43	38		An Act relating to animals; amending 4 O.S. 2021,
44	39		Section 30.8, which relates to animal shelter
45	40		operators and commercial pet breeders; changing

48	43		Department of Agriculture, Food , and Forestry prior
49	44		to their current license expiring; providing for
50	45		online renewals; providing timeline for implementing
51	46		online renewals; and providing an effective date.

57	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
58	53		SECTION 1. AMENDATORY 4 O.S. 2021, Section 30.8, is
59	54		amended to read as follows:
60	55		Section 30.8. A. An animal shelter operator or commerc ial pet
61	56		breeder who is not in violation of the Commercial Pet Breeders and
62	57		Animal Shelter Licensing Act or any rule adopted under the
63	58		Commercial Pet Breeders and Animal Shelter Licensing Act may renew
64	59		the license of the person by:
	60	+	1. Submitting a renewal application to the Oklahoma Depart ment
	61	+	of Agriculture, Food , and Forestry on the form prescribed by the
	62	+	Department;

92		-	1. Submitting a renewal application to the Oklahoma Depart ment
93		-	of Agriculture, Food , and Forestry on the form prescribed by the
94		-	Department;
95	89		2. Complying with any other renewal requirements adopted by the
96	90		Department; and
97	91		3. Paying the required fee.
98	92		B. Any person who fails to ap ply for a renewal in a manner
99	93		prescribed by the Department, and whose license has expired, may not
100	94		engage in activities that require a license until the license has
101	95		been renewed.
102	96		C. Not later than sixty (60) ninety (90) days before the
103	97		expiration of the license, the Department shall send written notice
104	98		of the impending license expiration to the animal shelter operator
105	99		or commercial pet breeder at the last -known address according to the
106	100		records of the Department.
107	101		D. The Department shall provide an online l icense renewal and
108	102		payment option by January 1, 2026.
109	103		SECTION 2. This act shall become effective November 1, 2025.
