58	53		supporting equipment; amending 2 O.S. 2021, Section
59	54		15-70, which relates to annual levy in support and
60	55		maintenance of fair; permitting use of funds for
61	56		certain communications and supporting equipment; and

67	62		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHO MA:
68	63		SECTION 1. AMENDATORY 2 O.S. 2021, Section 15 -24, is
69	64		amended to read as follows:
70	65		Section 15-24. A. The executive board shall:
71	66		1. Make an estimate of the cost of the free district fair;

99	93		2. Apportion to each of the counties comprising the association
100	94		the portion to be borne by each member county together with the plan
101	95		and items of expenditures; and
102	96		3. Certify the estimate to the county excise board in each of
103	97		the member counties in time to be acted on by the county excise
104	98		board at its annual meeting for making tax levies.
105	99		B. The items to be considered in the expenditure of funds shall
106	100		be for:
107	101		1. Premiums on livestock, poultry, fruit, agriculture,
108	102		horticultural and dairy products; boys ' and girls' club work, school
109	103		exhibits, culinary products, textile products, needlework and
110	104		sewing, hand painting, decorating and drawing, and cultivated plants
111	105		and flowers;
112	106		2. The necessary expenses of management of free district fairs
113	107		organized under the provisions of this article, including office
114	108		expense, postage, telegraph and telephone, digital and electronic
115	109		communication, Internet and supporting equipment, traveling expenses
116	110		of secretary within the district in which the fair is held, printing
117	111		(except premium lists) and necessary office supplies, premium
118	112		ribbons and badges, clerical help, guards, superintendents and
119	113		judges; and
120	114		3. Advertising the fair and for decorating and cleaning the
121	115		grounds and buildings, and for caring for the g rounds during the
122	116		fair.

150	143		SECTION 2. AMENDATORY 2 O.S. 2021, Section 15 -55, is
151	144		amended to read as follows:
152	145		Section 15-55. A. As soon as practicable, prior to July first,
153	146		after the election of members of the county fair association, the
154	147		members elect shall meet at the county seat and s hall perfect an
155	148		organization by the election of a president, vice president,
156	149		secretary and a board of directors. The members elect shall
157	150		designate a day where they shall have a twelve -hour window to vote
158	151		for the election of a president, vice president, se cretary, and
159	152		board of directors. The Board of Directors shall consist of the
160	153		president, vice president, secretary and four members, and such
161	154		committees and officers as shall be deemed necessary. The secretary
162	155		may be selected outside of the association, b ut must be a resident
163	156		of the county seat or the town or city where the county fair is
164	157		held.
165	158		B. The president, vice president, secretary, or any member of
166	159		the board of directors may be removed from the ir position for
167	160		failure to attend at least fifty percent (50%) of meetings in a
168	161		calendar year. The president, vice president, secretary, and
169	162		members of the board of directors may be removed from their
170	163		positions by a unanimous vote of all other members.
171	164		SECTION 3. AMENDATORY 2 O.S. 20 21, Section 15-58, is
172	165		amended to read as follows:

219	211		superintendents and judges;
220	212		3. Advertising the fairs and for decorating and cleaning the
221	213		grounds and buildings, and for caring for the grounds and buil dings;

250	241		4. Transportation and arrangement of township fair exhibits at
251	242		the county fair and county fair exhibits at the Oklahoma State Fair
252	243		and other State Fairs.
253	244		SECTION 4. AMENDATORY 2 O.S. 2021, Section 15 -70, is
254	245		amended to read as follows:
255	246		Section 15-70. A. The county commissioners, the county excise
256	247		board and all other proper officers of the county may make an annual
257	248		levy upon all taxable property in the county in an amount not to
258	249		exceed one-half (1/2) of one (1) mill per annum in counties of more
259	250		than fifteen thousand (15,000) population. In counties of less than
260	251		fifteen thousand (15,000) population, the proper officers of the
261	252		county may make an annual levy upon all taxable property in the
262	253		county of not exceeding one (1) mill per annum. The purpose of the
263	254		levy is to raise funds for:
264	255		1. The support and maintenance of the fair, including the
265	256		payment of premiums on livestock, poultry, agricultural and
266	257		horticultural products, dairy products, boys ' and girls' club work
267	258		or other junior agricultural organizations which shall be in one
268	259		class, products of domestic science and domestic arts, farm women 's
269	260		clubs, hand paintings, cultivated plants and flowers;
270	261		2. Necessary expenses of management of said fair, including
271	262		office expenses, postage, telegraph and telephone, digital and
272	263		electronic communication, Internet and supporting equipment, salary

300	290		and traveling expenses of the secretary, printing and necessary
301	291		office supplies;
302	292		3. Premium ribbons and badges, clerical help, guards,
303	293		superintendents and judges;
304	294		4. Advertising, decorating and cleaning the grounds and
305	295		buildings; and
306	296		5. The repair of or erecting buildings owned and controlled by
307	297		said county that are or will be used for free fair purposes.
308	298		B. In the counties of this state having a population in excess
309	299		of fifty-five thousand (55,000), according to the 1940 Federal
310	300		Decennial Census and in which county there is not authorized a state
311	301		fair, it shall be the mandatory duty o f the county commissioners and
312	302		the excise board and oth er officers of the county, to make annual
313	303		levy for the purposes specified by this section upon all taxable
314	304		property in such county of not less than one -fourth (1/4) of one (1)
315	305		mill per annum.
316	306		SECTION 5. This act shall become effective Nove mber 1, 2025.
