53 | 54 | | BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |

54 | 55 | | SECTION 1. NEW LAW A new section of law to be codified |

55 | 56 | | in the Oklahoma Statutes as Section 3500 of Title 56, unless there |

56 | 57 | | is created a duplication in numbering, reads as follow s: |

57 | 58 | | A. The Department of Human Services shall conduct a feasibility |
---|
58 | 59 | | study on the potential establishment of a unified and streamlined |
---|
59 | 60 | | eligibility and enrollment system for public assistance programs |
---|
60 | 61 | | administered by the state that would promote efficiency, |
---|
61 | 62 | | accessibility, and coordination of services across programs |
---|
62 | 63 | | including, but not limited to: |
---|
63 | 64 | | 1. The Supplemental Nutrition Assistance Program ( SNAP); |
---|
92 | 92 | | 3. Child care subsidies; |
---|
93 | 93 | | 4. The Low Income Home Energy Assistance Program (LIHEAP); |
---|
94 | 94 | | 5. The state Medicaid program; and |
---|
95 | 95 | | 6. The Women, Infants, and Children (WIC) program. |
---|
96 | 96 | | B. As part of the feasibility study, the Department shall issue |
---|
97 | 97 | | a request for information on a unified and streamlined eligib ility |
---|
98 | 98 | | and enrollment system to gather information about potential vendors |
---|
99 | 99 | | and their capabilities and to ascertain an estimate of the initial |
---|
100 | 100 | | and ongoing costs of the system. |
---|
101 | 101 | | C. The Department of Human Services, the Oklahoma Health Care |
---|
102 | 102 | | Authority, and the State Department of Health shall coordinate to |
---|
103 | 103 | | conduct the feasibility study. |
---|
104 | 104 | | D. At the conclusion of the feasibility study, the Department |
---|
105 | 105 | | of Human Services shall electronically submit a report to the |
---|
106 | 106 | | President Pro Tempore of the Senate, the Speaker of t he House of |
---|
107 | 107 | | Representatives, and the Governor that summarizes the findings of |
---|
108 | 108 | | the feasibility study including, but not limited to, informatio n |
---|
109 | 109 | | obtained through the request for information required under |
---|
110 | 110 | | subsection B of this section and cost estimates of t he unified and |
---|
111 | 111 | | streamlined eligibility and enrollment system. |
---|
112 | 112 | | SECTION 2. This act shall become effective July 1, 2025. |
---|
113 | 113 | | SECTION 3. It being immediately necessary for the preservation |
---|
114 | 114 | | of the public peace, health or safety, an emergency is hereby |
