6562 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6663 SECTION 1. AMENDATORY 47 O.S. 2021, Sect ion 1135.3, as
6764 last amended by Section 85, Chapter 452, O.S.L. 2024 (47 O.S. Supp.
6865 2024, Section 1135.3), is amended to read as follows:

9995 for an organization, occupation, cause or other subje ct as provided

10197 Special license plates shall not be transferred to any other
10298 person but shall be removed from t he vehicle upon transfer of
10399 ownership and retained. The special license plate may then be used
104100 on another vehicle but only after such other vehicle has been
105101 registered for the current year.
106102 Special license plates shall be renewed each year by Service
107103 Oklahoma or a licensed operator, unless authorized by Service
108104 Oklahoma to be renewed for a period greater than one (1) year.
109105 Service Oklahoma shall notify by mail all persons issued special
110106 license plates. The notice shall contain all necessary information
111107 and shall contain instructions for the renewal procedure upon
112108 presentation to a licensed operator or Service Oklahoma. The
113109 license plates shall be issued on a staggered system.
114110 On and after January 1, 2022, if a special license plate is
115111 issued pursuant to this section, any registration fee required for
116112 such plate pursuant to this section and the fee required pursuant to
117113 Section 1132 of this title shall be remitted at the same time and
118114 subject to a single registration period. Service Oklahoma shall
119115 determine, by rule, a method for making required fee and
120116 registration period adjustments if a special license plate is
121117 obtained during a twelve -month period for which a registration fee

150145 The combination of fees in a single remittance shall not alter the
151146 apportionment otherwise provided for in this section.
152147 Service Oklahoma is hereby directed to develop and implement a
153148 system whereby licensed operators are permitted to accept
154149 applications for special license plates authorized under this
155150 section. The licensed operator shall confirm the applicant 's
156151 eligibility, if applicable, collect and deposit any amount
157152 specifically authorized by law, accept and process the necessary
158153 information directly into such sy stem and generate a receipt
159154 accordingly. For performance of these duties, licensed operators
160155 shall retain the fee provided in Se ction 1141.1 of this title for
161156 registration of a motor vehicle. The licensed operator fees for
162157 acceptance of applications and renewals shall be paid out of the
163158 Oklahoma Tax Commission Reimbursement Fund. Beginning January 1,
164159 2023, the licensed operator fees for acceptance of applications and
165160 renewals shall be paid out of the Service Oklahoma Reimbursement
166161 Fund.
167162 If fewer than one hundred of any type of special license plates
168163 authorized prior to January 1, 2004, are issued prior to January 1,
169164 2006, Service Oklahoma shall discontinue issuance and renewal of
170165 that type of special license plate. Any such authorized special
171166 license plate registrant shall be allowed to display the license
172167 plate upon the designated vehicle until the registration expiration

202196 Except as otherwise provided in law, for s pecial license plates
203197 authorized on or after July 1, 2004, no special license plates shall
204198 be developed or issued by Service Okla homa until Service Oklahoma
205199 receives one hundred (100) prepaid applications therefor. The
206200 prepaid applications must be receive d by Service Oklahoma within one
207201 hundred eighty (180) days of the effective date of the authorization
208202 or the authority to issue shall be null and void. In the event one
209203 hundred (100) prepaid applications are not received by Service
210204 Oklahoma within such pr escribed time period any payment so received
211205 shall be refunded accordingly.
212206 B. The special license plates provided by this secti on are as
213207 follows:
214208 1. Round and Square Dance License Plate - such plates shall be
215209 designed and issued to any person wishing to demonstrate support for
216210 round and square dancing;
217211 2. National Association for the Advancement of Colored People
218212 License Plate - such plates shall be designed, subject to the
219213 criteria to be presented to Service Oklahoma by the NAACP, and
220214 issued to any person wishing to demonstrate support for the NAACP;
221215 3. National Rifle Association License Plate - such plates shall
222216 be designed, subject to the criteria to be presented to Service

252245 4. Masonic Fraternity License Plate - such plates shall be
253246 designed and issued to any resident of this state who is a member of
254247 a Masonic Fraternity of Oklahoma. Such persons may apply for a
255248 Masonic Fraternity license plate for each vehicle with a rated
256249 carrying capacity of one (1) ton or less upon proof of a Masonic
257250 Fraternity membership or upon the presentment of an application for
258251 a Masonic Fraternity license plate authorized and approved by th e
259252 Grand Lodge of Oklahoma. The license plates shall be designed in
260253 consultation with the Masonic Fraternities of Oklahoma and shall
261254 contain the Masonic emblem;
262255 5. Shriners Hospitals for Children License Plate - such plates
263256 shall be designed to demonstrat e support for Shriners Hospitals for
264257 Children and shall be issued to any resident of this state who is a
265258 member of a Shriners Tem ple in Oklahoma. The license plate shall be
266259 designed in consultation with the Shriners Temples in Oklahoma and
267260 shall contain the Shriners emblem;
268261 6. Balloonists License Plate - such plates shall be designed
269262 and issued to any person wishing to demonstrate support for hot air
270263 ballooning in this state;
271264 7. Order of the Eastern Star License Plate - such plates shall
272265 be designed and issued to any resident of this state who is a member
273266 of an Order of the Eastern Star. Such persons may apply for an

