5354 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5455 SECTION 1. NEW LAW A new section of law to be codified
5556 in the Oklahoma Statutes as Section 3500 of Title 56, unless there
5657 is created a duplication in numbering, reads as follow s:
5758 A. The Department of Human Services shall conduct a feasibility
5859 study on the potential establishment of a unified and streamlined
5960 eligibility and enrollment system for public assistance programs
6061 administered by the state that would promote efficiency,
6162 accessibility, and coordination of services across programs
6263 including, but not limited to:
6364 1. The Supplemental Nutrition Assistance Program ( SNAP);
64-2. The Temporary Assistance for Needy Families (TANF ) program;

91+2. The Temporary Assistance for Needy Families (TANF) program;
9292 3. Child care subsidies;
9393 4. The Low Income Home Energy Assistance Program (LIHEAP);
9494 5. The state Medicaid program; and
9595 6. The Women, Infants, and Children (WIC) program.
9696 B. As part of the feasibility study, the Department shall issue
9797 a request for information on a unified and streamlined eligib ility
9898 and enrollment system to gather information about potential vendors
9999 and their capabilities and to ascertain an estimate of the initial
100100 and ongoing costs of the system.
101101 C. The Department of Human Services, the Oklahoma Health Care
102102 Authority, and the State Department of Health shall coordinate to
103103 conduct the feasibility study.
104104 D. At the conclusion of the feasibility study, the Department
105105 of Human Services shall electronically submit a report to the
106106 President Pro Tempore of the Senate, the Speaker of t he House of
107107 Representatives, and the Governor that summarizes the findings of
108108 the feasibility study including, but not limited to, informatio n
109109 obtained through the request for information required under
110110 subsection B of this section and cost estimates of t he unified and
111111 streamlined eligibility and enrollment system.
112112 SECTION 2. This act shall become effective July 1, 2025.
113113 SECTION 3. It being immediately necessary for the preservation
114114 of the public peace, health or safety, an emergency is hereby
