50	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
51	60		SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135.2, as
52	61		last amended by Section 80, Chapter 452, O.S.L. 2024 (47 O.S. Supp.
53	62		2024, Section 1135.2), is amended to read as follows:
54	63		Section 1135.2. A. Service Oklahoma is hereby authorized to
55	64		design and issue appropriate official special license plates to
56	65		persons in recognition of their service or awards as provided by
57	66		this section.
58		-	Special license plates shall not be transferred to any other
59		-	person but shall be removed from the vehicle upon transfer of
60		-	ownership and retained. The special license plate may then be used

	94	+	Special license plates shall not be transferred to any other
	95	+	person but shall be removed from the vehicle upon transfer of
	96	+	ownership and retained. The special license plate may then be used
87	97		on another vehicle but only after such other vehicle has been
88	98		registered for the current year.
89	99		Special license plates shall be renewed each year by Service
90	100		Oklahoma or a licensed operator. Service Oklahoma shall annually
91	101		notify all persons issued special license plates. Service Oklahoma
92	102		shall send the notifications to the electronic mail address provided
93	103		by the person. If a person does not provide an electronic mail
94	104		address, Service Oklahoma shall notify the person by mail. The
95	105		notice shall contain all nec essary information and shall contain
96	106		instructions for the renewal procedure up on presentation to a
97	107		licensed operator or Service Oklahoma. The license plates shall be
98	108		issued on a staggered system except for legislative plates and
99	109		amateur radio operator license plates.
100	110		On and after January 1, 2022, if a special license plate is
101	111		issued pursuant to this section, any registration fee required for
102	112		such plate pursuant to this section and the fee required pursuant to
103	113		Section 1132 of this title shall be remitted at the same time and
104	114		subject to a single registration period. Service Oklahoma shall
105	115		determine, by rule, a method for making required fee and
106	116		registration period adjustments if a special license plate is
107	117		obtained during a twelve -month period for which a registration fee
108		-	has already been remitted pursuant to Section 1132 of this title.
109		-	The combination of fees in a single remittance shall not alter the
110		-	apportionment otherwise provided for in this section.

	146	+	The combination of fees in a single remittance shall not alter the
	147	+	apportionment otherwise provided for in this section.
137	148		Service Oklahoma is hereby directed to develop and imp lement a
138	149		system whereby licensed operators are permitted to accept
139	150		applications for special license plates authorized under this
140	151		section. The licensed operator shall confirm the applicant 's
141	152		eligibility, if applicable, collect and deposit any amount
142	153		specifically authorized by law, accept and process the necessary
143	154		information directly into such system and generate a receipt
144	155		accordingly. For performance of these duties, licensed operators
145	156		shall retain the fee provided in Section 1141.1 of this title for
146	157		registration of a motor vehicle. The licensed operator fees for
147	158		acceptance of applications and renewals shall be paid out of the
148	159		Oklahoma Tax Commission Reimbursement Fund. Beginning January 1,
149	160		2023, the licensed operator fees for acceptance of applications and
150	161		renewals shall be paid out of the Service Oklahoma Reimbursement
151	162		Fund.
152	163		B. The special license plates provided by this section are as
153	164		follows:
154	165		1. Prisoner of War License Plates - such plates shall be
155	166		designed for honorably discharged or present member s of the United
156	167		States Armed Forces and civilians who were former prisoners of war
157	168		held by a foreign country and who can provide proper certification
158		-	of that status. Such persons may appl y for a prisoner of war
159		-	license plate for no more than two vehicles with each vehicle having
160		-	a rated carrying capacity of one (1) ton or less. The surviving

