47	47	for codification; and p roviding an effective date .

54	54	BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA:
55	55	SECTION 1. NEW LAW A new section of law to be codified
56	56	in the Oklahoma Statutes as Section 9-101 of Title 37A, unless there
57	57	is created a duplication in numbering, reads as follows:
58	58	A. There is hereby created the Task Force for the Study of
59	59	Oklahoma Alcoholic Beverage Laws.
60	60	B. The task force shall consist of thirteen (13) members who
61	61	own a business that holds an Alcoholic Beverages Laws En forcement
62	62	Commission license as follows:
63	63	1. Three members to be appointed by the Governor;

90	90	2. Five members to be appointed by the Speaker of the Oklahoma
91	91	House of Representatives; and
92	92	3. Five members to be appointed by the President Pro Tempore of
93	93	the Oklahoma State Senate.
94	94	C. The task force shall conduct an organizational meeting not
95	95	later than one hundred and twenty (120) days after the sine die
96	96	adjournment of the 1st Regular Session of the 60th Oklahoma
97	97	Legislature.
98	98	D. The task force shall be author ized to meet as often as
99	99	required in order to perform the duties imposed upon the task force
100	100	by law.
101	101	E. The chair of the task force shall be elected by the members
102	102	of the task force. A simple majority of the members of the task
103	103	force shall constitute a q uorum for purposes of any action taken by
104	104	the task force
105	105	F. 1. The task force shall conduct a study of Oklahoma
106	106	alcoholic beverage laws. The task force shall look at the
107	107	feasibility of and make recommendations for the following :
108	108	a. lowering fines and fe es set by statute and by the
109	109	Alcoholic Beverage Laws Enforcement Commission ;
110	110	b. reduce unnecessary state regulations in the alcoholic
111	111	beverage industry;

138	138	c. removing requirements that a holder of a license
139	139	issued by the Alcoholic Beverage Laws Enforcement
140	140	Commission must use one distributor ;
141	141	d. allowing a holder of a license issued by the Alcoholic
142	142	Beverage Laws Enforcement Commission to choose
143	143	distributors;
144	144	e. prohibiting distributors from monopolizing one brand
145	145	or control or force a holder of a license iss ued by
146	146	the Alcoholic Beverage Laws Enforcement Commission to
147	147	solely use that distributor by controlling one brand
148	148	of product; and
149	149	f. allowing a holder of a license issued by the Alcoholic
150	150	Beverage Laws Enforcement Commission to maintain and
151	151	store records off license premises at a separate
152	152	location.
153	153	2. The task force shall produce a final report containing a
154	154	summary of its findings and recommendations with respect to such
155	155	issues. The final report, if approved by the task force, shall be
156	156	submitted to the Governor, the Speaker of the Oklahoma House of
157	157	Representatives and the President Pro Tempore of the Oklahoma State
158	158	Senate not later than December 31, 20 25.
159	159	G. Travel reimbursement shall be the responsibility of the
160	160	appointing authority.

187	187	H. Staff assistance for the task force shall be provided by the
188	188	Oklahoma House of Representatives and the Oklahoma State Senate. To
189	189	the extent practical, the Alcoholic Beverages Laws Enforcement
190	190	Commission having information that would be helpful to the task
191	191	force shall provide such assistance and information to the task
192	192	force as may be required.
193	193	I. The task force shall be subject to the provisions of the
194	194	Oklahoma Open Meeting Act and the Oklahoma Open Records Act.
195	195	J. The task force shall cease to have any authority to tak e any
196	196	official action after January 31, 2025, and shall be dissolved by
197	197	operation of law on January 1, 2026.
198	198	SECTION 2. This act shall become effective October 1, 2025.
