5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law to be codified
5858 in the Oklahoma Statutes as Section 3235 of Title 70, unless there
5959 is created a duplication in numbering, reads as follows:
6060 A. There is hereby created in the State Treasury a revolving
6161 fund for the Oklahoma State Regents for Higher Education to be
6262 designated the "Tinnitus Research Grant Program Revolving Fund ".
6363 The fund shall be a continuing fund, not subject to fiscal year
6464 limitations, and shall consist of monies appropriated by the
6565 Legislature and private dollars given to the Oklahoma State Regents

9292 for Higher Education for the purpose of supporting the tinnitus
9393 research grant program. All monies accruing to the credit of the
9494 fund are hereby appropriated and may be budgeted and expended by the
9595 Oklahoma State Regents for Higher Education for the purpose of
9696 running and distributing the tinnitus research grant program
9797 described in subsection B of this section. Expenditures from the
9898 fund shall be made on warrants issued by the State Treasurer against
9999 claims filed by the Oklahoma State Regents fo r Higher Education with
100100 the Director of the Office of Management and Enterprise Services for
101101 approval and payment.
102102 B. Contingent upon the amount of funds available in the
103103 Tinnitus Research Grant Program Revolving Fund, the Oklahoma State
104104 Regents for Higher Education shall award one or more grants annually
105105 to private and public univ ersities in Oklahoma. The grants shall be
106106 used to research and find a cure for tinnitus. The Oklahoma State
107107 Regents for Higher Education shall determine the criteria for and
108108 establish a process for the submission of grant applications. The
109109 applications shall be considered on a statewide competitive basis.
110110 The Oklahoma State Regents for Higher Education shall promulgate
111111 rules for the implementation of the grants issued pursuant to this
112112 section.
113113 SECTION 2. This act shall become effective November 1, 2025.