	197	+	license plate for no more than two vehicles with each vehicle having
	198	+	a rated carrying capacity of one (1) ton or less. Th e surviving
187	199		spouse of any deceased former prisoner of war, if the spouse has not
188	200		since remarried, or if remarried, the remarriage is terminated by
189	201		death, divorce, or annulment, m ay apply for a prisoner of war
190	202		license plate for one vehicle with a rated carr ying capacity of one
191	203		(1) ton or less. The fee provided by this section for the special
192	204		license plate authorized by this paragraph shall be in addition to
193	205		all other registration fees provided by law, except the registration
194	206		fees levied by Section 1132 of t his title;
195	207		2. National Guard License Plates - such plates shall be
196	208		designed for active or retired members of the Oklahoma National
197	209		Guard. Retirees who are eligible for such pla tes shall provide
198	210		proof of eligibility upon initial application, but shall not be
199	211		required to provide proof of eligibility annually;
200	212		3. Air National Guard License Plates - such plates shall be
201	213		designed for active or retired members of the Oklahoma Air National
202	214		Guard. Retirees who are eligible for such plates shall provide
203	215		proof of eligibility upon initial application, but shall not be
204	216		required to provide proof of eligibility annually;
205	217		4. United States Armed Forces License Plates - such plates
206	218		shall be designed for active, retired, former or reserve members of
207	219		the United States Arm ed Forces, and shall identify which branch of
208		-	service, and carry the emblem and name of either the Army, Navy, Air
209		-	Force, Marines or Coast Guard, according to the branch of service to
210		-	which the member belongs or did belong. Former members who have

	248	+	Force, Marines or Coast Guard, according to the branch of service to
	249	+	which the member belongs or did belong. Former members who have
237	250		been dishonorably discharged shall not be eligible for such plates.
238	251		Persons applying for such license plate must show proof of present
239	252		or past military service by presenting a valid Un iformed Services
240	253		Identity Card or the United States Department of Defense form DD
241	254		214. Retired or former members who are eligible for such plates
242	255		shall provide proof of eligibility upon initial application, but
243	256		shall not be required to provide proof of eligibility annually;
244	257		5. Congressional Medal of Honor Recipient License Plates - such
245	258		plates shall be designed for any resident of this state who has been
246	259		awarded the Congressional Medal of Honor. Such persons may apply
247	260		for a Congressional Medal of Honor r ecipient license plate for each
248	261		vehicle with a rated carrying capacity of one (1) ton or less.
249	262		There shall be no registration fee for the issuance of this plate;
250	263		6. Missing In Action License Plates - such plates shall be
251	264		designed to honor members of the United States Armed Forces who are
252	265		missing in action. The spouse of such miss ing person, if the spouse
253	266		has not since remarried, or if remarried, the remarriage is
254	267		terminated by death, divorce, or annulment, and each parent of the
255	268		missing person may apply for a missing in action license plate upon
256	269		presenting proper certification tha t the person is missing in action
257	270		and that the person making the application is the qualifying spouse
258		-	or the parent of the missing person. The qualifying spouse and each
259		-	parent of the missing person may each apply for the missing in

	299	+	parent of the missing person may each apply for the missing in
286	300		action license plate f or each vehicle with a rated carrying capacity
287	301		of one (1) ton or less;
288	302		7. Purple Heart Recipient License Plates - such plates shall be
289	303		designed for any resident of this state pr esenting proper
290	304		certification from the United States Department of Veterans Af fairs
291	305		or the Armed Forces of the United States certifying that such
292	306		resident has been awarded the Purple Heart military decoration.
293	307		Such persons may apply for a Purple Heart recipient license plate
294	308		for vehicles having a rated carrying capacity of one (1) ton or
295	309		less. The surviving spouse of any deceased veteran who has been
296	310		awarded the Purple Heart military decoration, if such spouse has not
297	311		since remarried, or if remarried, the remarriage has been terminated
298	312		by death, divorce or annulment, may apply for such plate for one
299	313		vehicle with a rated carrying capacity of one (1) ton or less. The
300	314		license plate created by this paragraph shall be exempt from the fee
301	315		provided by this section for special license plates;
302	316		8. Pearl Harbor Survivor License Plates - such plates shall be
303	317		designed for any resident of this state who can be verified by the
304	318		United States Department of Veterans Affairs or the Armed Forces of
305	319		the United States as being :
306	320		a. a member of the United States Armed Forces on December
307	321		7, 1941,
308		-	b. stationed on December 7, 1941, during the hours of
309		-	7:55 a.m. to 9:45 a.m. Hawaii time at Pearl Harbor,

