred for that
903903 course, unless the school district do es not offer enough course
904904 selection during the student 's secondary grade years to allow the
905905 student to receive the courses needed to meet the graduation

932932 requirements of this sec tion. If the school district does not offer
933933 the necessary course selection during the student 's secondary grade
934934 years, it shall be responsible for the cost of resident tuition at
935935 an institution in The Oklahoma State System of Higher Education,
936936 fees, and books for the concurrent enrollment course, and providing
937937 for transportation to and from the institution to the school site.
938938 It is the intent of the Legislature that for students enrolled
939939 in a concurrent enrollment course which is paid for by the school
940940 district pursuant to this paragraph, the institution charge only the
941941 supplementary and special service fees that are directly related to
942942 the concurrent enrollment course and enrollment procedures for that
943943 student. It is further the intent of the Legislature that fees for
944944 student activities and student service facilities including the
945945 student health care and cultural and recreational service fees not
946946 be charged to such students.
947947 5. Credit for the units or sets of competencies required in
948948 subsection B, C, or D of this section shall be given when such units
949949 or sets of competencies are taken prior to ninth grade if the
950950 teachers are certified or authorized to teach the subjects for high
951951 school credit and the required rigor is maintained.
952952 6. The units or sets of c ompetencies in mathematics required in
953953 subsection B, C, or D of this section m ay be completed at any time
954954 during the eighth through twelfth grades. If a student completes
955955 any required courses or sets of competencies in mathematics prior to

987987 7. All units or sets of competencies required for graduation
988988 may be taken in any sequence recommended by the school district.
989989 I. J. As a condition of receiving accreditation from the State
990990 Board of Education, all students in grades nine thro ugh twelve shall
991991 enroll in a minimum of six periods, or the equivalent in block
992992 scheduling or other scheduling structure that allows for instruction
993993 in sets of competencies, of rigorous academic and/or rigorous
994994 vocational courses each day, which may includ e arts, vocal and
995995 instrumental music, speech classes, and physical education c lasses.
996996 J. K. 1. Academic and vocational -technical courses designed to
997997 offer sets of competencies integrated or embedded within the course
998998 that provide for the teaching and lea rning of the appropriate skills
999999 and knowledge in the subject matter standards, as adopted by the
10001000 State Board of Education, may upon approval of the Board, in
10011001 consultation with the Oklahoma Department of Career and Technology
10021002 Education if the courses are of fered at a technology center school
10031003 district, be counted for academic credit a nd toward meeting the
10041004 graduation requirements of this section.

10381038 3. Internet-based courses or vocati onal-technical courses
10391039 utilizing integrated or embedded skills for which no subject matter
10401040 standards have been adopted by the State Board of Education may be
10411041 approved by the Boar d, in consultation with the Oklahoma Department
10421042 of Career and Technology Education if the courses are offered by a
10431043 technology center school district, if such courses incorporate
10441044 standards of nationally recognized professional organizations and
10451045 are taught by certified teachers.
10461046 4. Courses offered by a supplemental education organiza tion
10471047 that is accredited by a national accrediting body and that are
10481048 taught by a certified teacher and provide for the teaching and
10491049 learning of the appropriate skills and knowledg e in the subject
10501050 matter standards may, upon approval of the State Board of Education
10511051 and the school district board of education, be counted for academic
10521052 credit and toward meeting the graduation requirements of this
10531053 section.

10801080 K. L. The State Board of Educat ion shall provide an option for
10811081 high school graduation based upon attainment o f the desired levels
10821082 of competencies as required in tests pursuant to the provisions of
10831083 Section 1210.508 of this title. Such option shall be in lieu of the
10841084 amount of course cred its earned.
10851085 L. M. The State Board of Education shall prescribe, adopt and
10861086 approve a promotion system based on the attainment by students of
10871087 specified levels of competencies in each area of the core
10881088 curriculum.
10891089 M. N. Children who have individualized educa tion programs
10901090 pursuant to the Individuals with Disabilities Education Act (IDE A),
10911091 and who satisfy the graduation requirements through the
10921092 individualized education program for that student shall be awarded a
10931093 standard diploma.
10941094 N. O. Any student who complete s the curriculum requirements of
10951095 the International Baccalaureate Diploma Program shall be awarded a
10961096 standard diploma.
10971097 O. P. Any student who successfully completes an advanced
10981098 mathematics or science course offered pursuant to Section 1210.404
10991099 of this title shall be granted academic credit toward meeting the
11001100 graduation requirements p ursuant to paragraph 2 or 3, as
11011101 appropriate, of subsection B, C, or D of this section.
11021102 P. Q. For purposes of this section, the courses approved for
11031103 college admission requirement s shall be courses which are approved

11321132 Q. R. Students who have been denied a standard diploma by the
11331133 school district in which the student is or was enrolled for failing
11341134 to meet the requirements of this section may re-enroll in the school
11351135 district that denied the student a standard diploma following the
11361136 denial of a standard diploma. The student shall be provided
11371137 remediation or intervention and the opportunity to complete the
11381138 curriculum units or sets of competencies required by this section to
11391139 obtain a standard diploma. Students who re -enroll in the school
11401140 district to meet the graduation requirements of this section shall
11411141 be exempt from the hourly instructional requirements of Section 1 -
11421142 111 of this title and the six-period enrollment requirements of this
11431143 section.
11441144 S. The State Department of Education shall promulgate rules to
11451145 reflect that all levels and grades of the Oklahom a Academic
11461146 Standards for Computer Science shall include instruction on the
11471147 fundamental concepts of emerging computer science technologies such
11481148 as artificial intelligence (AI), including an understanding of what
11491149 AI is and how it works.
11501150 SECTION 2. This act shall become effective July 1, 2025.
11511151 SECTION 3. It being immediately necessary for the preservation
11521152 of the public peace, health or safety, an emergency is hereby
