49	44		Route 66 Commission; amending Section 2, Chapter 412,
50	45		O.S.L. 2022 (69 O.S. Supp. 2024, Section 4041), which
51	46		relates to the Oklahoma Route 66 Commission Revolving
52	47		Fund; modifying conditions for budgeting and
53	48		expenditures of funds; and providing an effective

59	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
60	55		SECTION 1. AMENDATORY Section 1, Chapter 412, O.S.L.
61	56		2022 (69 O.S. Supp. 2024, Section 4040), is amended to read as
62	57		follows:
63	58		Section 4040. A. There is hereby created until June 30, 2027,
64	59		the Oklahoma Route 66 Commission. The Commission shall be composed
65	60		of nine (9) members. The members shall serve as follows:
66	61		1. One member shall be appointed by the Governor and selected
67	62		from the Commissioners of the Oklahoma Tax Commis sion, whose first
	63	+	term shall be for one (1) year, and then renewable for three -year

97	91		2. One shall be the Executive Director of the Oklahoma
98	92		Department of Transportation, or his or her design ee, whose first
99	93		term shall be for two (2) years, and then renewable for three -year
100	94		terms thereafter;
101	95		3. One shall be the Executive Director of the Oklahoma Tourism
102	96		and Recreation Department, or his or her designee, whose first term
103	97		shall be for three (3) years, and then renewable for three -year
104	98		terms thereafter;
105	99		4. Three members shall be appointed by the President Pro
106	100		Tempore of the Oklahoma State Senate of which:
107	101		a. one shall be a citizen of a county containing a
108	102		portion of Route 66, whose first term sha ll be for one
109	103		(1) year, and renewable for three -year terms
110	104		thereafter,
111	105		b. one shall be a city manager, assistant city manager,
112	106		or economic development director for a municipality on
113	107		Route 66 with a population greater than ten thousand
114	108		(10,000), whose first term shall be for two (2) years,
115	109		and renewable for three-year terms thereafter, and
116	110		c. one shall be an Oklahoma citizen with expertise or
117	111		experience in historic preservation, whose first term

	113	+	three-year terms thereafter; and

148	141		Oklahoma House of Representatives of which:
149	142		a. one shall be a citizen of a county containing a
150	143		portion of Route 66, whose first term shall be for one
151	144		(1) year, and then renew able for three-year terms
152	145		thereafter,
153	146		b. one of whom shall be a business owner whose business
154	147		is located along Route 66 within a city or town whose
155	148		population is less than ten thousand (10,000), whose
156	149		first term shall be for two (2) years, and then
157	150		renewable for three-year terms thereafter, and
158	151		c. one shall be an Oklahoma citizen with expertise or
159	152		experience in marketing, whose first term shall be for
160	153		three (3) years, and then renewable for three -year
161	154		terms thereafter.
162	155		B. The Commission shall utilize the O klahoma Route 66
163	156		Commission Revolving Fund as au thorized in Section 2 4041 of this
164	157		act title.
165	158		SECTION 2. AMENDATORY Section 2, Chapter 412, O.S.L.
166	159		2022 (69 O.S. Supp. 2024, Section 4041), is amended to read as
167	160		follows:

	162	+	a revolving fund to be designated as the "Oklahoma Route 66
	163	+	Commission Revolving Fund ", which shall consist of all monies

195		-	Section 4041. A. There is hereby created in the State Treasury
196		-	a revolving fund to be designated as the "Oklahoma Route 66
197		-	Commission Revolving Fund ", which shall consist of all monies
198	190		appropriated, transferred, or otherwise designated to the fund by
199	191		law. The revolving fund shall be a continuing fund, not subje ct to
200	192		fiscal year limitations, and shall be under the administration of
201	193		the Oklahoma Route 66 Commission. All monies accruing to the credit
202	194		of said fund are hereby appropriated, and shall be budgeted and
203	195		expended in accordance with the provisions of subsection B of this
204	196		section for the purpose of preserving and developing Route 66 and
205	197		commemorating the Route 66 Centennial.
206	198		B. No funds Funds shall be budgeted or expended from the
207	199		Oklahoma Route 66 Commission Revolving Fund prior to July 1, 2023,
208	200		or prior to the approval by the Legislature of promulgated permanent
209	201		in accordance with rules adopted by the Commission pursuant to the
210	202		provisions of the Administrative Procedures Act .
211	203		C. The Oklahoma Route 66 Commiss ion shall promulgate, pursuant
212	204		to the provisions of the Administrative Procedures Act, permanent
213	205		rules subject to approval by the Legislature, to implement:
214	206		1. Application procedures for projects submitting requests for
215	207		funds;
216	208		2. Processes for awarding o f funding applications;
217	209		3. Details of the Commi ssion's general duties;
	210	+	4. Reporting requirements of the Commission to the Legislature;
	211	+	and
	212	+	5. Any other rules necessary to carry out the purpose and
	213	+	mission of the Commission as expressed in this act.

249	240		D. All unencumbered funds remaining in the Oklahoma Route 66
250	241		Commission Revolving Fund upon the expiration of the Oklahoma Route
251	242		66 Commission shall be transferred to the State Treasurer for
252	243		deposit in the General Revenue Fund.
253	244		SECTION 3. This act shall become effective November 1, 2025.