310302 the Knights of Columbus. Such persons may apply for a Knights of
311303 Columbus license plate for each vehicle with a rated carrying
312304 capacity of one (1) ton or less upon proof of a Knights of Columbus
313305 membership or upon the presentment of an application for a Knights
314306 of Columbus license plate authorized and approved by the
315307 organization. The license plate shall be designed in consultation
316308 with the Knights of Columbus and shall contain the Knights of
317309 Columbus emblem;
318310 9. Jaycees License Plate - such plates shall be designed and
319311 issued to members of the Jaycees. Persons applying for such l icense
320312 plate must show proof of membership in the Jaycees. The license
321313 plates shall be designed in consultation with the Jaycees;
322314 10. Kiwanis International License Plate – such plates shall be
323315 designed and issued to members of Kiwanis International. Per sons
324316 applying for such license plate must show proof of membership in

354345 11. Certified Public Accountants License Plate - such plates
355346 shall be designed and issued to any resident of this state who is a
356347 Certified Public Accountant. Such persons may apply for a Certified
357348 Public Accountant license plate for each vehicle with a rated
358349 carrying capacity of one (1) ton or less upon proof of status as a
359350 Certified Public Accountant. The license plates shall be designed
360351 in consultation with the Oklahoma Society of Certified Public
361352 Accountants;
362353 12. Civil Emergency Management License Plate – such plates
363354 shall be designed and issued to persons wishing to demonstrate
364355 support for the state civil emergency management system. Persons
365356 applying for such license plate must show proof of official
366357 affiliation by presenting a nonexpired proof of employment,
367358 affiliation or retirement in the form of an identification card or
368359 letter on official letterhead from a municipal, county or state
369360 emergency management department head;
370361 13. Civilian Conservation Cor ps License Plate – such plates
371362 shall be designed, subject to criteria to be presented to Service
372363 Oklahoma, by the Civilian Cons ervation Corps Association, and issued
373364 to any person wishing to demonstrate support of the Civilian
374365 Conservation Corps;

402392 14. Rotarian License Plate – such plates shall be designed and
403393 issued to any resident of this state who is a member of a Rotary
404394 Club of Oklahoma. Such persons may apply for a Rotarian license
405395 plate for each vehicle with a rated carrying capacity of one (1) ton
406396 or less upon proof of a Rotary Club membership or upon the
407397 presentment of an application for a Rotarian license plate
408398 authorized and approved by a Rotary Club of Oklahoma. The license
409399 plates shall be designed in consultation with the five Rotarian
410400 District Governors and shall contain the Rotarian emblem;
411401 15. Benevolent and Protective Order of Elks License Plate –
412402 such plates shall be designed, subject to criteria to be presented
413403 to Service Oklahoma, by the Benevolent and Protective Order of Elks,
414404 and issued to any resident of this state who is a member of the
415405 Benevolent and Protective Order of Elks;
416406 16. Humane Society License Plat e – such plates shall be
417407 designed and issued to any person wishing to demonstrate support for
418408 the Humane Society of the United States. The plates shall be issued
419409 to any person in any combination of numbers and letters from one to
420410 a maximum of seven, as fo r personalized license plates. The plate
421411 shall contain the official Humane Society logo;
422412 17. Oklahoma Mustang Club License Plat e – such plates shall be
423413 designed, subject to criteria to be presented to Service Oklahoma,
424414 by the Oklahoma Mustang Club, and i ssued to any resident of this
425415 state who is a member of the Oklahoma Mustang Club. Such persons

460449 Clubs. Persons applying for such license plate must show proof of
461450 membership in AMBUCS. The license plates shall be designed in
462451 consultation with American Business Clubs;
463452 19. West Point 200th Anniversary License Plate – such plates
464453 shall be designed and issued to any person wishing to commemorate
465454 the Two Hundredth Anniversary of the founding of the United States
466455 Military Academy at West Point, New York. The license plates shall
467456 be designed in consultation with the West Point Society of Central
468457 Oklahoma;
469458 20. Oklahoma Aquarium License Plate - such plates shall be
470459 designed and issued to persons wishing to demonstrate support for
471460 the Oklahoma Aquarium. The license plates shall be designed in
472461 consultation with the Oklahoma Aquarium. Subject to the provisions
473462 of subsection A of this section, the Oklahoma Aquarium License Plate
474463 is hereby reauthorized effective November 1, 2021;
475464 21. The Pride of Br oken Arrow License Plate – such plates shall
476465 be designed and issued to any person wishing to demonstrate support

