56	56	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	57	SECTION 1. NEW LAW A new section of law to be codified
58	58	in the Oklahoma Statutes as Section 3235 of Title 70, unless there
59	59	is created a duplication in numbering, reads as follows:
60	60	A. There is hereby created in the State Treasury a revolving
61	61	fund for the Oklahoma State Regents for Higher Education to be
62	62	designated the "Tinnitus Research Grant Program Revolving Fund ".
63	63	The fund shall be a continuing fund, not subject to fiscal year
64	64	limitations, and shall consist of monies appropriated by the
65	65	Legislature and private dollars given to the Oklahoma State Regents

92	92	for Higher Education for the purpose of supporting the tinnitus
93	93	research grant program. All monies accruing to the credit of the
94	94	fund are hereby appropriated and may be budgeted and expended by the
95	95	Oklahoma State Regents for Higher Education for the purpose of
96	96	running and distributing the tinnitus research grant program
97	97	described in subsection B of this section. Expenditures from the
98	98	fund shall be made on warrants issued by the State Treasurer against
99	99	claims filed by the Oklahoma State Regents fo r Higher Education with
100	100	the Director of the Office of Management and Enterprise Services for
101	101	approval and payment.
102	102	B. Contingent upon the amount of funds available in the
103	103	Tinnitus Research Grant Program Revolving Fund, the Oklahoma State
104	104	Regents for Higher Education shall award one or more grants annually
105	105	to private and public univ ersities in Oklahoma. The grants shall be
106	106	used to research and find a cure for tinnitus. The Oklahoma State
107	107	Regents for Higher Education shall determine the criteria for and
108	108	establish a process for the submission of grant applications. The
109	109	applications shall be considered on a statewide competitive basis.
110	110	The Oklahoma State Regents for Higher Education shall promulgate
111	111	rules for the implementation of the grants issued pursuant to this
112	112	section.
113	113	SECTION 2. This act shall become effective November 1, 2025.
