5261 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5362 SECTION 1. NEW LAW A new section of law to be codified
5463 in the Oklahoma Statutes as Section 4019.1 of Title 69, unless there
5564 is created a duplication in numbering, reads as follows:
5665 A. The Oklahoma Department of Transportation shall require a
5766 post-installation inspection for any storm pipe that does not pass a
5867 structural dead load test prior to installation.
59-B. The post-installation inspection shall be co nducted by a
60-qualified engineer or inspector approved by the Department to ensure
61-compliance with industry standards, including, but not limited to:
62-1. Structural integrity under expected loads;
63-2. Proper bedding and backfill placement;

95+B. The post-installation inspection shall be conducted by a
96+qualified engineer or inspector approved by the Department to ensure
97+compliance with industry standards, including, but not limited to:
98+1. Structural integrity under expected loads;
99+2. Proper bedding and backfill placement;
90100 3. Joint integrity and alignment; and
91101 4. Absence of significant defects such as cracks, deformations,
92102 or separations.
93103 C. The contractor shall bear the cost of the post -installation
94104 inspection and any corrective measures required to meet the
95105 Department’s standards. If a storm pipe fails the po st-installation
96106 inspection, the contractor shall take corrective action, wh ich may
97107 include removal and replacement, reinforcement, or other remediation
98108 as directed by the Department.
99109 D. The Oklahoma Department of Transportation shall promulgate
100110 rules necessary to implement and enforce the provisions of this
101111 section, including, b ut not limited to, specifications for
102112 inspections, testing protocols, and qualifications for inspectors.
103113 SECTION 2. This act shall become effective November 1, 2025 .