	350	+	7:55 a.m. to 9:45 a.m. Hawaii time at Pearl Harbor,
336	351		the island of Oahu, or offshore at a distance not to
337	352		exceed three (3) miles, and
338	353		c. a recipient of an honorable discharge from the United
339	354		States Armed Forces.
340	355		Such person may apply for a Pearl Harbor Survivor license plate
341	356		for each vehicle with a rated carrying capacity of one (1) ton or
342	357		less;
343	358		9. Iwo Jima License Plates - such plates shall be designed for
344	359		any resident of this state who can be verified by the Un ited States
345	360		Department of Veterans Affairs or the Armed Forces of the United
346	361		States as being:
347	362		a. a member of the United States Armed Forces in February
348	363		of 1945,
349	364		b. stationed in February of 1945 on or in the immediate
350	365		vicinity of the island of Iwo Jima, and
351	366		c. a recipient of an honorable discharge from the United
352	367		States Armed Forces.
353	368		Such person may apply for an Iwo Jima license plate for each
354	369		vehicle with a rated carrying capacity of one (1) ton or less.
355	370		Such license plate shall have the legend "Oklahoma OK" and shall
356	371		contain three letters and three numbers. Between the letters and
357	372		numbers shall be a logo of the flag -raising at Iwo Jima. Below the
358		-	letters, logo and numbers, the plate shall contain the words "FEB."
359		-	at the left, "Iwo Jima" in the center and "1945" at the right. Such

	401	+	at the left, "Iwo Jima" in the center and "1945" at the right. Such
386	402		plates shall not be subject to the design requirements of any other
387	403		license plates prescribed by law other than the space for the
388	404		placement of the year ly decals for each succeeding year of
389	405		registration after the initial issue;
390	406		10. D-Day Survivor License Plates - such plates shall be
391	407		designed for any resident of this state who can be verified by the
392	408		United States Department of Veterans Affairs or the Armed Forces of
393	409		the United States as being:
394	410		a. a member of the United States Arme d Forces on June 6,
395	411		1944,
396	412		b. a participant in the Allied invasion of the coast of
397	413		Normandy on June 6, 1944; provided, if such
398	414		participation cannot be verified by the United State s
399	415		Department of Veterans Affairs or the Armed Forces of
400	416		the United States, the Tax Commission may, in its
401	417		discretion, accept evidence of such participation from
402	418		the person applying for the license plate, and
403	419		c. a recipient of an honorable discharge from the United
404	420		States Armed Forces.
405	421		Such person may apply for a D -Day Survivor license plate for
406	422		each vehicle with a rated carrying capacity of one (1) ton or less;
407		-	11. Killed in Action License Plates - such plates shall be
408		-	designed to honor members of the United States Armed Forces who were
409		-	killed in action. The spouse of the deceased person, if the spouse

	450	+	11. Killed in Action License Plates - such plates shall be
	451	+	designed to honor members of the Unit ed States Armed Forces who were
	452	+	killed in action. The spouse of the deceased person, if the spouse
436	453		has not remarried, or if remarried, the remarriage is terminated by
437	454		death, divorce, or annulment, may apply for a killed in action
438	455		license plate upon presenting proper certification that the person
439	456		was killed in action and that the pe rson making the application is
440	457		the qualifying spouse of the deceased person. The qualifying spouse
441	458		may apply for a killed in action license plate for no more than two
442	459		vehicles with each vehicle with a rated carrying capacity of one (1)
443	460		ton or less. The fee provided by this section for the special
444	461		license plate authorized by this paragraph shall be in addition to
445	462		all other registration fees provided by law, except the registration
446	463		fees levied by Section 1132 of this title. Beginning November 1,
447	464		2021, the killed in action license plate shall be designed to honor
448	465		members of the United States Armed Forces who were killed in action
449	466		while engaged in combat with a hostile force. The p arents,
450	467		siblings, half-siblings, grandparents or spouse of the deceased
451	468		person, if the spouse has not remarried, or if remarried, the
452	469		remarriage is terminated by death, divorce or annulment, may apply
453	470		for a killed in action license plate upon presenting proper
454	471		certification that the person was killed in action and that the
455	472		person making the application is the qualifying spouse or family
456	473		member of the deceased person. The qualifying spouse or family
457		-	member may apply for a killed in action license plate for no more
458		-	than two vehicles with each vehicle with a rated carrying capacity
459		-	of one (1) ton or less. The license plate shall have a white