669654 National Multiple Sclerosis Society;
670655 38. Frederick A. Douglass High School License Plate – such
671656 plates shall be designed and issued to any person wishing to
672657 demonstrate support for Frederick A. Douglass High School located in
673658 Oklahoma City. The plates shall be designed in consultation with

13261298 Special license plates shall not be transferred to any other
13271299 person but shall be removed from the vehicle upon transfer of
13281300 ownership and retained. The special license plate may then be used
13291301 on another vehicle but only after such other vehicle has been
13301302 registered for the current year with a licensed operator.
13311303 Special license plates s hall be renewed each year by Service
13321304 Oklahoma or a licensed operator, unless authorized by Service
13331305 Oklahoma to be renewed for a p eriod greater than one (1) year.
13341306 Service Oklahoma shall notify by mail all persons issued special
13351307 license plates. The notice shall contain all necessary information

13691340 Section 1132 of this title shall be remitted at the same time and
13701341 subject to a single registration period. Service Oklahoma shall
13711342 determine, by rule, a method for making required fee and
13721343 registration period adjustments if a special license plate is
13731344 obtained during a twelve -month period for which a registration fee
13741345 has already been remitted pursuant to Section 1132 of this title.
13751346 The combination of fees in a single remittance shall not alter the
13761347 apportionment otherwise provided for in this section.
13771348 Service Oklahoma is hereby directed to develop and implement a
13781349 system whereby licensed operators are perm itted to accept
13791350 applications for special license plates authorized under this
13801351 section. The licensed operator shall confirm the applicant 's
13811352 eligibility, if applicable, collect and deposit any amount
13821353 specifically authorized by law, accept and process the ne cessary
13831354 information directly into such system and generate a receipt
13841355 accordingly. For performance of these duties, licensed oper ators
13851356 shall retain the fee provided in Section 1141.1 of this title for
13861357 registration of a motor vehicle through June 30, 2025. Through June
13871358 30, 2025, the licensed operator fees for acceptance of applications

14191389 If fewer than fifty (50) of any type of special license plates
14201390 authorized prior to January 1, 2004, are issued prior to January 1,
14211391 2006, Service Oklahoma shall discontinue issuance and renewal of
14221392 that type of special lic ense plate. Any such authorized special
14231393 license plate registrant shall be allowed to display the license
14241394 plate upon the designated vehicle until the registration expiration
14251395 date. After such time the expired special license plate shall be
14261396 removed from the vehicle.
14271397 For special license plates authorized on or after July 1, 2004,
14281398 no special license plates shall be developed or issued by Service
14291399 Oklahoma until Service Oklahoma receives one hundred prepaid
14301400 applications therefor. The prepaid applications must b e received by
14311401 Service Oklahoma within one hundred eighty (180) days of the
14321402 effective date of the authorization or the authority to issue shall
14331403 be null and void. In the event one hundred prepaid applications are
14341404 not received by Service Oklahoma within such prescribed time period
14351405 any payment so received shall be refunded accordingly.

14741443 demonstrate support to implement the statewide general public
14751444 Environmental Education Program created pursuant to the provisions
14761445 of the Oklahoma Environmental Quality Code. Such plates shall be
14771446 designed and issued to any person in any combination of numbers and
14781447 letters from one to a maxi mum of seven, as for personalized license
14791448 plates. A dealer's license plate issued pursuant to Section 1116.1
14801449 or 1128 of this title may be designated an Environmental Awareness
14811450 License Plate upon payment of the fee imposed by this section and
14821451 any other registration fees required by the Oklahoma Vehicle License
14831452 and Registration Act. As provided in this section, an amount of the
14841453 fee collected shall be apportioned pursuant to Section 1104.2 of

14861455 3. Firefighter License Plate - such plates shall be d esigned

16351601 Oklahoma shall be authorized to enter into a licensing

18411803 combination with three numbers on either side of the insignia or
18421804 emblem. The color of the letters and numbers shall be brown.

18871848 fees which may be required in order to use the Boy Scouts of America
18881849 logo or design. The licensing agreement shall provide for a paym ent
18891850 to the Boy Scouts of America of not more than Twenty Dollars
18901851 ($20.00) for each license plate issued;
18911852 20. Urban Forestry and Beautification License Plate – such
18921853 plates shall be designed, subject to criteria to be presented to

19881947 this section, an amount of the fee collected shall be apportioned as
19891948 provided in Section 1104.7 of this title;
19901949 25. Lions Club License Plate – such plates shall be designed
19911950 and issued to persons wishing to demonstrate support for the Lions
19921951 Clubs of Oklahoma. The plat es shall be issued to any person in any
19931952 combination of numbers and letters from one to a maximum of seven,
19941953 as for personalized li cense plates. The license plates shall be
