4049 An Act relating to schools; providing an option for
4150 public schools to report the departure of certain
4251 students; requiring State Department of Education to
4352 create a reporting portal; requiring portal to be
4453 available online for public school administrators;
4554 amending 70 O.S. 2021, Section 35e, which relates to
4655 school dropout reports; clarifying language;

4857 school dropout; providing for codification; providing
4958 an effective date; and declaring an emergency.

5463 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5564 SECTION 1. NEW LAW A new section of law to be codified
5665 in the Oklahoma Statutes as Section 24 -162 of Title 70, unless there
5766 is created a duplication in numbering, reads as follows:
5867 A. When a student leaves a public school to attend a private or
5968 other school, or to be educated by other means, the public school
60-administrator shall have the opt ion to report the student's
61-departure has occurred.
62-B. The State Department of Educa tion shall create a portal on
63-its website for public school administrators to report the
64-departures described in subsection A of this section.

98+B. The State Department of Education shall cre ate a portal on
99+its website for public school administrators to report the
100+departures described in subsection A of this section.
91101 SECTION 2. AMENDATORY 70 O.S. 2021, Section 35e, is
92102 amended to read as follows:
93103 Section 35e. A. It shall be the duty of the superintendent,
94104 principal or head teacher of each public or private middle, junior
95105 high and high school accredited by the State Department of Education
96106 in the State of Oklahoma to no tify the Department annually as
97107 scheduled by the Department of the name, address, race and age of
98108 any pupil dropping out from the school during the preceding year.
99109 The report shall be made on forms prescribed and furnished by the
100110 Department.
101111 B. The State Board of Education shall cause these statistics of
102112 school dropouts to be tabulated by grade and school district.
103113 Information of school dropouts shall be made available to the
104114 Oklahoma Department of Career and Technology Education, the Bureau
105115 of Indian Affairs, the Military Department of the State of Ok lahoma
106116 for use in the youth educational programs provided by the Department
107117 and the State Department of Health.
108118 C. The State Department of Education shall make an annual
109119 report to the Legislature prior to the convening of each regular
110-session thereof of information received and tabulated pursuant to
111-this section.
112-D. For the purposes of this section, "school dropout" means any
113-student who is under the age of nineteen (19) and has not graduated
114-from high school and is not attending any public or private school

149+D. For the purposes of this section, "school dropout" means any
150+student who is under the age of nineteen (19) and has not graduated
151+from high school and is not attending any public or private sch ool
141152 or is not otherwise receiving an education pursuant to law for the
142153 full term the schools of the school district in which the student
143154 resides are in session. School dropouts shall not include students
144155 whose departures have been reported in accordance w ith Section 1 of
145156 this act.
146157 SECTION 3. This act shall become effective July 1, 2025.
147158 SECTION 4. It being immediately necessary for the preservation
148159 of the public peace, healt h or safety, an emergency is hereby
149160 declared to exist, by reason whereof this act shall take effect and
150161 be in full force from and after its passage and approval.