	502	+	than two vehicles with each vehicle with a rated carrying capacity
	503	+	of one (1) ton or less. The license plate shall have a white
486	504		background and the legend "Killed in Action" and shall contain any
487	505		combination of numbers and letters from one to a maximum of seven in
488	506		black, as for personalized license plates. To the left of th e
489	507		numbers and letters shall be the Battlefield Cross in gold. The
490	508		killed in action license plate shall be exempt from any minimum
491	509		issuance criteria related to license plate appl ications;
492	510		12. Gold Star Families License Plates - such plates shall be
493	511		designed to honor members of the United States Armed Forces who were
494	512		killed while on active duty. The parents, siblings, half -siblings
495	513		or grandparents of the deceased person may apply for a gold star
496	514		license plate upon presenting proper certification that the p erson
497	515		was killed while on active duty and that the person making the
498	516		application is the parent, sibling, half -sibling or grandparent of
499	517		the deceased person. The family member ma y apply for a gold star
500	518		families license plate for no more than two vehicles w ith each
501	519		vehicle having a rated carrying capacity of one (1) ton or less.
502	520		The fee provided by this section for the special license plate
503	521		authorized by this paragraph shall be in addition to all other
504	522		registration fees provided by law, except the registrat ion fees
505	523		levied by Section 1132 of this title;
506		-	13. Military Decoration License Plates - such plates shall be
507		-	designed for any resident of this state who has been awarded the
508		-	Distinguished Service Medal, the Distinguished Service Cross, the
509		-	Distinguished Flying Cross, the Bronze Star military decoration or

	551	+	13. Military Decoration License Plates - such plates shall be
	552	+	designed for any resident of this state who has been awarded the
	553	+	Distinguished Service Medal, the Distinguished Service Cross, the
	554	+	Distinguished Flying Cross, the Bronze Star military decoration or
536	555		the Silver Star military decoration. Such persons may apply for a
537	556		military decoration license plate for each vehicle with a rated
538	557		carrying capacity of one (1) ton or less;
539	558		14. Vietnam Veteran License Pl ates - such plates shall be
540	559		designed for honorably discharged or present members of the United
541	560		States Armed Forces who served in the Vietnam Conflict. Such
542	561		persons may apply for a Vietnam veteran license plate for each
543	562		vehicle with a rated carrying capaci ty of one (1) ton or less;
544	563		15. Police Officer License Plates - such plates shall be
545	564		designed for any currently employed, reserve or retired municipal
546	565		police officer or full -time, reserve or retired university police
547	566		officer certified by the Council on Law Enforcement Education and
548	567		Training or common education police officer certified by the Council
549	568		on Law Enforcement Education and Training. Police officers may
550	569		apply for police officer license plates for vehicles with a rated
551	570		capacity of one (1) ton or les s or for a motorcycle upon proof of
552	571		employment by or retirement from a municipal, university or common
553	572		education police department by either an identification card or
554	573		letter from the chief of the police department or the Oklahoma
555	574		Police Pension and Retirem ent Board. Retirees who are eligible for
556		-	such plates shall provide proof of eligibility upon initial
557		-	application but shall not be required to provide proof of
558		-	eligibility annually. The license plates shall be designed in
559		-	consultation with municipal police departments of this state;

