86 | 107 | | SECTION 2. NEW LAW A new section of law to be codified |

92 | 113 | | of conducting a technical and legal feasibility study on pr omoting |
---|
93 | 114 | | nuclear energy generation in this state. This engagement shall be |
---|
94 | 115 | | exempt from the state procurement process and shall follow the |
---|
95 | 116 | | Corporation Commission's process to retain expert witnesses on |
---|
96 | 117 | | behalf of the Commission to ensure the ability to timel y conduct the |
---|
97 | 118 | | study and complete the requirements of this section. |
---|
98 | 119 | | B. The consulting firm shall be well -established in the nuclear |
---|
99 | 120 | | energy industry. |
---|
100 | 121 | | C. The feasibility study shall consider the following: |
---|
101 | 122 | | 1. The advantages and disadvantages of nuclear ene rgy |
---|
102 | 123 | | generation in this state, including, but not limited to, the |
---|
103 | 124 | | economic and environmental impact; |
---|
135 | 157 | | a. design characteristics and evaluation, including |
---|
136 | 158 | | specific recommendations of optimal designs based on |
---|
137 | 159 | | site characteristics and possible industrial uses, |
---|
138 | 160 | | b. environmental and ecologica l impacts, |
---|
139 | 161 | | c. land and siting criteria, including specific areas |
---|
140 | 162 | | that are best suited for new nuclear energy generation |
---|
141 | 163 | | based on the land and siting criteria, as well as |
---|
142 | 164 | | cities near military bases that may use nuclear |
---|
143 | 165 | | electric generation to meet the milita ry resiliency |
---|
144 | 166 | | requirements of 10 U.S.C., Section 2920, |
---|
145 | 167 | | d. safety criteria, |
---|
146 | 168 | | e. engineering and cost -related criteria, and |
---|
147 | 169 | | f. small modular nuclear reactor and microreactor |
---|
148 | 170 | | capability; |
---|
149 | 171 | | 4. Socioeconomic assessment and impact analysis, including, but |
---|
150 | 172 | | not limited to, the following: |
---|
151 | 173 | | a. workforce education, training, and development, |
---|
152 | 174 | | b. local and state tax base, |
---|
153 | 175 | | c. supply chains, and |
---|
184 | 207 | | 6. Literature review of studies that have assessed the |
---|
185 | 208 | | potential impact of nuclear energy generation; and |
---|
186 | 209 | | 7. Assessment and recommendation of current and future policies |
---|
187 | 210 | | that may be needed to suppor t or accelerate the adoption of nuclear |
---|
188 | 211 | | energy generation or may improve its cost -effectiveness, including a |
---|
189 | 212 | | survey of federal programs and other methods that could financially |
---|
190 | 213 | | assist a nuclear project in the state. |
---|
191 | 214 | | D. The Oklahoma Corporation Commission, state public utilities, |
---|
192 | 215 | | cooperatives, and municipally owned utilities shall cooperate in |
---|
193 | 216 | | providing information relevant to the feasibility study, as needed, |
---|
194 | 217 | | subject to notifications to stakeholders and reasonable safeguards |
---|
195 | 218 | | to protect confidential informa tion from being made public. |
---|
196 | 219 | | E. Not later than nine (9) months after the effective date of |
---|
197 | 220 | | this act, the Oklahoma Corporation Commission shall deliver a |
---|
198 | 221 | | written report on the feasibility study to the Governor, and the |
---|
199 | 222 | | President Pro Tempore of the Oklahoma State Senate and the Speaker |
---|
200 | 223 | | of the Oklahoma House of Representatives who shall forward the |
---|
201 | 224 | | report to the appropriate committees. |

241 | 265 | | the consulting firm to reduce the cost of gathering information for |
---|
242 | 266 | | the purpose of the study and report. |
---|
243 | 267 | | SECTION 4. It being immediately necessary for the preservation |
---|
244 | 268 | | of the public peace, health or safety, an emergency is hereby |
---|
245 | 269 | | declared to exist, by reason whereof this act shall take effect and |
---|
246 | 270 | | be in full force from and after its passage and approval. |
