5954 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6055 SECTION 1. AMENDATORY Section 1, Chapter 412, O.S.L.
6156 2022 (69 O.S. Supp. 2024, Section 4040), is amended to read as
6257 follows:
6358 Section 4040. A. There is hereby created until June 30, 2027,
6459 the Oklahoma Route 66 Commission. The Commission shall be composed
6560 of nine (9) members. The members shall serve as follows:
6661 1. One member shall be appointed by the Governor and selected
6762 from the Commissioners of the Oklahoma Tax Commis sion, whose first
63+term shall be for one (1) year, and then renewable for three -year
64+terms thereafter;

111105 b. one shall be a city manager, assistant city manager,
112106 or economic development director for a municipality on
113107 Route 66 with a population greater than ten thousand
114108 (10,000), whose first term shall be for two (2) years,
115109 and renewable for three-year terms thereafter, and
116110 c. one shall be an Oklahoma citizen with expertise or
117111 experience in historic preservation, whose first term

148141 Oklahoma House of Representatives of which:
149142 a. one shall be a citizen of a county containing a

153146 b. one of whom shall be a business owner whose business
154147 is located along Route 66 within a city or town whose
155148 population is less than ten thousand (10,000), whose
156149 first term shall be for two (2) years, and then
157150 renewable for three-year terms thereafter, and
158151 c. one shall be an Oklahoma citizen with expertise or
159152 experience in marketing, whose first term shall be for
160153 three (3) years, and then renewable for three -year
161154 terms thereafter.
162155 B. The Commission shall utilize the O klahoma Route 66
163156 Commission Revolving Fund as au thorized in Section 2 4041 of this
164157 act title.
165158 SECTION 2. AMENDATORY Section 2, Chapter 412, O.S.L.
166159 2022 (69 O.S. Supp. 2024, Section 4041), is amended to read as

195-Section 4041. A. There is hereby created in the State Treasury
196-a revolving fund to be designated as the "Oklahoma Route 66
197-Commission Revolving Fund ", which shall consist of all monies
198190 appropriated, transferred, or otherwise designated to the fund by
199191 law. The revolving fund shall be a continuing fund, not subje ct to
200192 fiscal year limitations, and shall be under the administration of
201193 the Oklahoma Route 66 Commission. All monies accruing to the credit
202194 of said fund are hereby appropriated, and shall be budgeted and
203195 expended in accordance with the provisions of subsection B of this
204196 section for the purpose of preserving and developing Route 66 and
205197 commemorating the Route 66 Centennial.
206198 B. No funds Funds shall be budgeted or expended from the
207199 Oklahoma Route 66 Commission Revolving Fund prior to July 1, 2023,
208200 or prior to the approval by the Legislature of promulgated permanent
209201 in accordance with rules adopted by the Commission pursuant to the
210202 provisions of the Administrative Procedures Act .
211203 C. The Oklahoma Route 66 Commiss ion shall promulgate, pursuant
212204 to the provisions of the Administrative Procedures Act, permanent
213205 rules subject to approval by the Legislature, to implement:
214206 1. Application procedures for projects submitting requests for
215207 funds;
216208 2. Processes for awarding o f funding applications;
217209 3. Details of the Commi ssion's general duties;
210+4. Reporting requirements of the Commission to the Legislature;
211+and
212+5. Any other rules necessary to carry out the purpose and
213+mission of the Commission as expressed in this act.

249240 D. All unencumbered funds remaining in the Oklahoma Route 66
250241 Commission Revolving Fund upon the expiration of the Oklahoma Route
251242 66 Commission shall be transferred to the State Treasurer for
252243 deposit in the General Revenue Fund.
253244 SECTION 3. This act shall become effective November 1, 2025.