	605	+	consultation with municipal polic e departments of this state;
586	606		provided, the license plate for motorcycles may be of similar design
587	607		to the license plate for motor vehicles or may be a new design in
588	608		order to meet space requirements for a motorcycle license plate;
589	609		16. World War II Veteran L icense Plates - such plates shall be
590	610		designed to honor honorably discharged former members of the United
591	611		States Armed Forces who are residents of this state and who can be
592	612		verified by the Military Department of the State of Oklahoma, the
593	613		Department of Veterans Affairs or the Armed Forces of the United
594	614		States as having served on federal active duty anytime during the
595	615		period from September 16, 1940, to December 7, 1945. The former
596	616		members may apply for a World War II Veteran license plate for
597	617		vehicles with a rated carrying capacity of one (1) ton or less.
598	618		The license plate shall have the legend "Oklahoma" and shall
599	619		contain, in the center of the plate, either the Thunderbird Insignia
600	620		of the 45th Infantry Division in the prescribed red and gold
601	621		coloring or the emblem of the Army, Navy, U.S. Army Air Corps,
602	622		Marines or Coast Guard according to the branch of service to which

750	773		25. Combat Infantryman Badge License Plates – such plates shall
751	774		be designed to honor recipients of the Combat Infantryman Badge.

799	823		29. Merchant Marine License Plates - such plates shall be
800	824		designed, subject to criteria to be presented to Service Oklahoma by
801	825		the Oklahoma Department of Veterans Affairs, and issued to a ny
802	826		person who during combat was a member of the Merchant Marines as
803	827		certified by the Oklahoma Department of Veterans Affairs. Such
804	828		license plate may be issued for each vehicle w ith a rated carrying
805	829		capacity of one (1) ton or less;
806		-	30. Legislative License Plates - such plates shall be designed

845	870		rating or due to the loss of use of a limb or an eye. Such persons
846	871		may apply to Service Oklahoma for a disabled veterans license plate
847	872		or to a licensed operator for a regular license plate for no more
848	873		than two four vehicles with each vehicle h aving a rated carrying
849	874		capacity of one (1) ton or less. The surviving spouse of any
850	875		deceased disabled veteran, if the spouse has not since remarried, or
851	876		if remarried, the remarriage is terminated by death, divorce, or
852	877		annulment, or a surviving spouse in r eceipt of Dependency and
853	878		Indemnity Compensation from the United States Department of Veterans
854	879		Affairs, may apply for a disabled veterans license plate for one
855	880		vehicle with a rated carrying capacity of one (1) ton or less. The

891	917		displays the international accessibility symbol, which is a stylized
892	918		human figure in a wheelchair. Upon the death of the disabled
893	919		veteran with a disabled veterans license plate with the
894	920		international accessibility symbol, the plate shall be returned to
895	921		Service Oklahoma;
896	922		32. United States Air Force Association License Plates - such
897	923		plates shall be designed for members of the United States Air Force
898	924		Association. Persons applying for such license plate must show
899	925		proof of membership in the Association. The license plates shall be
900	926		designed in consultation with the Association;
901	927		33. Oklahoma Military Academy Alumni License Plates - such
902	928		plates shall be designed and issued to any resident of this state
903	929		who is an alumnus of the Oklahoma Militar y Academy. Such persons
904	930		may apply for an Oklahoma Military Academy Alumnus license plate for
905	931		each vehicle with a rated carrying capacity of one (1) ton or less.

940	967		installed amateur mobile transmitting and receiving equipment.
941	968		Eligible persons shall be entitled to two special vehicle
942	969		identification plates as herein provide d. Application for such
943	970		identification plates shall be on a form prescribed by Service
944	971		Oklahoma and the plates issued to such applicant shall have stamped
945	972		thereon the word "Oklahoma" and bear the official call letters of
946	973		the radio station assigned by the Federal Communications Commission
947	974		to the individual amateur operator thereof. All applications for
948	975		such plates must be made to Service Oklahoma on or before the first
949	976		day of October of any year for such plates for the following
950	977		calendar year and must be a ccompanied by the fee required in this
951	978		section together with a certificate, or such other evidence as
952	979		Service Oklahoma may require, of proof that applicant has a valid
953	980		technician class or better amateur operator 's license and proof of
954	981		applicant's ownership of a vehicle in which radio receiving and
955	982		transmitting equipment is installed. Applicants shall only be

