6562 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6663 SECTION 1. NEW LAW A new section of law not to be
6764 codified in the Oklahoma Statutes reads as follows:
6865 This act shall be known and may be cited as "Rain's Law".

96-SECTION 2. NEW LAW A new section of law to be codified
97-in the Oklahoma Statutes as Section 1210.229 -8 of Title 70, unless
98-there is created a duplication in numbering, reads as follows:
9995 A. As part of the comprehensive, integrated curriculum for
10096 substance abuse programs provided in Section 1210.229 -5 of Title 70
10197 of the Oklahoma Statutes, each school district shall annually
10298 provide research-based instruction related to fentanyl abuse
10399 prevention and drug poisoning awareness to students in grades six
104100 through twelve.
105101 B. The instruction required by this section shal l include:
106102 1. Suicide prevention;
107103 2. Prevention of the abuse of and addiction to fentanyl;
108104 3. Awareness of local school and community resources and how to
109105 access those resources; and
110106 4. Health education that includes information about substance
111107 use and abuse of fentanyl, including youth substance use and abuse
112108 of fentanyl.
113109 C. The instruction required by this section may be provided by
114110 an organization or an employee or agent of an organization that is:
115111 1. A public or private institution of higher educa tion;
116112 2. A library;
117113 3. A community service organization;
118114 4. A religious organization;
119115 5. A local public health agency; or
116+6. An organization employing mental health professionals.
117+D. The State Department of Education shall identify and adopt

147-6. An organization employing mental health professionals.
148-D. The State Board of Education shall identify and adopt
149-curriculum standards for fentanyl awareness instruction that reflect
150145 the areas of instruction listed in subsection B of this section.
151146 The standards shall be incorporated into the appropriate health
152147 standards for grades six through twelve.
153148 E. The State Department of Education shall provide resources to
154149 assist schools and teachers in providing instruction on fentanyl
155150 awareness.
156151 F. Any school district that offers a health education class in
157152 grades six through twelve shall include fentanyl awareness
158153 curriculum in the drug awareness unit.
159154 G. To educate students about the dangers posed by fentanyl and
160155 the risks of fentanyl poisoning, including overdose, the Governor
161156 shall designate a week to be known as Fentanyl Poisoning Awareness
162157 Week in public schools. Fentanyl Po isoning Awareness Week shall be
163158 in correlation with National Red Ribbon Week. Fentanyl Poisoning
164159 Awareness Week may include age -appropriate instruction, including
165160 instruction on the prevention of the abuse of and addiction to
166161 fentanyl, as determined by ea ch school district.
167162 SECTION 3. This act shall become effective July 1, 2025.
168163 SECTION 4. It being immediately necessary for the preservation
169164 of the public peace, health or safety, an emergency is hereby
165+declared to exist, b y reason whereof this act shall take effect and
166+be in full force from and after its passage and approval.