992	1020		36. Deputy Sheriff License Plates - such plates shall be
993	1021		designed for any currently employed or retired county sheriff or
994	1022		deputy sheriff. County sheriffs or deputy sheriffs may apply for
995	1023		such plates for vehicles with a rated capacity of one (1) ton or
996	1024		less upon proof of employment by or retirement from a county
997	1025		sheriff's office by either an identification card or letter from the
998	1026		county sheriff or a government -sponsored retirement board from which
999	1027		the county sheriff or deputy sheriff may be receiving a p ension.
1000	1028		Retirees who are eligible for such plates shall provide proof of
1001	1029		eligibility upon initial application but shall not be required to
1002	1030		provide proof of eligibility annually. The license plates shall be
1003	1031		designed in consultation with the county sheriff offices of this
1004	1032		state;
1005		-	37. Gold Star Surviving Spouse License Plates – such plates
1006		-	shall be designed to honor the surviving spouses and children of

1097	1127		to the license plate for motor vehicles or may be a new design i n
1098	1128		order to meet space requirements for a motorcycle license plate;

1147	1178		section. Service Oklahoma shall develop and implement a system

1343	1378		Forces Tab or authorizing its wear upon a United States military
1344	1379		uniform. The license plate shall be designed in consultation with
1345	1380		the Special Forces Association, Chapter 32 -50. Service Oklahoma
1346	1381		shall produce up to two distinct designs for the Special For ces
1347	1382		Association license plate. Qualified persons may select one design
1348	1383		at the time of application. The plates shall be issued to any
1349	1384		qualified person in any combination of numb ers and letters from one
1350	1385		to a maximum of seven, as for personalized license pl ates;
1351	1386		55. Veterans of the United States Armed Forces License Plates –
1352	1387		such plates shall be designed for veterans of the United States
1353	1388		Armed Forces, and shall identify the branch of service, carry the

1391	1427		certification that the resident has achieved such rank and was
1392	1428		either honorably discharged or is an active or reti red member of the
1393	1429		United States Navy. Such persons may apply for a Navy Chief license
1394	1430		plate for vehicles having a rated carrying capacity of one (1) ton
1395	1431		or less, or for a motorcycle; provided, the license plate for
1396	1432		motorcycles may be of similar design to the license plate for motor
1397	1433		vehicles or may be a new design in order to meet space requirements
1398	1434		for a motorcycle license plate;
1399	1435		57. Air Medal License Plate – such plates shall be designed and
1400	1436		issued to any resident of this state who has earned the Air Med al
1401	1437		and presents proper certification that the resident has been awarded
1402	1438		such medal. The license plate shall include an image of the Air
1403	1439		Medal earned by the recipient. Such persons may apply for an Air

1439	1476		the U.S. Army Ranger School. Per sons applying for the
1440	1477		U.S. Army Ranger License Plate shall provide military
1441	1478		orders or official documentation proving the
1442	1479		applicant's eligibility, including:
1443	1480		(1) military orders detailing a past or current
1444	1481		assignment to a U.S. Army Ranger unit,
1445	1482		(2) military orders awarding the Ranger Tab
1446	1483		authorized by the U.S. Army,
1447	1484		(3) certificate of release or discharge from active
1448	1485		duty, DD Form 214, or report of separation and
1449	1486		record of service, NGB form 22, indicating the
1450	1487		awarding of the Ranger Tab, or
1451	1488		(4) diploma issued to the applicant from the U.S.
1452	1489		Army Ranger School.

1543	1582		60. Meritorious Service Medal License Plat e - such plates shall
1544	1583		be designed and issued to any resident of this state who has earned
1545	1584		the Meritorious Service Medal and presents proper certification that
1546	1585		the resident has been awarded such medal. The license plate shall
1547	1586		include an image of the Merito rious Service Medal earned by the
1548	1587		recipient. Such persons may apply for a Meritorious Service Medal
1549	1588		license plate for vehicles having a rated carrying capacity of one
1550	1589		(1) ton or less, or for a motorcycle; provided, the license plate
1551	1590		for motorcycles may be of similar design to the license plate for
